Libya to Enforce ID Registration for All Foreign Nationals
Libya's Security and Development authorities have agreed to launch a comprehensive nationwide security and data registration campaign, following a final coordination meeting held at the office of Benghazi's Security Director, Major General Salah Houidi. The meeting brought together top officials including Dr. Jibril Al-Badri, Head of the National Development Agency, and Major General Moneim Lamhashhash, Head of the Municipal Guard, as part of broader efforts to enhance coordination between security and development bodies across Libya. The initiative will establish five main operational branches, covering Greater Benghazi, the Central Region, Southeast, Southwest, and the Eastern Region. These branches will serve as logistical and administrative centers for implementing the data collection campaign. Officials confirmed that the National Development Agency will provide full logistical support, including medical supplies and modern IT equipment, to facilitate efficient field operations and improve on-the-ground performance. The meeting comes as Prime Minister Abdel-Hamid Dbaiba approved the rollout of a new national security registration card, now a mandatory requirement for Arab and foreign nationals to open bank accounts in the country. The head of the committee emphasized that all expatriates must obtain this registration card, warning that those who fail to comply will face strict legal measures, including arrest, deportation, and permanent expulsion. Authorities view this campaign as a strategic step toward tightening immigration controls, improving internal security, and formalizing the legal presence of non-Libyans in the country. Construction work progressing at Benghazi's new Tika airport
Benghazi Municipality reported that construction is progressing five months on from the start at Benghazi's new Tika airport. Under the supervision of the eastern based (Libyan) National Development Agency, the airport project is being constructed by the UAE company, Global Builders – Terminal Holding. The airport is advertised as having a capacity of 15 million passengers annually on a total area of 24 square kilometres, including a passenger terminal with expandable 12 aircraft gates and a transit building with an area of 129 thousand square meters, in addition to a special station for air cargo services, a presidential lounge (considered the first of its kind in Libya) and a free zone. The new airport will be dedicated to international flights, while Benina Airport will continue to operate for domestic flights. Benghazi Municipality reports that the project comes within the strategic plan for major projects implemented by a group of international and local companies. it says the airport project is one of the most prominent strategic projects in Libya because it is considered the largest international airport in North Africa in terms of area and capacity. It is, it adds, one of the vital projects that will contribute to strengthening the infrastructure of the air transport sector in Libya and providing advanced services to passengers, which supports the economic and social development of the country. . Benghazi Airport to Open in 2026
Libya is set to launch a major gateway into global trade and aviation with the opening of the $1.3 billion Benghazi International Airport in 2026, a key pillar of the country's Vision 2030 strategy to transform itself into a regional hub connecting Africa, Europe, and the Middle East. Delivered by the National Development Agency (NDA) in partnership with Global Builders Company, a subsidiary of Terminal Group Holding, the new airport marks one of Libya's most ambitious infrastructure undertakings to date. At the forefront is Mahmud Elforjani, executive director of the NDA, who has championed major projects aligned with Libya's national agenda. 'The new Benghazi International Airport is not just a gateway to the world — it's a gateway to Libya's future,' said Elforjani. 'This project will catalyse trade, tourism, and economic development, while showcasing the immense potential of our people and our geography.' Spanning 24 square kilometres, the airport will accommodate up to 15 million passengers annually. The design includes a 125,000m² passenger terminal, a VIP terminal, cargo logistics hub, and a 3.8-kilometre runway — the longest in North Africa and fully capable of handling aircraft like the Airbus A380. The new facility is a cornerstone among over 150 strategic infrastructure projects being implemented under Vision 2030 Libya, a national development blueprint aimed at building a diversified, sustainable, and inclusive economy. The strategy is founded on three pillars: A Flourishing Society, A Balanced Economy, and A State for the People. Benghazi International Airport will be fully integrated with the nearby Juliana Free Zone and Port, currently undergoing upgrades to serve as a multimodal transport and trade centre. The broader vision also includes trans-Saharan corridors, economic free zones, and strengthened connectivity to sub-Saharan Africa. More than 2,500 jobs are being created through the project, involving teams from 12 countries, yet its development focus remains local and inclusive. Opportunities in employment, training, and services are being extended to Libyans, reinforcing the NDA's commitment to human capital and regional upliftment. Additionally, Libya's ultra-low aviation fuel costs are expected to attract major international airlines and logistics operators, offering a competitive edge in a tightening global aviation market. With Benghazi's transformation into a logistics and transport powerhouse, the new airport represents not only a bold infrastructural leap — but a strategic pivot toward Libya's long-term stability and prosperity.
