120 structures across 4.2ha forest land razed on Day 1 of Uriamghat eviction
1 2 Guwahati: On the first day of a massive eviction drive to clear encroachments on forest lands in Rengma Reserve Forest at Uriamghat in Golaghat district on Tuesday morning, bulldozers razed over 100 commercial structures close to the inter-state border with Nagaland. A govt release on Tuesday said this eviction drive marks a significant step in Assam govt's ongoing efforts to prevent illegal encroachment in protected forest areas and to promote ecological conservation in the region. The target is to clear the entire 11,000 bighas of encroached land in Uriamghat, where, according to officials, about 2,500 families with a population of not less than 12,000 are encroaching forest areas. A large number of these families are from the central Assam districts of Nagaon and Morigaon, while there are families from north and south Assam districts who claimed to have started settling down in the forest areas of Uriamghat in the 1970s under govt patronage and started cultivation with the Nagas. Eviction was carried out on Tuesday at Bidyapur Market in Uriamghat, located within the Rengma Reserve Forest. The operation was led by state forest department, with active support from Golaghat district administration and Golaghat police, in close coordination with the govt of Nagaland and Nagaland Police. "During the drive, about 120 illegal commercial structures spread over approximately 4.2 hectares of forest land were demolished. This action was part of a concerted effort to reclaim encroached reserve forest land and reinforce the govt's commitment to environmental conservation," the release read. Over 90% of the families deserted the settlements by Monday night. One after another, houses were bulldozed since morning to restore forest area. Forest department officials also destroyed betel nut plantations cultivated by the encroachers. There were no reports of any conflict between police and encroachers. According to local MLA Biswajit Phukan, the encroachment was mostly by 'Miyas', a term used in Assam to refer to migrant Muslims of Bangladesh/East Pakistan origin. The operation involved large-scale deployment of machinery, forest personnel, and administrative officials. It was conducted under the supervision of special chief secretary MK Yadava, principal chief conservator of forests, Assam, Golaghat DC, Golaghat senior superintendent of police and other senior officials, including additional district commissioners and executive magistrates. "To ensure smooth and peaceful execution of the operation, an extensive security arrangement was put in place with the involvement of police and CRPF," the release added. Evicted families alleged that the govt provided electricity connections to them and built houses for the poor under Pradhan Mantri Awas Yojana-Gramin (PMAY-G). Tap water connection was provided to families in encroached lands under a govt scheme. "There are some govt schools as well on the encroached land, and houses of govt employees have also been razed," a resident said. While Muslim families alleged that the govt targeted them but spared Nepali, Bodo, and Manipuri families, govt officials said many of those who have not received eviction notices are forest dwellers.

Nagaland Turns Back 200 Vehicles Carrying Illegal Migrants From Assam Border
Guwahati: The Niuland district administration along with the Nagaland Police and the Central Reserve Police Force (CRPF) intercepted and turned back over 200 vehicles carrying evicted illegal immigrants from Assam at various checkpoints across the district, sources have told NDTV. This comes at a time when the Nagaland government issued an advisory to the police to check evicted illegal migrants from Assam trying to enter the state. District-level intelligence teams were deployed at the check gates to assist in identifying and processing the occupants, sources said. In the last two days, over 200 vehicles that were attempting to transport individuals evicted during the Assam government's drive have been turned back after checking their credentials and it was found that they were evicted in the recent anti-encroachment drive in different parts of Assam. Three states in the northeast have issued an alert cautioning against the entry of illegal migrants from Assam, where the Himanta Biswa Sarma government has been carrying out massive eviction drives. The advisory issued by neighbouring Manipur, Meghalaya and Nagaland said all officers concerned should report any movement of suspected illegal migrants immediately. They have to collect the suspects' biometric and biographic data, too. The three states are concerned that the encroachers and illegal migrants evicted from Assam government lands may enter their states. Yesterday, Meghalaya Chief Minister Conrad K Sangma chaired a high-level review meeting to assess the state's preparedness and strengthen border vigilance due to the ongoing eviction drive in Assam against illegal immigrants. The meeting aimed to prevent a spillover of illegal migrants from Assam entering neighbouring Meghalaya. It also reviewed the potential fallout of Assam's eviction drive and its impact on Meghalaya's border areas. Manipur Police today gave revised instructions outlining the procedure for detection, restriction of movement, and deportation of illegal immigrants. In addition, a comprehensive standard operating procedure (SOP) for verification and detection of illegal immigrants, including Pakistani and Bangladeshi nationals, has been provided to ensure uniform and coordinated action at the district level. To strengthen enforcement, special task forces (STFs) have been formed to detect, identify, and take appropriate legal action against illegal immigrants residing in Manipur, police sources added.

Dimapur airport land encroachment: SIT files chargesheets against 25
Dimapur: The SIT formed to investigate the land encroachment issue at Dimapur airport has filed chargesheets against 25 persons and is awaiting sanction for prosecution against six public servants from the Nagaland personnel & administrative reform department and the land record department, as required by law. Nagaland Police, in a release, on Saturday said as directed by the home department, a preliminary inquiry was conducted by the SIT into the allegations pertaining to illegal encroachment by preparation of forged and fabricated documents. Based on the outcome of the preliminary inquiry and establishing that prima facie a cognisable offence was made out, a regular criminal case (FIR) was registered at the State Crime Police Station, police headquarters in Kohima. After conducting a thorough investigation into all aspects of the crime and duly collecting and scrutinising the evidence, 31 accused persons — including six public servants and 25 private individuals — were recommended for chargesheeting for criminal conspiracy, cheating, forgery and other criminal acts under the IPC. After obtaining approval from the competent authority, the SIT has filed chargesheets against 25 accused persons in Dimapur court, the release said. On Friday, the district administrations of Dimapur and Chumoukedima carried out an eviction drive at the Dimapur airport land and dismantled a number of houses to remove encroachers. Court frame charges against four policemen in 1998 fake encounter
Imphal: A sessions court on Wednesday framed charges against former sub-inspector Thokchom Krishnatombi and three others in connection with the alleged fake encounter that killed Major Shimreingam Shaiza and four others on Imphal Airport Road August 29, 1998. Major Shaiza was the younger brother of former chief minister Yangmasho Shaiza, belonging to the Tangkhul Naga community (a sub-tribe of the Nagas). The court framed charges against then sub-inspector Krishnatombi of Tabungkhok Makha Leikai, constable Khundongbam Inaobi of Minuthong Kabo Leikai, constable Thangkhongam Lungdim of G. Songgel village, and Md. Akhtar Hussain of Yairipok Tulihal Konjil Leikai under sections 302 (murder), 307 (attempt to murder), 201 (Causing disappearance of evidence of offence), and 34 (criminal act is done by multiple individuals in furtherance of a common intention) of the Indian Penal Code (IPC). The case was initially registered at Singjamei police station as FIR No. 185(8)1998, based on a complaint by then sub-inspector Th. Krishnatombi. He claimed that a team of Imphal West commandos was operating in the Kwakeithel area, Imphal West, to arrest underground militants. They spotted a suspicious vehicle with a Nagaland registration moving at high speed, and the muzzle of a weapon suspected to be an AK-47 was seen through the vehicle's window. According to the report, the vehicle ignored police signals to stop and allegedly fired at the police, prompting retaliatory fire. Three died on the spot, and two others were taken to the hospital, where one more died. Police also reported finding two AK-47 rifles and magazines inside the car. However, following a Supreme Court order on July 14, 2017, the Central Bureau of Investigation (CBI) took over the case and formed a Special Investigation Team (SIT). The investigation was also joined by the National Human Rights Commission (NHRC) after a court directive. The SIT's probe, along with the report of the Justice C. Upendra Commission of Inquiry, found that the police may have staged the encounter. The report named SI Krishnatombi, SI Rajen, Constable Akhtar Hussain, Inaobi, Lungdim, and Ginkhanlei Vaiphei as responsible for the deaths of Major Shaiza, Rukhoshele, Tosovchu Chakhesang, Kikheto Sema, and H. Budha, and the injury of Thenucho. Another FIR was also filed on September 5, 1998, based on a complaint by Pemla Shaiza, wife of the late Major. She claimed that her husband and four others — including Thenucho (former Speaker, Nagaland), Tusovihu of Nagaland Police, Kekheto Sema of Nagaland Police, and Rukno Saila, driver of the car — were travelling in the vehicle when they were shot at by the commandos without provocation. The complaint said the attack was a case of cold-blooded murder and that police tried to cover up the crime by staging it as an encounter. Besides, one civilian, Hidam Budha of Kwakeithel Akham Leikai, also died in the incident due to a stray bullet. The investigation found evidence suggesting that the rifles found at the scene were planted and that the story of a gunfight was fabricated. After reviewing the charge sheet and other case materials, the court framed charges under IPC sections 302, 307, 201, and 34 against the four accused. However, the court noted that the Home Department of Manipur denied prosecution sanction against four other accused — Nongmaithem Rameshwor, Baremon Khamjai, Khundrakpam Ranjeet, and Leitanthem Sharat — who were also then commandos, so the trial cannot proceed against them. The CBI submitted the charge sheet in June 2020 after completing its investigation.

Delhi cop who ‘stole' Rs 51 lakh from malkhana sent to one-week police custody
A Delhi court on Tuesday sent a policeman, who has been accused of stealing Rs 51 lakh in cash and two boxes of gold from a malkhana, to 7-day police custody. The theft at the malkhana (storehouse) of the Delhi Police Special Cell's old office on Lodhi Road took place on Saturday. Head Constable Khurshid, the accused, was produced before Chief Judicial Magistrate Shriya Aggarwal on Tuesday. Police sought his custody for making recoveries and to unearth the conspiracy behind the alleged act. Officers also said that police wanted to confirm if other persons aided him in committing the alleged offence. The Head Constable had been deployed with the Special Cell — he was one of the security personnel at the same malkhana where he allegedly committed the theft — till May 24. As per the police, he had been transferred to the Northeast Delhi district after he made a request. Khurshid was arrested Saturday morning shortly after he was seen in CCTV footage carrying items found missing from the storehouse. After a duty officer noticed that the door to the storage room was ajar, he decided to check the CCTV footage, which eventually led to the Head Constable's arrest. As per the police, Khurshid had allegedly executed a similar heist at the malkhana about 45 days ago, when he was deployed as an assistant to the malkhana-in-charge. The malkhana, which is under high security, has a deployment of Nagaland Police personnel. There also exists a duty officer who checks the details of everyone who enters the complex. Another duty officer checks entrants for the final time before they enter the malkhana. According to police, Khurshid allegedly committed the crime because he wanted to repay his debts after he lost a huge amount of money in online gambling.
