Cuttack: Civil society members submitted a memorandum on safety of women to the director general of police and the district collector on Friday. The memorandum highlights the increasing crimes against women and the deteriorating safety conditions in the region. Dipayan Pattnaik, a member of United Nations India pointed out the alleged misuse of funds from the Rs 137-crore Safe City Project, which was sanctioned following the Nirbhaya incident. "CCTV cameras were supposed to be installed across the twin cities, and women's help desks set up in every police station. However, there is little visible impact on the ground," he said. The memorandum also criticized the police response in cases involving women. "When women go to a local police station, they are often redirected to the women's police station, even if it's far away. PCR vans arrive, but local police do not respond promptly or take action," Pattnaik added. Social activist Abhaya Pattnayak expressed concern over the open consumption of drugs near the DCP office in Cuttack, turning these areas into hotspots for anti-social activities. "Similar scenes are visible in several open spaces across Bhubaneswar too. This reflects a serious lapse in enforcement and sends a dangerous message about lawlessness in public spaces," he said. Senior lawyer Jyoti Ranjan Das noted the cessation of regular meetings with local police officers, which previously addressed public safety, traffic, and crime issues. "This was suddenly stopped by the commissionerate police," he said. Experts are calling for the immediate resumption of Amma Police Samiti meetings, strict surveillance in crime-prone areas, increased deployment for traffic regulation, and speed limits of 30 kmph in city areas. "There should be zero tolerance for illegal gatherings and misuse of public spaces. Safe mobility is our right, especially for women and senior citizens," said Bibhudutta Khandayat Ray, a human rights activist. Collector (Cuttack) Dattatraya Bhausaheb Shinde said the administration would review implementation of the Safe City Project and work closely with police and local bodies to address the highlighted issues. "We have already informed the director general of police regarding the cooperation and will move further with police support," Shinde added.

BHUBANESWAR: The Vigilance on Thursday arrested the executive engineer of Bhubaneswar Municipal Corporation (BMC) on charges of possessing disproportionate assets to the tune of 148 per cent of his known sources of income. The accused Jagannath Pattnaik has also been booked under provisions of Wildlife Protection Act, 1972, for illegal possession of a pair of antlers. The anti-corruption agency unearthed over Rs 3 crore worth assets in Pattnaik's and his family members' name during raids carried out at four places on Wednesday. The assets include a three-storey building and two high-value plots in Bhubaneswar's Badagada area, one plot in Khandagiri and two double-storey buildings in Gunupur. The teams also detected Pattnaik's farmhouse, spread over 1.57 acre land, at Ranapur Mouza in Balianta, while his bank/insurance deposits and investments in mutual funds were found to be over Rs 80.35 lakh. The assets also included gold ornaments weighing 460 gm, cash and household articles worth around Rs 7 lakh and one car. Apart from these, he was also found possessing a pair of antlers and a countrymade gun. Pattnaik began his career as a junior engineer with Gunupur NAC in November 1992. He joined the BMC as an assistant engineer in 2011, was promoted to assistant executive engineer in 2016, and became an executive engineer in 2024. He has around five years of service remaining, according to officials.

Bhubaneswar: Odisha Vigilance on Thursday arrested Bhubaneswar Municipal Corporation (BMC) Executive Engineer Jagannath Pattnaik for possessing assets disproportionate to his known sources of income. Vigilance sources said searches conducted on Pattnaik's properties revealed disproportionate assets, including three multi-storeyed buildings (one in Bhubaneswar and two in Gunupur), one farmhouse, three high value plots in Bhubaneswar, 460 grams of gold and bank deposits exceeding Rs 80 lakh. Additionally, a pair of antlers and a country-made gun were recovered during the raid. Pattnaik failed to provide satisfactory explanations for their possession. Apart from the Vigilance case, another case was registered against Pattnaik under the Wildlife Protection Act, 1972, sections 9, 49 and 51 in Balipatna forest range under Khurda wildlife division for illegal possession of antlers.

Pattnaik was presented before the court of special judge (vigilance) in Bhubaneswar on Thursday. The arrest followed an extensive investigation by the Bhubaneswar vigilance police, which registered a case against Pattnaik. During searches of his properties, authorities uncovered a staggering array of assets, including three multi-storeyed buildings — one located in Bhubaneswar and two in Gunpur, Rayagard. Additionally, Pattnaik owns a farmhouse, three high-value plots in Bhubaneswar, 460gm of gold and deposits exceeding Rs 80 lakh. The investigation also revealed a four-wheeler, a pair of antler horns and a country-made gun, all of which Pattnaik failed to account for satisfactorily. Pattnaik faces another case under the Wildlife Protection Act, 1972, for the illegal possession of antler horns. This case was registered in Balipatna forest range under Khurda wildlife division. Odisha vigilance stated that the investigation is still underway, as they continue to unearth the full extent of Pattnaik's assets and any potential connections to other illegal activities.

BHUBANESWAR: Vigilance on Wednesday carried out simultaneous raids at four places linked to BMC executive engineer Jagannath Pattnaik over allegations of him amassing assets worth crores disproportionate to his known sources of income. On receiving information, the anti-corruption agency raided the four places linked to Pattnaik in Bhubaneswar and Gunupur in Rayagada. Searches were carried out at Pattnaik's three-storey building spread over 4,560 sqft in Badagada area here, farmhouse in Balianta, parental house in Gunupur and his BMC office chamber. So far, Pattnaik and his family members have been found in possession of a three-storey building and two high-value plots in Badagada area, one plot in Khandagiri and two double-storey buildings in Gunupur. Pattnaik's farmhouse at Ranapur mouza in Balianta area is spread over 1.57 acre land. It consists of a two-storey building over 833 sqft land, another house (570 sqft), a fish farming pond, poultry farm and several coconut, banana, dragon fruit, guava, grapes, blackberry, lemon, red sandalwood and mango trees. He was also found to possess bank/insurance deposits and investments in mutual funds amounting to Rs 80.35 lakh, gold ornaments weighing 460 gm, cash and household articles worth around `7 lakh and one car. Vigilance also found a pair of antler horns and a country-made gun from his possession. Searches are still underway and more assets in the names of Pattnaik and his family members are likely to be unearthed. Further action will be initiated accordingly, said a Vigilance officer. Pattnaik had joined government service in November, 1992 as a junior engineer in Gunupur NAC. He continued there till 2006 and in the same year he was promoted to the rank of assistant engineer and was then posted in Berhampur municipality. In 2011, Pattnaik was transferred to BMC as an assistant engineer. He was promoted to assistant executive engineer in 2016. He was promoted to executive engineer of BMC in October, 2024 and has been continuing to perform his duties there till date.
