RM2.98 mln penalty for bid-rigging cartel in Putrajaya tenders

KUALA LUMPUR: The Malaysia Competition Commission (MyCC) has imposed a total penalty of RM2.98 million on three companies for participating in a bid-rigging cartel involving maintenance work tenders in Putrajaya. The companies penalised are Abadi Malaysia Sdn Bhd, Kota Landskap Sdn Bhd, and Usia Maintenance Sdn Bhd. The cartel activities involved six tenders issued by Perbadanan Putrajaya (PPj) between 2018 and 2021, valued at nearly RM45 million. MyCC found the companies violated Section 4 of the Competition Act 2010 (Act 712) by coordinating bids through WhatsApp, email, and meetings. MyCC CEO Datuk Iskandar Ismail revealed that Abadi Malaysia acted as the coordinator, with tender documents prepared jointly by employees of all three companies at a single location. Evidence showed centralised document handling at Kota Landskap's premises. Investigations uncovered family and friendship ties among company directors, though no PPj officials were implicated. Usia Maintenance and Abadi Malaysia each won two tenders but were penalised for collusion in all six projects. Kota Landskap was found guilty for involvement in every tender submission. MyCC issued a Proposed Decision in September 2024 and reviewed company representations before finalising the penalty. Iskandar urged businesses to compete ethically, warning against collusion in procurement processes. The commission is currently investigating 14 other cases involving over 500 companies and RM2.3 billion in tenders. - Bernama

Anwar Champions Kota MADANI As Model For Modern, Values-Based Living

Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim has described the Kota MADANI project as more than a housing initiative for civil servants, framing it as a holistic urban development rooted in the principles of Malaysia MADANI. Speaking during his monthly address to staff at the Prime Minister's Department, Anwar stressed that the RM4 billion project is not just about providing homes, but about creating a well-planned, liveable city that integrates essential infrastructure such as schools, mosques, playgrounds and gyms. 'This is not an ordinary housing project. We are offering an extraordinary comfort level. Everything is taken into consideration – from schools to mosques to recreational facilities – all in one modern city built on MADANI values,' he said. Launched on 26 June, the Kota MADANI development in Precinct 19, Putrajaya is being driven as a people- and eco-friendly smart city. The first phase is scheduled to begin construction in September and is expected to complete by end-2027. Spanning 10,000 high-density residential units to accommodate more than 30,000 people, the development will also feature a secondary school and various public amenities. It is being undertaken by Putrajaya Holdings Sdn Bhd (PjH) under a public-private partnership model – build, lease, maintain and transfer (BLMT) – without initial government expenditure. Anwar defended the project against politically motivated criticism, urging the public and civil service to view it as a long-term initiative designed with fiscal prudence and managerial capability through Perbadanan Putrajaya (PPj). He also commended PPj for repairing nearly 98% of damaged civil servant quarters, while acknowledging that demand for housing remains high. Related

A Comprehensive, Value-based Housing Solution For Civil Servants

PUTRAJAYA, June 30 (Bernama) -- Prime Minister Datuk Seri Anwar Ibrahim today emphasised that the recently launched Kota MADANI development project is not just about providing housing for civil servants, but is a comprehensive initiative grounded in the values of Malaysia MADANI. Anwar, who is also the Minister of Finance, said the project represents a strategic effort by the MADANI government to address the housing needs of civil servants who have yet to own a home and are still on waiting lists. 'This is not an ordinary housing project. It offers exceptional comfort with nearby facilities, such as a school, mosque, gymnasium and playground. All factors taken into account, it is a modern city with the MADANI concept,' he said in his address at a meeting with the staff of the Prime Minister's Department today. The prime minister said Kota MADANI is a contemporary development shaped by progressive values and urged civil servants to appreciate these elements as part of their living environment. The Kota MADANI development project in Precinct 19 here, which was launched on June 26, is a mega initiative with the concept of a smart city that is people and environment-friendly. The RM4 billion project will be developed by Putrajaya Holdings Sdn Bhd (PjH) through a public-private partnership under the build, lease, maintain and transfer (BLMT) model, without utilising government funds at the initial stage. The Prime Minister also commended Putrajaya Corporation (PPj) for its efforts in having repaired nearly 98 per cent of the damaged civil servants' quarters to date, while acknowledging that demand for housing remains high. At the same time, he criticised politically motivated criticism hurled at the project and called on civil servants and the wider community to view the initiative as a long-term solution. He stressed that the project is designed not to place a direct financial burden on the government, but is instead carefully planned within PPj's management capabilities.

Kota Madani Development In Precinct 19 Can Overcome Shortage Of Govt Quarters

By Thivyamalini Ramalu PUTRAJAYA, June 25 (Bernama) -- Calls to increase the number of government quarters in Putrajaya over the past 25 years are set to be finally answered through the development of Kota MADANI in Precinct 19 here, said Putrajaya Corporation (PPj) president Datuk Fadlun Mak Ujud. Speaking to Bernama and RTM here today, he said government quarters are still in high demand, particularly from support groups who have been renting houses quite far from their workplaces. "Under the original master plan in 1998, we did plan for these residences. Based on the demand for quarters that we have received so far, we now have 17,000 applicants from various categories. "As far as I can recall, requests to build more quarters have been made since 2000. Finally, this year, we can implement the development of these quarters,' he said. Spanning 41.28 hectares, Kota MADANI is set to feature 10,000 high-density vertical residential units capable of accommodating over 3,000 residents. Its design will integrate artificial intelligence technology, efficient digital infrastructure and a green mobility system. Commenting on the assumptions of certain parties that the project used public funds, Fadlun stressed that the project is being developed through a public-private collaboration by Putrajaya Holdings using the Build-Lease-Maintain-Transfer (BLMT) concept. "… and this can reduce the actual costs because the government does not come out with any funding, and it is all borne by the developers. The only thing is that the repayment period will be determined by the Public Private Partnership Unit (UKAS),' he said. The development of Kota MADANI in Precinct 19 will be implemented in stages, with the first phase set to commence in the third quarter of this year, and the development is estimated to cost RM4 billion.
