UP Excise Investors' Summit attracts Rs 3,600 Crore investment proposals, showcases growth in Alcohol-based industries

Lucknow, July 9 (UNI) In a major push to boost investments in the alcohol-based industries, the Uttar Pradesh Excise Department, in collaboration with Invest UP, attracted investments worth Rs 3,600 crore during a day long Excise Investors' Summit here today. The summit was aimed to promote investments in alcohol manufacturing, distribution, and marketing sectors by creating an investor-friendly policy ecosystem and providing stakeholders with comprehensive information on existing policy frameworks. The summit was inaugurated by UP Excise Minister (Independent Charge), Nitin Agarwal and the summit witnessed participation from investors, industrial groups, and startup representatives from India and abroad. Excise Minister informed that in the past few years, a total of 142 proposals related to alcohol-based industries have been received via Invest UP, out of which 135 MoUs have been signed, entailing a proposed investment of Rs 39,479.39 crore and the potential to generate 73,524 jobs. Of these, 46 projects have reached the "GBC-Ready" stage, meaning land acquisition has been completed and documents have been uploaded on the Invest UP portal. These 46 projects alone account for Rs 7,888.73 crore in investments. Among them, 19 units are already operational, with an investment of Rs 2,339.6 crore, generating 2,316 direct employment opportunities, while 27 projects are under establishment. The minister further noted that excise revenue has seen a sharp jump — from approximately Rs 17,000 crore in 2016–17 to Rs 53,000 crore in 2024–25, underscoring the sector's exponential growth. He also emphasized that Uttar Pradesh is actively promoting export-oriented policies to transform into a key export-driven state. Reassuring prospective investors, the Excise Minister stated that the UP government and the Excise Department are fully committed to offering a secure, transparent, and profitable environment for businesses. The department is continuously simplifying processes through digitization and ensuring policy stability for long-term investor confidence. The minister added that the BJP government in the state had changed its image from a crime state to the most preferred investment destination. Minister Nitin Agarwal and other guests at the Summit held at Indira Gandhi Pratishthan in Lucknow on Wednesday Speaking at the first-of-its-kind Excise Investors Summit organised at Indira Gandhi Pratishthan in Lucknow on Wednesday, the minister said, 'Under the leadership of Chief Minister Yogi Adityanath ji, the state has seen remarkable changes. The state has now become a top destination for investors and is a place where exports have doubled. It is a leader in infrastructure and ranks second in ease of doing business.' 'The state has become India's second-largest economy and top producer of ethanol,' Agarwal claimed. Addressing investors at the Summit, the minister said, 'Eight years ago, no one would have thought about organising such an event in UP… Our government has transformed the work culture, and now we have rolled out a red carpet for investors instead of red tape. Exports have doubled in the last eight years. We introduced the Nivesh Mitra portal and implemented a single window system.' At the event, International Spirits & Wines Association of India (ISWAI) launched a comprehensive report on the state's alcohol industry. Titled 'Building Pathways for Future Investments and Growth: Alcoholic Beverage Industry in Uttar Pradesh', the report states that the alcoholic beverages industry contributed around ₹56,000 crore (FY 2023-24) in market revenue, which is equivalent to 2.4% of the state's GDP. The industry supports over 5.3 lakh livelihoods, with critical linkages to agriculture, manufacturing, packaging, hospitality, logistics, and retail. The report calls for policy initiatives such as tax rationalisation for premium products, retail accessibility expansion, support for exports, and greater digitisation of regulatory systems to enhance ease of doing business. Commending ISWAI's efforts in compiling the report, UP excise commissioner Dr. Adarsh Singh said, 'The insights offered will be valuable for policymakers, industry stakeholders, and investors alike. Going forward, it is through such constructive partnerships that we can co-create a modern, transparent, and growth-oriented excise ecosystem.' Parvinder Singh, the regional director of ISWAI, said, 'Uttar Pradesh is transforming into an economic powerhouse, and the alcoholic beverages sector is a key growth partner in this journey. With supportive policies and forward-looking governance, the state can become a hub for premium beverage manufacturing and tourism.' The Uttar Pradesh Excise Department's first-ever investor summit dedicated solely to the alcohol industry yielded business proposals worth Rs 4,320 crore, officials said on Wednesday. According to officials, the one-day summit was aimed at 'encouraging investment in alcohol production, distribution, marketing based industries and various related sectors in the state; providing a smooth policy environment to the related industries and also for giving policy-related information to the investors'. State Excise Minister Nitin Agarwal noted that while the state has long been known for its service sector, it is now emerging as a manufacturing hub. 'Over the recent years, 142 investment proposals for alcohol-based industries have come through the Invest UP portal, leading to signing of135 memorandums of understanding (MoUs) worth Rs 39,479 crores that will generate 73,524 jobs,' the minister said. Agarwal said that of these, 46 projects have completed land acquisition and are ready to break ground, representing Rs 7,888 crores in committed investment. Nineteen units are already operational and an investment of Rs 2,339 crore has already been made by these units, he said, adding that these units have provided employment opportunities to 2,316 persons. Officials said that during the investor summit, the government shared the new excise policy and informed them about the 'industry-friendly' rules, incentive schemes, technological initiatives for e-governance, transparency, single window clearance system and online licensing system. 'Various investment proposals, including investment in alcohol production, brewery, winery and other related sectors were discussed and about Rs 3600 crore investment proposals were made during the summit,' said the officials. What the sector contributes to state's revenue and GDP An economic report on UP's alcoholic beverages industry, released by the International Spirits and Wines Association of India, showed that the sector generated Rs 56,000 crore in market revenue in FY 2023-24 and contributed 2.4 per cent to the state's GDP. According to the report, alcohol sales account for 25 percent of the state's tax collections, and the Indian Made Foreign Liquor segment has grown 10 percent annually in volume, driven by rising demand for premium brands. The report also found that grain and sugarcane for beverages come from over 3.4 lakh farmers in the state, while licensed food and beverage establishments drive about 19 percent of their revenues from alcohol sales and employ 50,000 people. It also pointed out that the state supports 27,308 liquor retail outlets, which together provide livelihoods for 1.3 lakh workers. Notably ' 80 per cent of the city's container glass output is consumed in the beverage sector.'

For the first time, a Maharashtra-based company will open a winery in Uttar Pradesh to avail the benefits of the UP wine policy. Officials said the policy framework will be revisited to promote the export of alcohol from UP to other states and countries. Excise minister Nitin Agarwal informed the gathering about the key achievements of the department and the Yogi govt over the past eight years. Securing proposals from both new entrants and existing players interested in expanding their operations, Agarwal urged them to help the state achieve the USD 1 trillion goal. According to a report compiled by the International Spirits and Wines Association of India (ISWAI), the alcoholic beverages industry in Uttar Pradesh, which apart from liquor production and manufacturing also includes agriculture, packaging, hospitality, logistics, and retail segments, is providing livelihood to 5.30 lakh individuals in the state. While noting down the feedback of the stakeholders, excise commissioner Adarsh Singh said: "We will try to include some of the key points and ideas mentioned by the industry players in next year's policy." Managing director of Superior Industries Limited Manish Agarwal said: "We committed to investing Rs 74 crore in the state and signed an agreement with the govt. We will expand our existing unit further to increase production. The single-window system created by the state govt to provide clearances is extremely effective, and we submitted all the documents over the portal without visiting any govt officer."
