In dry state Bihar, district officer arrested after ‘arriving drunk' to event attended by minister

A senior fisheries officer posted in Supaul district of Bihar was arrested for allegedly arriving in an inebriated state at a public event, which was attended by a state minister, said officials. The event, organised on National Fish Farmers Day Thursday, was attended by state Minister for Public Health and Engineering Neeraj Kumar Singh, District Magistrate Sawan Kumar and several other senior officials, including the accused, District Fisheries Officer Shambhu Kumar. Sources said, during the event the DM received complaints about irregularities in distribution of fisheries kits and called Shambhu Kumar to inquire about the same. During the interaction, the DM felt the officer was slurring and behaving in an erratic manner, said the sources. He directed Shambhu Kumar to report to Circuit House and alerted the Excise Department. 'Yesterday, about 1 pm, the DM called to report that an officer appeared to be under the influence of alcohol and asked us to reach the Circuit House with a breath analyser. The breath analyser test was done and the officer was found to be intoxicated,' said Ashok Kumar, Inspector, Excise and Prohibition. The Inspector said the officer's breath analyser report showed '10 milligrams of alcohol per 100 millilitres of blood', and he was arrested. The Excise Department learnt that it was the officer's last working day in Supaul and he was to join another posting next day. 'We found that he had previously been apprehended for intoxication at Bhimnagar checkpost on March 9, 2024. The officer, being a first-time offender, was fined between `2,000 and `5,000 as per the court order,' Ashok Kumar said. A source said the accused officer denied consuming alcohol and said he had taken some homeopathic medicine, which might have been mistaken for alcohol intake. He gave the same explanation for his previous detention as well, said the source.

17 farmers honoured by fisheries institute

Kolkata: Tapan Maity from Jharkhali promotes collective farming and manages high-yield fish culture, benefiting the local farming community. Former software engineer-turned-fish farmer Deepu Sasidharan from Ernakulam, Kerala, specialises in Pearlspot seed rearing and seabass farming. Pushpa Devi, a homemaker from Kaushambi, UP, adopted scientific tech-niques for seed production of Pangasius and Indian major carps. They were among 17 fish farmers awarded by ICAR–Central Inland Fisheries Research Institute (CIFRI), Barrackpore, on National Fish Farmers Day, 2025, on Thursday. ICAR–CIFRI, Barrackpore, observed the day with focus on innovation, inclusivity and sustainable inland fisheries. The legacy traces back to July 10, 1957, when Hiralal Chaudhury and his team first achieved success in induced breeding of carp at Angul Fish Farm, Cuttack — a breakthrough that catalysed India's first Blue Revolution. This year's celebration was graced by junior Union minister Sukanta Majumdar as chief guest. Also present were Dr Ravishankar CN, former director & VC, ICAR-CIFE, Mumbai, and Kallol Paul, VC of Kalyani University. The programme brought together over 120 participants. Majumdar underlined the importance of sustainable and science-driven aquaculture. Dr BK Das, director, ICAR-CIFRI, shared the institute's vision of enhancing productivity in reservoirs, wetlands and rivers. Gadvasu to mark Fish Farmer's Day with week-long events

Ludhiana: Gadvasu's College of Fisheries is gearing up for a week-long celebration to mark National Fish Farmer's Day, which falls on July 10, highlighting the pivotal role fish farmers play in the country's aquaculture development. The celebrations will be held from July 7 to 11. Meera D Ansal, dean, College of Fisheries, said, "The event aims to laud the invaluable contributions of fish farmers who have transformed traditional aquaculture into a dynamic, profitable, and scientifically managed enterprise. This transformation has played a key role in making fisheries the fastest growing sector in Indian agriculture." Highlighting the origin of this national observance, Meera recalled that National Fish Farmers Day is celebrated on July 10 each year to commemorate a landmark achievement in Indian aquaculture — the successful induced breeding of Indian major carps in captivity by two legendary scientists, Hiralal Chaudhury and HK Alikunhi, in 1957. This breakthrough laid the foundation for India's Blue Revolution, leading to a massive boost in fish production across the country. The significance of the day was officially recognised in 2001, when July 10 was declared as the National Fish Farmer's Day to honour the contribution of farmers in transforming fisheries into a "sunrise sector" of the Indian economy. JPS Gill, vice-chancellor, Gadvasu, lauded the efforts of fish farmers, calling them "unsung heroes of the food system." He emphasised that aquatic food provides about 20% of the animal protein intake to over 3.2 billion people globally, underlining the critical role of the fisheries sector in global food and nutrition security. "NFFD celebrations are an opportunity to reflect on and recognise the contribution of our fish farmers to the nation's food basket," he said. RS Grewal, director (extension education), emphasised Punjab's immense potential in freshwater and inland saline aquaculture.
