Delhi cabinet ministers attend NeVA training programme at Delhi Assembly
Agency: New Delhi, Jul 23 (PTI) Delhi cabinet ministers Manjinder Singh Sirsa, Pankaj Kumar Singh, and Ravinder Indraj Singh attended the National e-Vidhan Application (NeVA) training programme at the Delhi Assembly on the final day on Wednesday. Speaker Vijender Gupta described the NeVA training as a major milestone in the Delhi Assembly's journey towards a paperless and technology-driven legislative framework. He added that the NeVA Training Centre would remain open in the coming weeks to provide further guidance to the members ahead of the upcoming monsoon session. Commending the initiative, minister Sirsa said, 'Under the guidance of Speaker Vijender Gupta, the Delhi Legislative Assembly has achieved a fully paperless legislative system within just 100 days. This remarkable accomplishment sets a new benchmark, making Delhi the fastest state legislature in the country to complete such a comprehensive digital transition. It reflects a strong vision and an unwavering commitment to modern governance." During the training, experts from the Ministry of Parliamentary Affairs guided ministers and MLAs through various NeVA modules, including access to the digital List of Business (LoB), electronic documentation, and use of new infrastructure installed at the training centre. Participants engaged with the system using 18 newly installed computers. As part of the digital rollout, smartphones pre-installed with the NeVA mobile application were distributed to ministers and MLAs, ensuring instant access to legislative business and real-time updates. The Monsoon Session of the Delhi Legislative Assembly is likely to begin on August 4, sources said. Meanwhile, the National e-Vidhan Application (NeVA) Training Centre is providing MLAs with training on digital legislative processes ahead of the Monsoon Session. Sources said that the meeting, held at Parliament House in the national capital, likely discussed and made decisions regarding the ongoing Monsoon Session. The Prime Minister was apprised about the discussions in the Business Advisory Committee (BAC) and the opposition's insistence on his making a statement in the House, according to sources Meanwhile, the INDIA bloc will hold a meeting of its floor leaders in the Parliament today at 10 am. The purpose of the meeting is to discuss strategies for the session in the House.

A Bill to regulate private school fees, which is currently in the form of an ordinance, is to be discussed and passed during the session. 'The inauguration of the NeVA Seva Centre and the successful completion of the first phase of NeVA marks a critical milestone in our commitment to a digital, transparent, and sustainable legislature. This initiative reflects our alignment with the Prime Minister's vision of 'Digital India', paperless governance, and the transformative idea of 'One Nation, One Application',' he said. Mr. Gupta said that it is unfortunate that earlier governments made no sincere efforts in this direction and with NeVA, the Assembly is now bridging that gap and paving the way for a more accountable and modern legislative ecosystem. 'The first batch of MLAs actively participated and showed keen interest in the working of the application. Each Member was provided with a smartphone preloaded with the NeVA application, allowing seamless access to the list of business, legislative questions, documents, and session updates,' as per a statement from the Assembly Secretariat. The three-day training programme, scheduled from July 21 to 23, is designed to equip MLAs with practical knowledge of the NeVA platform's tools and functionalities. The training will ensure their effective participation in the upcoming Monsoon Session by enabling a smooth transition to paperless legislative functioning.

Assembly getting digital-ready for monsoon session
New Delhi: The monsoon session of Delhi Assembly is likely in the first week of Aug, with preparations under way for a digitally enabled House. A week-long session has been proposed, officials said. Ahead of it, the assembly will launch a three-day digital training programme for MLAs from July 21, aimed at familiarising them with National e-Vidhan Application (NeVA). Speaker Vijender Gupta will inaugurate the NeVA Training Centre at the Vidhan Sabha Complex. Expert trainers from ministry of parliamentary affairs (MoPA) will conduct the sessions from July 21–23, equipping legislators for paperless, efficient governance. "Digital transformation is no longer a choice but a necessity for people-centric legislation," Gupta said. The draft proposes strict penalties — ranging from Rs 1 lakh to Rs 10 lakh — for arbitrary fee hikes, and mandates refunds within 20 working days. Repeated violations could result in the school losing its right to propose fee revisions. If the refund isn't processed on time, the fine will double after 20 days, triple after 40, and continue to rise with every 20-day delay. Those repeatedly flouting norms may be barred from holding official posts in school management. The school may also forfeit its authority to revise fees. The ordinance aims to "strike a balance between preserving the autonomy of private institutions and safeguarding the rights of parents", while ensuring quality education remains "accessible and fairly priced". It also proposes setting up three committees — at the school, district, and revision levels— with the 'Revision Committee' holding final authority on disputes. The session is also expected to see the opposition AAP cornering BJP on civic issues, including waterlogging, Yamuna pollution, and drinking water supply. Officials said the NeVA training will serve as a precursor to the session, enabling paperless functioning and promoting transparency, efficiency, and sustainability. Eighteen computers have been installed at the new NeVA Training Centre. The first batch of MLAs will begin training on Monday. The launch reflects Delhi Assembly's push toward "modern, accountable, and citizen-centric legislative practices," Gupta said.
