Not so swachh: MCG, MCM among 81 civic bodies in Haryana that fudged waste data
Gurgaon: After the Swachh Survekshan results were declared on July 17, city residents spoke about alleged data manipulation. In the backdrop of the revelations, Haryana ULB department has written to all municipalities, highlighting such "significant misreporting" indicates serious negligence, stemming from either oversight failures or intentional data falsification. The letter, sent on July 19 to the municipalities, also says this behaviour "damages the state's reputation" and affects its position in national Swachh Survekshan rankings. The department has instructed municipalities to levy penalties on agencies that have misrepresented facts in their door-to-door waste collection and waste transportation services data on the Swachh portal. The ULB department instructed commissioners and deputy municipal commissioners to submit their findings on this matter by July 26. The data inconsistencies extended to other cities as well. Manesar's reported 100% coverage was found to be only 72% in reality. Faridabad's claim of 100% coverage was contradicted by ground surveys showing only 35% actual coverage, revealing a substantial 65% gap. Similarly, Nuh's claim of complete coverage was discovered to be just 54%. Palwal and Panchkula demonstrated actual coverage rates of 57% and 61% respectively, despite claiming 100%. The surveys also revealed Rewari achieving 73% coverage, while Bhiwani registered 48%. "This gross misreporting reflects a grave dereliction of duty either due to supervisory failure or deliberate data manipulation. It tarnishes the image of the state, undermines our ranking in national assessments and jeopardises funding and credibility under the Swachh Bharat Mission 2.0 Urban," read the letter sent by the ULB to the municipalities on Saturday. However, several cities demonstrated commendable performance in waste collection services. Karnal's reported 100% coverage was largely accurate, with surveys confirming 98% implementation. Panipat and Samalkha achieved impressive 99% coverage, whilst Rohtak reached 96%. Ganaur's claim of 100% coverage was fully validated by the ground survey. Among the cities that performed well, Karnal also submitted 100% doorstep waste collection coverage and the survey found it to be 98% on the ground. Panipat and Samalkha got 99%, Rohtak got 96%, and Ganaur's claim matched with the survey at 100%.

DRO held for nod to widening of illegal roads to mining zone in Nuh
Gurgaon: Five months after he approved a plan to widen two village roads by 11 feet, "overruling concerns and objections", a senior revenue official was arrested by Anti-Corruption Bureau (ACB) in connection with an illegal mining case in Nuh's Basai Meo. Bijendra Rana — who has been accused of "conflict of interest and possible collusion" by ACB sources — is the fourth govt official to be arrested in the case. Six people, including Rana, have been arrested so far. Rana, who was the district revenue officer (DRO) in 2024, also held additional charge as consolidation officer (chakbandi adhikari). Rana was remanded to one-day police custody. According to the ACB, on Feb 13, Rana approved a revised land consolidation plan for Basai Meo, in which two village roads were widened from approximately 22 feet to around 33 feet. The move triggered strong objections from local residents, who alleged that the widened roads were part of a conspiracy by mining and crusher operators to gain easier access to the Rajasthan border zone, known for rampant legal and illegal mining activity. We are looking into the approvals he granted as a consolidation officer, especially the changes made despite local objections," an ACB official said. Despite the objections, the plan was cleared. Investigators claim Rana overruled concerns raised by villagers and instead acted on suggestions submitted by then-sarpanch Mohammad Hanif alias Hanna and a few others. "The expansion facilitated mining-related vehicular movement in the area and ignored public interest. There was clear evidence of conflict of interest and possible collusion," an official said. Earlier, the ACB arrested five persons, including three retired officials from the consolidation department and two private individuals, Sher Mohammad and Mohammad Latif. The bureau also announced a cash reward of Rs 50,000 each on three other accused who are currently absconding: former sarpanch Hanif alias Hanna and two others, identified as Shabbir and Shaukat. Officials said the three are believed to have played a key role in facilitating the unauthorised changes to the village layout and enabling the mining network's access to strategic routes. The ACB is also probing the role of other revenue officials and local intermediaries. Mining rampant The Basai Meo case once again brings focus on the fragile Aravali landscape in south Haryana and the increasing pressure of mining in areas bordering Rajasthan. Despite repeated interventions by the courts and green tribunals, illegal mining continues to thrive, often with the support of local networks and manipulation of land records. Sources said an FIR in this case was initially registered following a complaint regarding irregularities in the village chakbandi plan and its possible misuse by the mining lobby. The subsequent investigation led to a wider conspiracy involving govt officials, private players and local influencers. Basai Meo has been under scrutiny after revelations of illegal road construction and mining on forest and agricultural land, directly contravening SC directives and environmental norms. A report by the CEC confirmed illegal construction of a 1.5km road, allegedly created to facilitate transportation for illegal stone mining.

Jind tops, Nuh trails: Stark contrast in Haryana Class 12 results sparks concern
Jind district has emerged as the top performer while Nuh languishes at the bottom in the Class 12 examination results declared by the Board of School Education Haryana (BSEH) on Tuesday. The results revealed a consistent pattern of disparity between districts, genders and school categories, drawing sharp criticism from concerned parents and education observers. According to board chairman Pawan Kumar and vice chairman Satish Kumar, 85.66% of regular students passed the exams, while only 63.21% of private candidates cleared them. A total of 1,93,828 students appeared for the regular (academic) Class 12 exams, with 1,66,031 passing and 7,900 failing. Girls continued their trend of outperforming boys, achieving a pass percentage of 89.41% compared to 81.86% among boys. Government institutions registered a higher success rate (86.98%) than private ones (84.67%). Urban schools slightly outpaced their rural counterparts, with pass percentages of 85.94% and 85.64%, respectively. Jind district led the state in performance, while Nuh was once again at the bottom. Though the board did not release specific district-wise figures, the contrast was underscored during the announcement by BSEH chairman Pawan Kumar and vice chairman Satish Kumar. In the open school (self-study) stream, 3,419 students had enrolled, of whom 2,161 passed, registering a 63.21% success rate. The Free School Category under open school recorded dismal results—36.35% pass rate for fresh candidates and 49.93% for re-appear candidates. Nuh's performance in the Haryana Open School Senior Secondary exams reflected similar struggles. Only 38.69% of the 703 students in the 'Re-appear/CTP' category passed. The 'Fresh' category fared worse—just 235 of 1,609 students cleared the exams, translating to a mere 14.61% pass rate. Students can access their results on the board's official website by entering their roll numbers and other required details. Parents point to long-standing issues in Nuh The persistently poor academic results in Nuh district have triggered a wave of frustration among parents and local residents, many of whom blame the chronic underperformance on systemic issues like a lack of qualified teachers, low literacy rates, and crumbling infrastructure. 'This is not the first time Nuh has performed poorly, and sadly, it won't be the last unless serious changes are made,' said Noor Mohammad, a resident of Ferozepur Jhirka. 'My son barely passed despite working hard. His school didn't have regular science or maths teachers all year.' Javed Ahmad from Nagina village echoed similar concerns. 'We send our children to school with hopes for a better future, but there are no basic facilities or adequate staff. My daughter passed, but she lacks the confidence to pursue higher education.' Despite repeated attempts, education officials in Nuh were unavailable for comment. Meanwhile, education experts and local community leaders are calling for immediate and focused intervention by the state. Without urgent reforms in staffing, resources, and academic support, they warn, students in Nuh will remain at a disadvantage in the state's educational landscape.
