Transaction adviser being appointed for PPP model in 11 hospitals
New Delhi: Delhi Health Minister Pankaj Kumar Singh said on Friday that the government is working to introduce the Public-Private Partnership (PPP) model in 11 hospitals and a transaction adviser is being appointed for the purpose. Speaking to reporters after an inspection at Bawana's Maharshi Valmiki hospital, Singh said the government is committed to implementing the vision of Prime Minister Narendra Modi and address concerns of patients and the doctors. 'We have come across some lapses and shortcomings at Maharshi Valmiki Hospital and I have ordered their resolution within 15 days,' said Singh. He claimed that the Health Department was on the path of recovery after suffering due to mismanagement of the previous AAP government. The Health Minister pointed to delays in construction of an operation theatre at the hospital which has not been completed for over a year, problems with civil works, and shortage of staff. The Delhi Health Minister's visit to the hospital comes a day after the Anti-Corruption Branch (ACB) booked former health ministers and AAP leaders Saurabh Bharadwaj and Satyendar Jain for alleged corruption in health infrastructure projects involving 24 hospitals and expenditure of Rs 5,590 crore by the Delhi Government. A cheating, breach of trust and conspiracy case was registered after the Centre, on the recommendation of Lieutenant Governor V.K. Saxena, granted sanction for proceedings against the previous government's minister under Section 17A of the Prevention of Corruption Act. The financial embezzlement linked to the projects, mired in inexplicable delays and astronomical cost overruns, took place in 2018-19, said the official. Massive irregularities, unexplained delays, and significant misappropriation of funds have been found in the construction of various hospitals, polyclinics and ICU infrastructure across the city, said an investigator. Substantial deviations and cost escalations, amounting to several hundred crores, were observed. Not a single project was completed within the prescribed timeline, said the complaint filed on August 22 by the then Leader of Opposition, Vijender Gupta. Gupta had highlighted grave irregularities and suspected corruption in various health infrastructure projects under the GNCTD. The complaint named former Health Ministers Bharadwaj and Jain, alleging systematic manipulation of project budgets, misuse of public funds, and collusion with private contractors.

Inspired by London, Singapore, and Bengaluru, Delhi plans over 2,800 sleek, commuter-friendly bus queue shelters Delhi Transport Minister Pankaj Kumar Singh on Tuesday said new bus queue shelters will be set up in the city after a detailed study of the existing models in Bengaluru, Navi Mumbai, as well as international cities like Singapore and London. During a review meeting, Singh directed officials to fast-track the transformation of the city's bus queue shelters (BQS) into modern and world-class facilities, officials said. The designs for these world-class BQS are being developed following a detailed study of existing models in Delhi-NCR, Bengaluru, Navi Mumbai, as well as international cities such as Singapore, London, and those in China, the minister said, according to a statement. The capital city will soon witness the construction of some of the most modern and aesthetically advanced bus stops. These will be illuminated with LED lights and include digital display boards showing bus routes and numbers for easy commuter access, the statement said. Officials told the minister that a cost analysis and design studies of BQS structures from both Indian and international cities are being undertaken. The Transport Department has also recommended using stainless steel for the construction of the new shelters, it said. The best design will be chosen through an open competition. After that, the project will move ahead with finalising the design, constructing the shelters, and their operation and maintenance, the statement said. The department informed the minister that there are currently 4,627 notified BQS locations across Delhi, of which 2,021 are already operational. Singh said that to strengthen Delhi's public transport infrastructure, the Delhi Transport Infrastructure Development Corporation (DTIDC) has prepared a plan to replace old and dilapidated bus stops with advanced and modern BQS in both urban and rural areas. The minister also emphasised that the department is working swiftly on bus route rationalisation to ensure optimal connectivity and commuter convenience.

RPF reunites elderly woman with kin, arrests 2 for illegal ticket bookings
Gorakhpur: The Railway Protection Force ( RPF ) of North Eastern Railway continued its vigilance in safeguarding railway property, curbing human trafficking under the Bachpan Bachao Abhiyan, cracking down on illegal ticketing networks, and ensuring passenger security, said CPRO, NER, Pankaj Kumar Singh. On June 23, the RPF unit at Lucknow Junction rescued an elderly woman who was separated from her family during travel. She was safely brought to the RPF post and later reunited with her relatives after proper verification, he said. In two separate incidents, the RPF and Crime Intelligence Branch arrested two people for illegal railway e-ticketing. One person was arrested with seven reserved tickets booked using five personal IDs from a shop in Basti and another was held near Jagdishpur, Azamgarh with eight tickets. NEW DELHI: Petrol pump owners in the city have written to the Delhi govt requesting the deployment of police or civil defence personnel at fuel stations from July 1, when the rule of no fuel to end-of-life vehicles kicks in. The petrol pump owners said their attendants were not equipped to deal with ugly situations where the vehicle owners forced them to refuel the vehicles. They also feared that the sales would shift to neighbouring towns if the rule was not implemented simultaneously across the national capital region. "Under the Essential Commodities Act, petrol pump dealers are prohibited from denying fuel to any customer, creating a conflict with the directive," Singhania said. While the new rule will initially be restricted to the national capital territory of Delhi, DPDA also called for its NCR-wide implementation, emphasising that pollution did not follow geographical boundaries. "Delaying the implementation in NCR would shift the sales to adjoining cities rather than remove EOL vehicles from the roads," Singhania said. He also said that the transport department's order of May 13 placed an undue burden on petrol pump dealers for implementing the rule by proposing penal actions against them, including arrest, for non-compliance, which was "neither practical nor acceptable". "Such measures would not only disrupt essential services but would also make this scheme a non-starter," Singhania said.
