1 2 Chandigarh: Infamous for its delays, harassment, and red-tapism, the UT estate office has finally made moves to deliver services on time and minimise the harassment of city residents. Reining in on the power of raising objections by the estate officials, a major source of delays and harassment, the deputy commissioner and estate officer, Nishant Kumar Yadav, has issued orders that no objections can be made on the applications submitted under the online building plan approval system. For applications for other services, the officials can make objections only once, and no-dues must be issued within one week. Yadav said, "Standard operating procedures (SOP) have been issued that the official concerned can either reject or approve the plans submitted through the online building plan approval system (OBPAS). Also, the rejection can only be done because of issues like non-payment of the requisite fee, and not deficiencies in the architecture plan itself. "If a building plan is found to be in violation of the rules, then we will be blacklisting the architect and seeking action against the defaulting architect from the Council of Architecture (COA)," said Yadav. The OBPAS was introduced in 2020 to speed up the plan approval process, but it failed to achieve this as several objections were being made by the estate officials. SOP has also been issued for other services, wherein the SOP stipulates that objections can be made one-time by the officials. "Earlier, we have seen that officials keep raising objections multiple times. After one objection is resolved by the applicant, another one is raised. Now this practice will be stopped. Also, at the time of the submission of the documents, the official at the dedicated help desk at the estate office reception will check the documents so that all documents are in place. If an application doesn't have the requisite documents, it will not be accepted," said Yadav. "All officers/officials involved in the process will have to ensure strict compliance with the steps outlined in the SOP. Any clarification sought or delay encountered will have to be duly recorded and brought to the notice of the AEO without fail, who will further apprise the estate officer. Cases not involving the specified exceptions must be processed promptly. Any deliberate delay, negligence, or deviation from the prescribed process will be viewed seriously and invite disciplinary action," said the official. Recently, the administration issued an SOP for the implementation of auto-mutation of property based on registered property deeds. DIGITISATION INTERNAL PROCESSES Applicants can now avail themselves of 42 services of the estate office, which can be applied for and accessed through the online portal. "But with supporting internal digitisation processes available within the estate office, major processes of these applications are dealt with manually. The digitisation of service, starting with these four, will help complement the online application by the applicant and then its processing by the officials," said the official. Notably, the administration has also taken up the digitisation of all the property records of the UT estate office. The National Informatics Centre (NIC) has initiated the process of full digitisation of the estate office records. Earlier, the estate office took up digitisation, but it has yet to achieve full digitisation. At least three attempts were made at digitising records – in 2005, 2011, and 2021. NO-DUES IN ONE WEEK No-dues certificate (NDC) will now be issued within a week. "Orders have been issued that NDC should be issued within one week. We are also in the process of releasing NDC automatically and online," said Yadav. Notably, building plan approvals, change of ownership, and NDC comprise nearly two-thirds of applications received by the estate office.

Over the last five years, both the number of online applications and their prompt resolution saw consistent growth. In 2024–25 alone, 9,719 applications were processed, reflecting a nearly 60% increase from 6,094 in 2020–21," said an official spokesperson on Wednesday. They added that the progress was further validated by investors' satisfaction. "In 2024–25, the feedback score for Nivesh Mitra reached 96.63%, a significant improvement from previous years. The land allotment process has also been made more transparent and time-bound, with mega industrial units now receiving allotments within just 15 days. The general e-auction process timeline has also been halved, from 30 days to 15. Additionally, the waiver of double stamp duty by financial institutions bolstered investor confidence," the spokesperson said. Listing other examples, he said, "Drone surveys and GIS One Map are being used to detect encroachments. Similarly, real-time data is being streamlined through MIS, OBPAS software, and mobile applications. Integration with the PM Gati Shakti portal and the launch of a mobile app for patch management is yet another example."

Punjab housing dept rolls out digital portal for building plan submission

In a move aimed at streamlining urban development and reducing red tape, the department of housing and urban development, Punjab, has launched Online Building Plan Approval System (OBPAS). This new digital initiative is designed to simplify the approval process for building plans and enhance transparency in service delivery, according to a department spokesperson. The OBPAS allows citizens and architects to submit building maps and drawings for residential and group housing projects online, eliminating the need for physical visits to government offices. Submissions can be made through the official portal of the Punjab Urban Planning and Development Authority (PUDA). The online system will handle the entire approval process—from submission to clearance—making it more efficient and accessible. Officials say the platform will save time and money for applicants while ensuring quick and accountable processing. Additionally, building plans prepared under the self-certification scheme by empanelled architects will also be managed through this portal. The department will organise a two-day workshop for architects and engineers on April 23 and 24 at PUDA Bhawan, Sector 62, SAS Nagar. The sessions will be conducted in hybrid mode—from 11.00am to 1.00pm and again from 3.00pm to 5.00pm.
