Public Service Committee Bids Farewell to Outgoing National School of Government Principal

The Portfolio Committee on Public Service and Administration notes the departure of the Principal of the National School of Government (NSG), Professor Busani Ngcaweni, and commends him for his visionary leadership. Since his appointment in 2020, the NSG has made significant strides in re-establishing itself as a critical institution in the renewal and professionalisation of the public service. Prof Ngcaweni led the development of critical and relevant training programmes, particularly programmes focusing on digital innovation and ethical leadership, at a time when public trust in government has been eroded. Under his leadership, the NSG expanded its reach through learning partnerships across the continent. He also oversaw the development of programmes to cultivate competent, developmental leadership and strengthening public sector accountability. Prof Ngcaweni's contribution to excellence and the professionalisation of the public service is undeniable. Chairperson of the committee, Mr Jan de Villiers, said the committee wishes to express its sincere appreciation for Prof Ngcaweni's leadership, dedication and the institutional momentum he leaves behind at the NSG. 'We wish him success in the next chapter of his life and look forward to continued engagements in pursuit of a professional, ethical and capable public service. We trust that the foundations he helped to lay will continue to yield dividends for the public service,' said Mr de Villiers. A 30-year-old man has been arrested in connection with a hit-and-run case earlier this month where a Maruti Ertiga car had hit a National security Guard (NSG) jawan on morning walk in south Delhi's RK Puram, police said. The victim was taken to hospital and was treated and discharged in some days. Driver held for hit-and-run crash injuring NSG officer According to Amit Goel, deputy commissioner of police (southwest), the accused Pawan Kumar Chauhan is the owner of the vehicle and was behind the wheel on the day of the incident. At around 6am on July 9, the RK Puram police station were informed about an injured man in the service lane of the RTR Marg. The victim was later identified as Narendra Singh, a serving jawan in the NSG. A case was registered and investigation was taken up. A Maruti Ertiga car bearing Uttar Pradesh's Hapur emerged as the offending vehicle and the owner was also identified. Chauhan is from Hathras and resides in Rajokri village near Delhi's Vasant Kunj. When the police checked, he was at large his mobile phone was also switched off. On July 24, his location was traced in Rajokri from where he was arrested, the DCP informed. 'Chauhan disclosed that he was returning from Haridwar along with his family members, when due to fatigue, he dozed off for a moment and his vehicle hit the morning walker. His family asked him to stop and help the injured person. However, he panicked and fled. He dropped his family members at Rajokri and fled,' said Goel.

Days after a retired NSG commandant was robbed at gunpoint at his home in Chawri Bazaar, police said four people, including a jewellery businessman, were arrested in the case. According to police, the businessman, Mohammad Kaif, was allegedly miffed after the 86-year-old victim, Bhim Sen — now a diamond and gems artisan — ended their business partnership. The other accused were identified as Aloknath Mishra, 35; Sohail Malik, 23; and Waseem, 48; police said. The incident took place on July 19 when Sen was at his house — which also doubles up as his office — along with his son Sandeep, daughter-in-law Neelam, and grandson. 'A man knocked on the door and called out the name of a family member. As soon as the door was opened, three masked assailants, armed with weapons, forced their way inside,' a police officer had said earlier. When the grandson resisted, one of the masked men took out a gun and tied his hands before taping his mouth, the officer had said. The intruders then looted jewellery and precious stones worth Rs 50 lakh, while also taking $3,550. They locked the family in the kitchen before fleeing. DCP (North) Raja Banthia said, 'Through sustained surveillance and intelligence analysis, it was established that three individuals were involved in the crime. These individuals were observed regrouping near Chawri Bazar Metro Station — two approached through nearby bylanes, while the third arrived in a TSR (three-wheeled scooter rickshaw) after deboarding a Metro train at Rajiv Chowk. Metro data later confirmed that this person had boarded the train from Noida City Centre.' A team led by Sub-Inspector Prashant found the TSR driver. 'The driver confirmed that he had picked up the individual from Connaught Place. The team found that the accused took another train back to Noida City Centre Metro station. He got off and drove away on a scooter,' the DCP said. The scooter was registered in the name of a junior engineer with the New Delhi Municipal Council, who lives in Noida. The engineer told the police that her scooter was being used by her driver, Aloknath Mishra. A trap was laid, and Mishra was arrested on Tuesday. 'Mishra admitted that the robbery had been orchestrated by Kaif as an act of revenge. Kaif hired Mishra, Sohail, and Waseem to execute the plan. Kaif was then arrested from his residence near Jama Masjid and Sohail was arrested from Mustafabad. They admitted that the proceeds of the robbery were with Waseem,' DCP Banthia said. Investigation showed that Waseem fled to Moradabad after the robbery and then went to Sambhal. He then booked a hotel in Roorkee, where he stayed for five days. 'Waseem kept his phone switched off most of the time, switching it on only for a few minutes daily — and always from a location away from his actual place of stay to mislead police. He hid the robbed jewels in Roorkee and was last tracked to Mussoorie,' Banthia said. A trap was laid at Library Chowk in Mussoorie, and the accused was arrested on July 27. Police have recovered the majority of the robbed amount. A police officer said Kaif started doing business with Sen in 2023, and has known him for 20 years. 'Kaif felt that Sen was visiting foreign countries and taking over his clients for his own business. This caused a monetary dispute between the two and led to a fallout,' the officer said.

A 30-year-old man was arrested for allegedly mowing down a National Security Guard (NSG) jawan in a hit-and-run earlier this month. According to police, it was a blind case as there were no witnesses to the incident. The police were notified of the case when a PCR call was received at the R K Puram police station in the early hours of July 9, reporting that an unidentified male had been hit by a vehicle on the service road of Rao Tula Ram Marg near Sector 8. The injured man, later identified as Narender Singh, a serving personnel of the NSG, was rushed to AIIMS Trauma Centre for medical attention. He was later declared dead. With no immediate clues or witnesses, a case was registered under sections 281 (rash or negligent driving) and 125A (act endangering human life or personal safety of others) of the BNS. 'A team analysed CCTV footage from dozens of cameras along the Outer Ring Road and nearby areas and spotted the suspected vehicle — a Maruti Ertiga. The vehicle was traced and we questioned the owner. He confirmed that he had given his car to his driver, Pawan Kumar Chauhan… and provided the latter's mobile number. However, the phone was found switched off… Despite reaching the last known location, the team could not trace either the vehicle or the accused. Further CCTV tracking confirmed the vehicle's movement in Noida Sector 67, but it went untraceable afterward,' said DCP (Southwest) Amit Goel. The team continued its technical monitoring and distributed the suspect's photograph to a network of informers across Delhi and the NCR, said police. On July 24, the police received a tip-off that Chauhan was at his house in Rajokri. A subsequent raid led to his arrest and the recovery of the Maruti Ertiga, said police. During questioning, the 30-year-old accused allegedly admitted that on the day of the accident, he was returning from Haridwar with his family. Exhausted from the journey, he momentarily dozed off near RTR Marg, resulting in the accident. In a state of panic and despite his family's pleas to stop, he fled the scene. He later dropped his children at Rajokri and went into hiding in Noida in an attempt to avoid arrest, said police.

PUNE: Delays and uncertainty in the Class 11 (first year junior college) admission process have caused significant disruptions in the scheduling and organisation of school-level sports competitions in Maharashtra to the extent that while tournaments for the under-14 and under-17 age groups are in their final planning stage, there is now a strong possibility that competitions for the under-19 category may be postponed, according to officials from the District Sports Office. Delays and uncertainty in FYJC admission process have caused significant disruptions in scheduling and organisation of school-level sports competitions in Maharashtra. ((PIC FOR REPRESENTATION)) Officials revealed that the ongoing Class 11 admissions – slated to continue till August 1 – have directly affected the planning of school sports events, particularly for the under-19 age group. As many students in the under-19 category fall in this academic bracket, their participation and registration in competitions has been delayed. Consequently, while online registrations for the under-14 and under-17 age groups have already begun and the district sports officer has set a deadline of July 25 for the same, an extension of the registration deadline is being considered for the under-19 age group. Jagannath Lakde, an official from the District Sports Office (Pune), said, 'Since the Class 11 admission process is underway, we are unable to complete the registration process for the under-19 age group. We are therefore planning to extend the registration period. Meanwhile, the registration deadline for schools and students in the under-14 and under-17 categories has been set as July 25. There are a total 49 sporting events in the school games, and each school and college should ensure that every student participates in at least one sport. This participation can also be beneficial for students later in terms of grace marks and overall development.' Ritika Jadhav, a Class 11 student and sprinter from a Pune-based junior college, said, 'I've been preparing for the under-19 athletics events for the past few months, but the delay in admissions has left everything uncertain. We don't even know when the trials or selections will take place. It is frustrating because these competitions are crucial not just for experience but also for grace marks and future sports scholarships. I hope that the authorities finalise the schedule soon so that we can focus on our performance and not be stuck in limbo.' The National School Games (NSG) are conducted every year by the School Games Federation of India (SGFI) under the Sports Authority of India. Students have to qualify through competitions held at the taluka, district, divisional, and state levels across 49 different sports disciplines to represent Maharashtra at the national level. Typically, tournaments for the under-14, under-17, and under-19 categories begin in July every year. This year however, none of the competitions have commenced despite July drawing to a close. Meanwhile, officials have noted that many schools and colleges are not actively encouraging their students to participate in these competitions. Former athletes and sports professionals have called for a statewide campaign to be conducted at every school playground, making it mandatory for every student to engage in at least one sport to help foster a strong sporting culture and holistic development among the youth.
