Typhoon Wipha batters Hong Kong, China, Vietnam after sweeping through the Philippines

Typhoon Wipha made landfall early Tuesday along the northern coast of Vietnam, bringing heavy rain and strong winds, the Vietnam News Agency reported. The storm struck near Ninh Bình province at 9:25 a.m. local time (6:25 a.m. UAE time). Authorities also warned of landslide and flash flood risks as some areas recorded 150 to 200 mm of rainfall. Before hitting Vietnam, Wipha battered southern China and Hong Kong on July 20. The Hong Kong Observatory raised the No. 10 hurricane signal, the city's highest, as winds peaked at 167 km/h and over 110 mm of rain fell within three hours. Reports said over 250 people took shelter and more than 20 were injured. In mainland China, Typhoon Wipha made landfall Sunday evening in Taishan, Guangdong. State media reported localized flooding and flight cancellations as the storm moved inland toward Vietnam. A timelapse showing dark clouds approaching the city of Zhuhai was widely shared on social media as the typhoon approached. Typhoon Wipha was first monitored in the Philippine Area of Responsibility (PAR) as Tropical Depression Crising on July 16, exiting by July 19. Although it did not directly hit land, it enhanced the southwest monsoon, causing widespread flooding. The National Disaster Risk Reduction and Management Council (NDRRMC) reported that Tropical Depression Crising has left five people dead, three in Northern Mindanao and one each in Davao and Caraga, while some are reported missing. The storm has affected more than 800,000 individuals, with over 20,000 now taking shelter in evacuation centers.

DOH: Obey evacuation protocols, ensure safe drinking water

The Department of Health (DOH) on Tuesday reminded the public to follow evacuation protocols and ensure the cleanliness of their drinking water amid inclement weather due to the Southwest Monsoon or Habagat. DOH spokesperson Assistant Secretary Albert Domingo advised the public to evacuate, if needed, upon instruction of authorities and to take note of rescue hotlines for emergencies. "Kapag sinabi ng kapitan, mayor, o gobernador na evacuate, lumikas na po para makaiwas sa sakuna. Tandaan ang rescue hotlines: 911 sa national, 1555 sa DOH," he said. (When the barangay captain, mayor, or governor orders an evacuation, please evacuate to prevent disasters from happening. Remember the rescue hotlines, 911 for national, 1555 for DOH.) Domingo also urged the public to be mindful of their drinking water during these times, regardless if they are at home or in evacuation centers. The Health official said boiling water for up to two minutes or using chlorine tables will help sterilize drinking water. In the event that they were affected by flooding, the public was advised to wash any part of their bodies that was submerged in floodwater, and to consult the nearest local health center for free medicine. Meanwhile, evacuees were reminded to always wash their hands and wear face masks. Weather service PAGASA has monitored three Low Pressure Areas (LPAs) inside and outside the Philippine Area of Responsibility (PAR). One of the LPAs located near Central Luzon has a high chance of developing into a tropical depression within the next 24 hours, while another LPA in Batanes has a medium chance of becoming a tropical depression in the next 24 hours. A red rainfall warning was also issued for Metro Manila, Bataan, and some parts of Cavite at 8 a.m. Areas under a red rainfall warning may experience serious flooding in flood-prone areas. "The public and the Disaster Risk Reduction and Management Offices concerned are advised to MONITOR the weather condition and watch for the next warning to be issued at 11:00 AM today," PAGASA said. — VDV, GMA Integrated News

Monsoon rains to persist across Philippines on July 22

MANILA: Rain showers are expected to continue drenching most parts of the country on Tuesday (July 22) due to the southwest monsoon, locally known as habagat, and a low-pressure area (LPA) inside the Philippine Area of Responsibility (PAR), according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa). Pagasa weather specialist Obet Badrina said in the 5am weather forecast that the habagat is expected to bring rain to most parts of Luzon, particularly the western section, including the Ilocos Region, Zambales, and Bataan. Meanwhile, the trough of the LPA east of Calayan, Cagayan is already affecting the area, bringing cloudy skies and rain showers to the Cagayan Valley, especially the eastern part of Calayan as well as to the Bicol Region and Mimaropa (Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, and Palawan). 'A large part of the Visayas will also experience cloudy skies with scattered rain showers and thunderstorms due to the southwest monsoon, especially over the western section of the Visayas, including Western Visayas and the Negros Island Region,' Badrina said. Pagasa is also monitoring two LPAs inside the PAR. Badrina said one of them may develop into a tropical depression by Wednesday, July 23. - Philippine Daily Inquirer/ANN
