Newport News considers major changes to city charter
Newport News' Charter Review Committee is considering several changes to City Council, which could drastically change how city elections are conducted. The main item being considered during the committee's June 12 meeting was the idea of making City Council races partisan, which would create a partisan primary for City Council candidates. State law prohibits party designations in local elections from appearing on ballots. However, it does not prevent the city from creating a partisan primary to ensure the two final candidates that appear on the ballot are implied to be from different parties. 'We have, as it is in Newport News and other cities without partisan elections, large numbers of candidates from one ideological or partisan faction who run for office and split the vote amongst themselves,' committee member Ben Lambert said during the meeting. 'This spoiler effect has been a problem for Newport News elections for a long time.' The committee delayed the vote on whether to recommend the change to City Council to June 26, according to co-chairs Cathy Williams and Lee Vreeland. They also shot down a proposed recommendation that would shift the power to remove department heads from the city manager to the mayor. 'I feel it's overreach for City Council to be involved in that,' Williams said during the June 12 meeting. At its May 22 meeting, the committee approved a recommendation that City Council appoint school board members appointed rather than elected, and a recommendation to make the mayor a full-time position, limited to two terms. Additionally, the questions of considering ranked choice voting came up during last month's meeting. However, the committee opted not to recommend ranked choice voting. Williams declined to comment on the group's discussions surrounding potential charter changes. The committee has been working through these revisions since September, according to Williams, and has received community feedback on several of the proposed changes. The idea of appointed school board members received letters of support, along with while a full-time mayor received pushback. Feedback on ranked choice voting has also been divided. Multi-vehicle crash causes a child to be ejected and I-64 closed for hours in Newport News
NEWPORT NEWS — A Friday night multi-vehicle crash on Interstate 64 caused hours of lane closures and many serious injuries, including those to a five-year-old who was ejected from a head-on collision, Virginia State Police said. Both eastbound and westbound lanes between mile markers 249 and 250 were closed for over four hours, state police said in a statement. That's near the Lee Hall reservoir and the Fort Eustis Boulevard exits. From a preliminary investigation, authorities found that the 45-year-old Massachusetts driver of a speeding Dodge Durango traveling eastbound hit the rear of a Hyundai Sonata, causing the Sonata to lose control and run off the roadway, striking a guardrail before stopping on the road's shoulder and in the westbound lanes. After hitting the Sonata, the Durango crossed the median of the highway and side-swiped a Toyota Tacoma, troopers said. The Durango continued speeding in the wrong direction on the westbound lanes until it hit a Nissan Altima head-on, stopping both vehicles. The Altima was being driven by a 39-year-old Yorktown driver and was carrying an improperly restrained 5-year-old, state police said, who was ejected from the Altima upon the impact. The child suffered life-threatening injuries, authorities said. All involved parties aside from the driver of the Tacoma were transported for medical treatment. All closed lanes were reopened at about 1:20 a.m. An investigation of the crash is ongoing. State police said that speed was a contributing factor in the crash and charges are pending. No additional details were immediately available.

VSP: Life-threatening injuries from multi-vehicle I-64 crash in Newport News
NEWPORT NEWS, Va. (WAVY) — There are life-threatening injuries resulting from a multi-vehicle crash on Interstate 64 westbound in Newport News Friday night, Virginia State Police said. State Police said they are investigating a multi-vehicle crash between mile marker 250 and mile marker 249 on I-64 westbound in Newport News. The call for the crash came in at about 8:59 p.m. involving multiple vehicles with life-threatening injuries. The Virginia Department of Transportation is at the scene helping with rerouting traffic while State Police investigate the crash. VDOT said all westbound I-64 lanes were closed as of 10:10 p.m. It is unclear at this time how many vehicles were involved in the crash, and how many people were injured. Sanu Dieng-Cooper declares victory Newport News Treasurer primary by 85 votes
NEWPORT NEWS, Va. (WAVY) — While Sanu Dieng-Cooper has declared victory in her race to be the Democratic nominee for Treasurer this November, her race is currently in the margin for a possible recount. With all precincts reporting, the current policy director for the Virginia Sexual & Domestic Violence Action Alliance has an 85 vote lead over Derek Reason. Both are vying to be the Democrat that replaces longtime treasurer Marty Eubank, who announced his intention to retire after leading the office for seven terms. Given that more than 12,100 voters participated in Tuesday's primary, the less than 1% margin may give Reason the right to ask for a recount, pending the outcome of provisional ballots cast. As of Wednesday afternoon, Dieng-Cooper said Reason hadn't called to concede. 'I'm excited. This was a win for the people,' Dieng-Cooper said. 'We heard their voices in each and every vote. I know people always wonder, 'does my vote matter?' And I think that this is a race that tells folks everything. Single vote and voice matters.' The electoral board is expected to meet Monday for the provisional count. 'We are confident that we have won this, race and look forward to November,' Dieng-Cooper said. Reason did not immediately respond to a request for comment. Unlike the Commonwealth's Attorney primary, where Shannon Jones is now running unopposed in November, Dieng-Cooper still faces an independent challenger and could have faced two. Longtime Newport News Treasurer Marty Eubank endorsed Dieng-Cooper. However, he ended up filing paperwork to run for reelection as an independent, in the case Dieng-Cooper didn't win the primary. He said he made that decision after hearing comments at the NAACP candidates forum. 'I am trying only to position myself [just] in case,' Eubank told 10 On Your Side. 'Elections can be unpredictable. In the event that 1% off the chance the Sanu is not elected. I will be here to protect this office.' Dieng-Cooper said Eubank plans to bow out of the race. 'I've been in touch with him last night and this morning and he is he is excited,' Dieng-Cooper said. 'For him to have done his due diligence and make sure that I was qualified and had the best intentions for Newport News residents, I truly appreciate that he did his research and, put his full support behind me.'
