SC order on T domicile policy not applicable for AP, says official

1 2 Vijayawada: The recent Supreme Court order, which found fault with Telangana's domicile policy on govt quota medical seats through NEET, will not be applicable for Andhra Pradesh, according to Dr NTR University of Health Sciences officials. While the domicile policy in Telangana mandates that a student must have pursued classes 9 to 12 in the state to be eligible for govt quota medical seats, Andhra Pradesh govt has earmarked 15% of seats under the "unreserved category" for non-locals in the state. "Students in Telangana have been facing admission issues under state quota through NEET as 100% seats are reserved under local category. AP has two categories under which 85% of seats across institutions reserved for locals, and 15% of seats unreserved for local/non-local students across two regions — Sri Venkateswara University and Andhra University," explained Hari Prasad, assistant registrar at Dr NTR University of Health Sciences. Telangana also removed admissions under the sports quota, which further aggravated the issue, he added. Elaborating further, he said students should have completed four consecutive years of study (classes 9 to 12) to be defined as 'local candidates' in Telangana and become eligible for admissions under state quota. "For students who complete junior and senior intermediate studies from neighbouring states, AP has the provision of 15% unreserved category seats, allowing them to attain admission even under non-local category into medical courses through NEET," Hari Prasad clarified. Students/candidates who have resided in the state for a total of 10 years, excluding their periods of study outside the state, or either of whose parents have resided in the state for a total of 10 years excluding periods of employment outside the state, will also be eligible to be defined as local candidate in AP, he said.

Experts call for more awareness on procedures for rescuing mentally ill persons

People often stay away from a mentally ill person in the streets or public places, but a small act of care and attention can go a long way in their recovery, said Dr. NTR University of Health Sciences (Dr. NTRUHS) Registrar V. Radhika Reddy. Speaking at the annual impact meeting of the Manobandhu Foundation, an organisation that works on identification, treatment, and rehabilitation of wandering mentally ill people in Andhra Pradesh and Telangana, in Vijayawada on Saturday, Dr. Radhika Reddy said there is a need for awareness about the procedure to be followed when they spot a mentally ill person in the streets. 'The governments acknowledge the role played by NGOs, organisations in ensuring that such people receive proper treatment and are reunited with their families. While treatment is one aspect, tracing their families and sending them back home is a difficult task,' Dr. Radhika Reddy said, while appreciating the efforts of the volunteers of Manobandhu Foundation. Later, Indian Psychiatric Society's former national president Indla Ramasubba Reddy explained the legal hurdles involved in the rescue operations of mentally ill people. 'When you see a person with mental illness on the road, you should inform the nearest police station. The police have to file a missing FIR and take them to the nearest government hospital. But there is not much awareness among police about it,' he said. He said while there are 15 lakh people with mental illness wandering in the streets of India, there are not many to take care of them. 'We have organisations and volunteers working for the protection of birds or street dogs, but not many to take care of humans,' he said. 'There is no awareness among people about mental illnesses. First, a family does not realise it is mental illness that their loved one is going through. They take them to all the wrong places, before giving up on them. The individual, thus neglected, ends up in streets,' he said, adding that another reason is that there are not many psychiatrists. If treatment is given, there are high chances of recovery, Dr. Ramasubba Reddy, who is one of the trustees of the Foundation, said. He stressed the need for one more hospital in A.P., in addition to the two government hospitals in Visakhapatnam and Kadapa for mental care. Foundation's Managing Trustee, B. Ramakrishnamraju, said in the year 2024-25, 121 people were admitted to hospitals, 27 people reunited with their families and eight people are rehabilitated in shelter homes. Manobandhu has partnered with Shraddha Rehabilitation Foundation, Mumbai, led by Ramon Magsaysay Awardee Bharat Vatwani, to facilitate reunions across the country. A.P. Chamber of Commerce and Industry president Potluri Bhaskara Rao, GSL Educational Institutions, Rajamahendravaram, chairman Ganni Bhaskara Rao, Foundation Trustee D. Chakrapani also spoke on the occasion.

NTR Health University hosts Webex session on ECMO

VIJAYAWADA: Dr NTR University of Health Sciences (NTRUHS) conducted its inaugural Webex session on Monday, uniting representatives from all government and private medical colleges across Andhra Pradesh. The virtual meeting featured a lecture by internationally renowned paediatric critical care expert, Dr Suneel Pooboni, currently Consultant at Mediclinic, Dubai, UAE. Held under the guidance of Vice-Chancellor Dr P Chandrasekhar and Registrar Dr V Radhika Reddy, the session focused on 'Way Forward in Critical Care Journey: Is ECMO Possible in Our Setup?' Dr Pooboni provided an in-depth overview of ECMO (Extra Corporeal Membrane Oxygenation), a life-saving intervention used when the heart or lungs fail and conventional care is ineffective. He highlighted ECMO's significance in cases of severe pneumonia, cardiac arrest, and heart failure, where ventilators fall short. While ECMO is commonplace in Western nations, its presence in India remains limited due to high costs and the need for specialised infrastructure and trained staff.

Stress on embracing life saving ECMO technology

Vijayawada: A specialist doctor and NRI Dr Sunil Pooboni attended an awareness programme conducted at the NTR University of Health Sciences on Monday on ECMO – a life-saving technology for heart and lung failure and explained how ECMO is important to save lives. The online awareness programme was organised under the guidance of Vice-Chancellor Dr P Chandrasekhar and the supervision of Registrar Dr V Radhika Reddy. For the first time in Andhra Pradesh, the programme was conducted by Dr Sunil Pooboni, who recently returned from abroad. It was live-streamed from the university to all medical colleges across the state. Speaking on the occasion, Pooboni stressed the importance of exploring collaborations with the Government of India and expanding life-saving Extracorporeal membrane oxygenation (ECMO) in Andhra Pradesh. He explained that ECMO is a critical life-support technology used when lungs or heart fail and typically used when ventilator support fails, especially after severe lung conditions such as acute pneumonia. He further said after a heart attack, when the heart becomes too weak to circulate enough blood, ECMO provides temporary support until recovery. Dr Sunil said this technique is widely used in Western countries and is being implemented in some corporate hospitals in India. He said setting up an ECMO unit requires adequate infrastructure, trained doctors, nurses, and allied health professionals, as it functions like a heart-lung bypass, it can be crucial to saving lives. He said introducing training facilities and infrastructure in government hospitals can help significantly reduce costs. Dr Sunil said survival rate is up to 60 per cent in respiratory cases and around 50 percent in cardiac cases and added that ECMO can be used across all age groups. He underlined the need to expand the ECMO in the state to save lives and render assistance in emergency cases. Principals and Superintendents of all medical colleges, Heads of Departments, UG and PG medical student sand others attended the webinar training class.
