The Southwest Monsoon (Habagat) continues to prevail over the Philippines on Monday and will bring rains on the day President Ferdinand Marcos Jr. will give his State of the Nation Address (SONA), PAGASA said. The Ilocos Region, Abra, Benguet, Zambales, and Bataan will have occasional rains. Moderate to heavy rains may possibly result in floods or landslides. In its heavy rainfall outlook issued at 5 a.m., PAGASA said 50 to 10 mm of rainfall may affect Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Zambales, and Bataan. Metro Manila, Cagayan Valley, Cavite, Laguna, Batangas, Rizal, Occidental Mindoro, Oriental Mindoro, the rest of Cordillera Administrative Region, and the rest of Central Luzon may expect cloudy skies with scattered rains and thunderstorms. Flash floods or landslides may result due to moderate to at times heavy rains. The rest of the country on the other hand will experience partly cloudy to cloudy skies with isolated rains or thunderstorms. During severe thunderstorms, flash floods or landslides may possibly occur. Coastal waters will be rough in Extreme Northern Luzon, and moderate to rough in the western section of Luzon. The rest of the country will have slight to moderate coastal waters. Sunrise was at 5:38 a.m. while sunset will be at 6:27 p.m. Co-May and Krosa Meanwhile, PAGASA is also monitoring two weather cyclones outside the Philippine Area of Responsibility (PAR). Tropical Storm Co-May, formerly known as Emong when it was inside PAR, was estimated to be last located early Monday at 985 km northeast of Extreme Northern Luzon. It has maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km//h. Co-May is moving northwestward at 15 km/h. DOST-PAGASA weather specialist Obet Badrina, in the weather bureau's public weather forecast, said Co-May is heading toward China. Typhoon Krosa, on the other hand, was last located early Monday at 2,455 km east northeast of Extreme Northern Luzon, packing maximum sustained winds of 130 km/h near the center and with gustiness of up to 160 km/h. Krosa is moving northward at 30 km/h. "Hindi inaasahan na papasok ito ng PAR (It is not expected that this will enter PAR)," Badrina said. The southwest monsoon, or habagat, will bring rains to several areas in Luzon on Monday, July 28, according to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa). In a 5 p.m. weather update, Pagasa weather specialist Veronica Torres said that regions such as Cagayan Valley, the Cordillera Administrative Region, Ilocos Region, Central Luzon, and parts of CALABARZON and MIMAROPA — including Laguna, Batangas, Cavite, Rizal — are likely to experience rainfall due to habagat. Fair weather is expected in areas like Quezon Province and the Bicol Region, although localized thunderstorms may still occur. Visayas and Mindanao will also see generally fair conditions, with chances of isolated thunderstorms. No gale warnings have been issued for any of the country's coastal areas. Here are the temperature forecasts for Monday in select locations: Metro Manila: 25°C to 30°C Laoag, Ilocos Norte: 25°C to 30°C Baguio City: 17°C to 21°C Tuguegarao: 26°C to 32°C Legazpi, Albay: 25°C to 32°C Tagaytay: 23°C to 28°C Puerto Princesa & Kalayaan Islands: 25°C to 31°C Cebu & Tacloban: 27°C to 33°C Iloilo: 25°C to 32°C Zamboanga & Cagayan de Oro: 25°C to 34°C Davao: 26°C to 33°C Meanwhile, Pagasa's Obet Badrina noted that Metro Manila is expected to have minimal rain during the morning of President Ferdinand Marcos Jr.'s fourth State of the Nation Address (SONA), but isolated thunderstorms could develop by late afternoon or evening.

Ilocos Sur, La Union, Pangasinan, Zambales, Bataan, and Occidental Mindoro may have occasional rains due to the monsoon. Moderate to at times heavy rains may possibly result in floods or landslides. Metro Manila, Cordillera Administrative Region, Cagayan Valley, CALABARZON, the rest of Ilocos Region, the rest of Central Luzon, and the rest of MIMAROPA may expect cloudy skies with scattered rains and thunderstorms also due to the Southwest Monsoon. Flash floods or landslides may possibly occur due to moderate to at times heavy rains. The rest of the country will experience generally fair weather, with partly cloudy to cloudy skies with isolated rains or thunderstorms. During severe thunderstorms, flash floods or landslides may result. Coastal waters will be rough in Extreme Northern Luzon, and moderate to rough in the western section of Luzon. As for the rest of the country, these will have slight to moderate coastal waters. Sunrise was at 5:38 a.m. while sunset will be at 6:27 p.m. Weather disturbances outside PAR Meanwhile, PAGASA is monitoring three weather disturbances outside the Philippine Area of Responsibility (PAR). A low pressure area, formerly known as Dante when it was inside PAR, was estimated to be located at 2 a.m. at 690 km north northwest of Itbayat, Batanes. "Maliit ang tsansa nito na lumakas at inaasahang malulusaw na ito sa mga susunod na oras," DOST-PAGASA weather specialist Obet Badrina said in the bureau's 5 a.m. public weather forecast. (It has a small chance of intensifying and is expected to dissipate in the next few hours.) Tropical Depression Co-May, formerly known as Emong when it was inside PAR, was located at 3 a.m. at 875 km northeast of Extreme Northern Luzon. It was packing maximum sustained winds of 45 km/h near the center and with gustiness of up to 55 km/h. Co-May is almost stationary. "Inaasahang malulusaw na ito sa mga susunod na araw (This is expected to dissipate in the next few days)," Badrina said. Typhoon Krosa, meanwhile, is also being monitored by PAGASA even if it is outside PAR. At 3 a.m., Krosa was estimated to be located at 2,480 km east of Extreme Northern Luzon, having maximum sustained winds of 120 km/h near the center, with gustiness of up to 150 km/h. Krosa was moving north northeastward at 20 km/h. "Hindi natin inaasahang papasok ito ng PAR. Tuluyan itong lalayo sa ating bansa," Badrina said. (We are not expecting Krosa to enter PAR. It will continue to move farther away from our country.) Badrina said no LPA is inside PAR today. "Medyo maliit ang tsansa na magkaroon tayo ng bagyo sa mga susunod na araw," he added. MANILA: Rain showers are expected to continue drenching most parts of the country on Tuesday (July 22) due to the southwest monsoon, locally known as habagat, and a low-pressure area (LPA) inside the Philippine Area of Responsibility (PAR), according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa). Pagasa weather specialist Obet Badrina said in the 5am weather forecast that the habagat is expected to bring rain to most parts of Luzon, particularly the western section, including the Ilocos Region, Zambales, and Bataan. Meanwhile, the trough of the LPA east of Calayan, Cagayan is already affecting the area, bringing cloudy skies and rain showers to the Cagayan Valley, especially the eastern part of Calayan as well as to the Bicol Region and Mimaropa (Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, and Palawan). 'A large part of the Visayas will also experience cloudy skies with scattered rain showers and thunderstorms due to the southwest monsoon, especially over the western section of the Visayas, including Western Visayas and the Negros Island Region,' Badrina said. Moderate to at times heavy rains may possibly result in flash floods or landslides. Metro Manila and the rest of the country on the other hand will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the Habagat. During severe thunderstorms, flash floods or landslides may occur. Coastal waters will be moderate in Extreme Northern Luzon, and slight to moderate in the rest of the country. Sunrise was at 5:34 a.m. while sunset will be at 6:30 p.m. The weather bureau said the Southwest Monsoon will be stronger later this week. "This week, lalo na bandang araw ng Huwebes or Biyernes, muling lalakas itong Habagat kaya posibleng maapektuhan na naman ang malaking bahagi ng bansa lalo na sa may western section ng Luzon at Visayas," DOST-PAGASA weather specialist Obet Badrina said in the weather bureau's forecast. (This week, especially on Thursday or Friday, the Southwest Monsoon will become stronger. A big part of the country may possibly be affected, especially the western section of Luzon and Visayas.) PAGASA is also monitoring a tropical storm named Nari which is outside the Philippine Area of Responsibility. At 3 a.m. on Sunday, Nari was located at 2,165 km east northeast of Extreme Northern Luzon, packing maximum sustained winds of 65 km/h near the center and with gustiness of up to 80 km/h. Tropical Storm Nari is moving east northeastward at 15 km/h. "Walang magiging direktang epekto itong bagyong si Nari sa ating bansa at ito nga ay patungo na sa bandang Japan," Badrina said. (Tropical Storm Nari will not have a direct effect on our country. It is heading toward Japan.) Nari may make landfall over Japan on Tuesday or Wednesday, he added. —KG, GMA Integrated News
