Silchar: The Assam Pollution Control Board (PCBA) has issued a show-cause notice to Oil and Natural Gas Corporation (ONGC) for operating their activities in Sivasagar district without proper environmental clearances following the natural gas leak from ONGC's Rudrasagar oilfield that began on June 12. According to PCBA, the ONGC has violated the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, and the Hazardous and Other Wastes Rules, 2016. Calling it a serious breach, PCBA said, 'This notice reinforces the principle that no entity is exempt from environmental compliance, regardless of its size or status.' ONGC has been given 15 days to respond, failing which legal action, including penalties and Environmental Compensation Fines (ECFs) may be initiated under a 2019 National Green Tribunal order. According to PCBA, the ONGC authorities were advised to obtain the necessary environmental permissions in the past, but the instructions were allegedly ignored. PCBA said that the notice was issued after a recent inspection and during a visit, the special team found uncontrolled gas emissions from the well in Sivasagar, heightening concerns over environmental degradation and public health hazards. ONGC confirmed that gas pressure had significantly dropped and preparations had begun to seal the well. 'The noticeable reduction in gas pressure is a positive sign. Our teams, along with international experts, are now focused on the final capping operation,' ONGC said in a statement. Officials said that ONGC's Regional Crisis Management Team (RCMT) and the US experts are overseeing the operation round-the-clock and an extra-long boom crane was brought from Guwahati to remove tubings stacked on the rig, a crucial step in clearing the site for final sealing.

The operation is being closely and continuously monitored by ONGC's top management,' the company said in a statement. Geological challenges are inherent to oil and gas operations and the premier energy company follows stringent safety protocols, it added. 'ONGC is making all out efforts to bring the gas leak under complete control at the earliest,' the company said. The company, in coordination with the district administration, undertook the safe evacuation of affected families and has been providing them with shelter, food, drinking water and other essential daily supplies. Because of the blowout, around 1,500 people have been affected and 70 families were shifted to a relief camp set up in nearby Bangaon, and all necessary arrangements are being made to ensure their welfare and well-being. 'To safeguard public health, ONGC has established free round-the-clock medical camps staffed with doctors and equipped with essential medicines, as part of its comprehensive emergency response,' the statement said. The company said that it is maintaining continuous communication with all stakeholders, including the district and police administrations, media and local community leaders, to ensure transparency and swift action. 'ONGC is grateful to the government, the local residents and the media for their continuous support and seeks further cooperation from all stakeholders till this situation is normalised,' it added. Meanwhile, the office of the Sivasagar District Commissioner in a Facebook post said that the local PCBA unit has established machines at the blowout site to study the air quality and oversee other pollution levels. 'According to the test reports by experts on the level of pollution in the atmosphere, the air pollution is still within tolerable limits,' it added. Measures have been taken to reduce the spread of compounds in the exhaust gas into the atmosphere by continuously pumping water at high pressure from the Dikhou river which flows near the rig. The well has not caught fire yet and no one is injured in the incident, while all emergency services have been pressed in the area, a company official said. An ONGC official had earlier said that it was an old crude well without production and a perforation job was going on for zone transfer at the time of the blowout. 'It is a kind of servicing of the well. The production was supposed to start from a new zone after the perforation job. At the time of the incident, the logging perforation operation was going on. KARACHI: All Pakistan Textile Mills Association (APTMA) has urged the government to immediately remove yarn and fabric from the Export Facilitation Scheme (EFS), warning that their continued inclusion is jeopardising the domestic textile industry and distorting fair market competition. Addressing a press conference at APTMA House here on Tuesday, Kamran Arshad Chairman APTMA said that inclusion of Yarn and Fabric in the EFS has resulted in unfair market competition as the domestic industry products are paying 18 percent GST, while importers are enjoying tax-free and duty-free regime. He said that Pakistan Cotton Brokers Association (PCBA) and Pakistan Cotton Ginners Association (PCGA) and many other textile associations are supporting APTM's move. APTMA for removing yarn & fabric from ambit of EFS On the occasion, Naveed Ahmed, Chairman of APTMA Southern Zone, Khawaja Muhammad Zubair, Chairman PCBA and Dr Jassu Mal PCGA, Yasin Siddik former chairman APTMA, Asif Inam and others were also present. 'FY25 budget removed sales tax exemption on local inputs under EFS; however, imports are sales tax-free and duty-free. This move is directly hurting the domestic industry', Kamran Arshad He mentioned that some 18 percent sales tax on local inputs is refundable, but refunds are delayed, incomplete, and costly to process, especially disadvantageous to SMEs. SMEs are specifically disadvantaged as they have fewer channels for import and pay sales taxes at every stage. 'Due to cheap import of yarn and fabric, exporters strongly prefer imported inputs, resulting in disadvantageous local suppliers.' There is a massive $1.5 billion increase in import of only cotton, yarn and greige cloth compared to export growth of $1.4 billion in FY25. The import of these items rose from $2.19 billion in FY24 to $3.64 billion in FY25, he mentioned. Chairman APTMA said that subjecting local supplies to 18 percent sales tax while bestowing zero rating on imports is an anti-Pakistan policy that is bleeding the economy within. He informed that APTMA has pushed as much as it can for restoration of the EFS to its June 2024 position with sales tax zero-rating on local supplies. 'We have held meetings with the Minister Finance, Chairman and Members FBR, IMF representatives; however, the IMF has not agreed to restoration.' He said a high-level committee was also formed led by Ahsan Iqbal, Minister for Planning Development & Special Initiatives of Pakistan for negotiation with IMF; however, the meeting could not hold.
