Jaipur: The Rajasthan govt has failed to meet its June 4 deadline for finalising the list of gram panchayats and panchayat samitis following the delimitation process, throwing the state's electoral timeline into uncertainty. The Panchayati Raj department, which received 3,000 proposals for new gram panchayats and 115 for panchayat samitis, is struggling to complete the reorganisation process due to intense political pressure and local interference. This delay has cast doubt on the implementation of the 'One State, One Election' initiative, with both panchayat and municipal polls scheduled for later this year. A senior official from the panchayati raj department, speaking on condition of anonymity, described the situation as "tumultuous," citing frequent political intervention when attempting to follow established population norms for panchayat body formation. "For instance, proposals are being pushed for creating panchayats in areas with insufficient population and inadequate distances, and when we try to correct this, we face pressure from above," the official said. Earlier, PCC president Govind Singh Dotasra accused RSS and BJP of running a parallel delimitation process and pressuring officials for political gain. He specifically named Rajya Sabha MP Ghanshyam Tiwari, former BJP state president Arun Chaturvedi and ex-minister Rajendra Rathore as key figures allegedly influencing district officials involved in the delimitation process. Talking to TOI Thursday, opposition leader Tikaram Jully criticised the state govt's handling of the situation and said, "They have murdered democracy in the state." He pointed out that even the Chief Minister's home district of Bharatpur has not held Zila Pramukh elections for one-and-a-half years now. The Rajasthan High Court had also sought the govt's response regarding the postponement of elections in over 6,000 gram panchayats and the appointment of sarpanchs as administrators. Currently, Rajasthan has 11,253 gram panchayats and 352 panchayat samitis. Attempts to reach panchayati raj minister Madan Dilawar for a comment were unsuccessful despite repeated phone calls.

Jaipur: BJP is gearing up for the one-day visit to Jaipur of its national president, J P Nadda, on May 31. The visit comes at a time when the state unit is preparing for organisational restructuring and long-pending political appointments. BJP state president Madan Rathore Wednesday instructed all senior leaders to attend a likely high-level feedback and coordination meeting with Nadda. The agenda, according to party insiders, includes finalising appointments to boards, corporations, and other key posts, many of which have remained vacant since the party returned to power. This will be Nadda's first visit to Jaipur after the formation of the new govt under chief minister Bhajan Lal Sharma in Dec 2023. Apart from organisational matters, Nadda is expected to hold a closed-door meeting with CM Bhajan Lal Sharma to review the state govt's performance and political strategy. "The points of discussion would be govt's performance in the past one-and-a-half years, cabinet expansion, status of flagship schemes, and moves like One State, One Election," said a source. Nadda is scheduled to land in Jaipur at 12 noon and will proceed directly to a private hotel to attend a special event marking the 300th birth anniversary of Ahilyabai Holkar. Sources reveal that Nadda will not only review pending political appointments but also discuss the state executive's reconstitution. Rathore has reportedly submitted a list of proposed names for induction into the state executive. The state govt is set to organize a program dedicated to women's empowerment on the occasion of Ahilyabai Holkar's 300th birth anniversary. The event, scheduled for May 31, will be attended by national BJP president and union health and family welfare minister JP Nadda.

Maharashtra revenue department says ‘One State, One Registration' scheme to be delayed

PUNE : The state revenue department officials on Monday said the launch of "One State, One Registration" scheme, previously scheduled for a May 1 rollout, was likely to be delayed significantly. "It may take more than three to four months to ensure smooth rollout of the scheme," said a senior official of the revenue department, citing technical challenges delaying its statewide launch. "Now, its district-wise launch in phases is more likely. A formal notification in this regard is expected from state govt," the senior official said. Chief minister Fadnavis had given the target of launching the "One State, One Registration" scheme in Maharashtra under the 100-day programme. Revenue minister, earlier this year, had announced its statewide launch on May 1. Residents would now have to wait longer than anticipated for this scheme to be available statewide because officials prioritised the system reliability over the speed of implementation. Working in collaboration with the National Informatics Centre , the revenue department is focusing on thoroughly mapping all 519 sub-registrar offices across Maharashtra. The systematic approach aims to prevent issues during the scheme's implementation. Citizen activists said unless all technical aspects were addressed, the scheme should not be rolled out. "The existing updated rental agreement software is facing glitches. The 'One State, One Registration' system is an ambitious project. It should be rolled out with care because there could be major issues," said S Joshi, a citizen activist. The "One State, One Registration" scheme aims to revolutionise the property registration system by allowing people to complete documentation at any sub-registrar office regardless of the property's location. "A Mumbai resident needn't travel to Pune to execute a sale deed for a property there. S/he can simply visit the local sub-registrar and get the work done," said another official of the revenue department. The innovative programme's pilot project is going on across Mumbai city and suburban areas, covering 32 sub-registrar offices. It has received a good response. Pune and Thane districts were supposed to join the programme from April 1 in the second phase. "If all things go well, the scheme may be rolled out in Pune and Thane on May 1," said another senior official of the revenue department. The revenue department officials have identified 49 sub-registrar offices in Pune (28 in the city and 21 in rural areas) and 27 in Thane district (18 in city and nine in rural offices). The initiative will enable Pune residents to register properties in locations like Maval or Baramati without traveling to those areas.
