Rushed year-end fund releases hurt utilisation, GDP growth

ISLAMABAD: Rushed disbursements of development funds in the last quarter of fiscal year often lead to low utilization, besides consequences on the overall economic indicators including GDP growth. This was the consensus among economic experts while talking to Business Recorder here on Tuesday. The government spent Rs1.05 trillion on development schemes in the last fiscal year 2024-25, and missed the revised target of Rs1.1 trillion. Of the Rs1.05 trillion, around half or nearly Rs 550 billion was spent during the last two months. Dr Hafeez Pasha, former finance minister told Business Recorder that such huge disbursement of development funds in the last months were unlikely to achieve the desired results and have consequences on overall GDP growth. The picture regarding disbursement, utilization as well as expenditures would be more clearer once the Finance Division release fiscal consolidation data. Saudi wealth fund net profit tumbles 60% in 2024 Dr. Pasha further recommended the government for giving top priority to water sector and come out of roads infrastructure obsession. Former Finance Ministry Adviser Dr Ashfaque Hassan Khan said that historically development expenditures took place in the last quarter at the rate of 40 percent, while the rest of 60 percent in the rest of the nine months of the year. Sometimes time-lag and lack of information results in figures which are not updated, he added. He further said that utilization capacity also results in slow disbursement. Dr. Khan said that government is on the International Monetary Fund (IMF) program and have to meet certain targets including primary surplus and budget deficit. To achieve these targets, government sometimes deliberately slow down the disbursement. Planning Minister Ahsan Iqbal recently announced that federal development spending reached a record Rs1.05 trillion in the last fiscal year. Copyright Business Recorder, 2025

We tried GreenWood's adorable new alpaca experience!

The eco-park, located in Y Felinheli, has been given a summer makeover with pastel-coloured flowers, cheerful bunting, and a striking giant orange gorilla - perfect for a fun photo opportunity. As part of the festivities, visitors can enjoy face painting, hair braiding, and crafts. The eco-park is dressed for its 'Festival of Fun' (Image: Newsquest / Suzanne Kendrick) Our three-year-old son Sebastian had his face painted. He picked a unicorn design and gave the finished look a big thumbs up! I felt honoured to take part in the alpaca walk - especially as I was told it hadn't officially opened to the public just yet. (Image: Suzanne Kendrick / Newsquest) The alpaca walks will officially open this weekend (July 26/27). The walks will be bookable in-person at the park during a visit. I walked with Pasha and it was such a special experience from start to finish. He was incredibly fluffy. I learned that alpacas prefer to be gently stroked on the neck, rather than on the head or at the back, so it's important to approach them in a way that makes them feel comfortable. (Image: Suzanne Kendrick / Newsquest) The session began with a relaxed introduction and the chance to feed the three alpacas - Qhari, Pasha and Simba. Qhari certainly made himself known as the greediest of the bunch! The walk itself took place in Cwtch Corner and was just the right length for little legs and big ones alike - a gentle loop around the enclosure area, twice. Qhari and Pasha are both one year old, and Simba, the youngest, will turn one later this month. All three arrived at GreenWood earlier this year. Gwen with Qhari, Pasha and Simba (Image: Suzanne Kendrick / Newsquest) Gwen Jones, GreenWood's main animal keeper, was incredibly knowledgeable and explained all the work that had gone into helping the alpacas feel at ease in their new surroundings. Gwen, who has played a big role in setting up and implementing the new experience, said: "It has been really special to be involved in this. They are very special animals, very calming and funny. "It has been something I've been focused on for months and I'm super pleased where we are with it now. "We've done a lot of work with the alpacas and training has gone well. They were much more nervous at the start." We took the alpacas on a gentle walk (Image: Suzanne Kendrick / Newsquest) Once open to the public, the alpaca walks will be available for small groups with a maximum of three adults and three children per session. The experience is suitable for children aged four and up. Gwen also shared that GreenWood's former alpacas have moved on to a carefully chosen new home and are happy and settled. This is the world's only people-powered coaster. The ride included a 360 degree horizontal loop round the hill, but our little boy was completely unfazed - he was absolutely beaming the entire time. This unique sensory experience invites visitors to walk barefoot through different terrains including sand, bark, straw, timber, and water. It's the first of its kind in Wales and was a real highlight. There's an impressive amount of activities across the park for little ones over 100cm tall which I feel is a rarity. Our eldest also: We had a lovely meal at the Woodbarn Café, where the food was of excellent quality. I chose the Arrabbiata Pork Meatballs, served with rice and garlic bread. The dish had a bit of a kick but the flavours were fantastic and the rice was cooked to perfection. I thought this was great value for £9.50. My partner really enjoyed his Southern Fried Chicken Burger (£11.50), which came with lettuce, tomato, mayonnaise, and a generous portion of fries. The Arrabbita Pork Meatballs meal was delicious (Image: Suzanne Kendrick / Newsquest) Our boys went for the roll kids' meal (£6.95), which came with crisps, an apple, and a bag of raisins - you could opt for ham or cheese. A free orange or apple juice is included with these meal. My partner opted for the chicken burger with fries (Image: Suzanne Kendrick / Newsquest) We obviously finished our day with a visit to the gift shop! It's so well stocked - with everything from toys and stationery to sweet treats, souvenirs, and both traditional and modern children's gifts. Overall, GreenWood Family Park offered a brilliant mix of outdoor adventure, hands-on animal encounters (we also met and stroked Misty the Rabbit!), and creative play - all wrapped up in a family-friendly atmosphere. Évian-les-Bains is a place that invites you to slow down. Perched above Lake Léman in the French Alps, it's long been a destination for mineral water pilgrims and luxury-minded travelers. But during theAmundi Evian Championship, the pace picks up, especially when there's a major title on the line andPorscheis in the mix. This year, we traveled to the tournament with Porsche to explore their role as a mobility partner and presence on the ground. The course itself is carved into a hillside, with much of the action clustered near the clubhouse. It made for a walkable, almost festival-like layout on holes 15 through 18, where crowds bounced between tee boxes and greens. On the 16th Porsche hosted a hole-in-one challenge, putting aTaycan Turbo Sin play for both pros and amateurs competing in the pro-am. It added just a little more pressure to an already pivotal stretch. Between rounds, we made our way to the Porsche Public Village, where the brand had brought out the 911 Spirit 70. The entire activation carried the iconic Pasha pattern—a checkerboard motif from the 70s—from the car to the signage to the espresso bar where fans queued up for complimentary drinks between swings. It struck the right balance of premium on one hand, and accessible on the other. On Saturday evening, we had the chance to test drive theMacan4S through alpine roads above town. Winding switchbacks, panoramic views and golden hour light against the hillside made for yet another highlight in a weekend full of them. Back on the course, Sunday brought real drama. Lottie Woad made history, shooting the lowest final round ever by an amateur at the Amundi Evian Championship. But it was Grace Kim who held on, battling through a playoff to secure her first career major title. From morning lake views to sunset finishes, Porsche found a way to match the rhythm of the week. KSRTC Managing Director Akram Pasha on Wednesday advised candidates aspiring to crack competitive examinations that their efforts have to be very strong and dedicated since they are in an era of competition and winning this marathon has to be focussed. Speaking after inaugurating a coaching camp for K-SET and UGC-NET exams organised by the KSOU Competitive Examination Centre here, he said success is not easy in the age of tough competition. 'You need to have a fear that will wake you and show you the way to success with hard work.' He said the UPSC, UGC-NET and KPSC exams are not easy to achieve. 'I have the experience. Therefore, do not waste your time and focus on preparing for the exam if you wish to achieve your goals,' the official told the candidates. Mr. Pasha added facilities for cracking the competitive exams are aplenty unlike the past. 'You have the technology on your side. You can make use of the various tech platforms available to achieve your dreams,' he advised. Vice-chancellor Sharanappa V. Halse said the 45-day training programme may help the candidates to realise their dreams. 'Your dedication and hard work will bring success. Keep an aim and work accordingly. Always value time.' S.K.
