Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim has described the Kota MADANI project as more than a housing initiative for civil servants, framing it as a holistic urban development rooted in the principles of Malaysia MADANI. Speaking during his monthly address to staff at the Prime Minister's Department, Anwar stressed that the RM4 billion project is not just about providing homes, but about creating a well-planned, liveable city that integrates essential infrastructure such as schools, mosques, playgrounds and gyms. 'This is not an ordinary housing project. We are offering an extraordinary comfort level. Everything is taken into consideration – from schools to mosques to recreational facilities – all in one modern city built on MADANI values,' he said. Launched on 26 June, the Kota MADANI development in Precinct 19, Putrajaya is being driven as a people- and eco-friendly smart city. The first phase is scheduled to begin construction in September and is expected to complete by end-2027. Spanning 10,000 high-density residential units to accommodate more than 30,000 people, the development will also feature a secondary school and various public amenities. It is being undertaken by Putrajaya Holdings Sdn Bhd (PjH) under a public-private partnership model – build, lease, maintain and transfer (BLMT) – without initial government expenditure. PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has urged civil servants to support the Kota Madani housing initiative. "Recently, we launched Kota Madani and as usual, the issue has become the target of political attacks. "I truly do not understand why it cannot be supported, especially when it does not place a direct burden on the government. "This is why I ask civil servants to consider this carefully and support the concept, as many are uncomfortable with it, perhaps representing other contractors or other interests," he said in his speech during the monthly assembly. Last week Anwar launched the Kota Madani development project in Precinct 19. It is a mega initiative conceptualised as a smart city that is both people-friendly and environmentally conscious. The RM4 billion project will be developed by Putrajaya Holdings Sdn Bhd (PjH) through a public-private partnership model based on the build, lease, maintain and transfer (BLMT) concept, without involving any government allocation in the initial phase. Kota Madani will feature 10,000 high-density residential quarters capable of housing more than 30,000 residents, vertical schools, and a variety of public amenities. Present were both Deputy Prime Ministers, Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof, as well as Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. The project, however, had received several criticisms, with opposition questioning its branding and long-term value due to its name reflecting the current administration. Following this, Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa said the name Kota Madani chosen for the development of government quarters in Precinct 19 will be retained as the main identity for modern housing and urban development, in line with the current government's aspirations. Meanwhile, on the issue of damaged government quarters which have long plagued civil servants, Anwar said such problems have been addressed seriously by the government.

Anwar said the RM4 billion project in Presint 19 was not merely about constructing buildings but about creating a model city that values safety, efficiency and human-centred development. 'We don't have to chase after New York or London to be seen as a modern city. Those cities have their own flaws,' he said at the project's groundbreaking ceremony. 'I want Kota Madani to be an example of redevelopment of cities in our country. State governments need to look into this approach, not just leaving themselves at the whims of developers. 'The government must spearhead planned development. Developers may give their opinion, but the final decision cannot solely be based on profits,' he added. He added that the development would include pedestrian-friendly infrastructure, schools, places of worship and community halls to help reduce financial burdens on families. 'Imagine if parents with kids just needed to send them to schools or kindergarten by just walking. This is the Kota Madani we have dreamed of — safe, efficient and filled with human values,' he said. Federal Territories Minister Datuk Seri Dr Zaliha Mustafa said the project would significantly ease the cost of living for civil servants by providing access to a wide range of public amenities. She noted that many currently rent homes outside the administrative capital, incurring high monthly expenses due to daily commutes. 'With Kota Madani, civil servants will be able to live in government quarters with existing public amenities near their place of employment with minimal costs. 'Schools will be within walking distance and the area will be safe. They need not worry. I estimate civil servants can save up to RM1,000 a month and they can use that money for something more beneficial,' she said. Occupying 41.28 hectares, Kota Madani will offer 10,000 high-density vertical residential units to house more than 30,000 residents. The project will be developed by Putrajaya Holdings Sdn Bhd (PjH) under a public-private partnership model using the build, lease, maintain and transfer (BLMT) concept, with no government allocation required during the initial phase. Its design will incorporate artificial intelligence, high-efficiency digital infrastructure and a green mobility system — laying the foundation for a low-carbon city aligned with principles of sustainability, well-being and public safety. Planned facilities include Technical and Vocational Education and Training (TVET) institutions, schools, health clinics, police and fire stations, a mosque, financial institutions, and culturally inspired architecture to preserve heritage. Kota Madani to offer savings of up to RM1,000 a month for civil servants

PUTRAJAYA: The Kota Madani smart city project here is expected to help civil servants save up to RM1,000 a month in living costs, said Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa. She said that through this project, civil servants would be able to reside in government quarters at minimal cost, with salary deduction for housing totalling only around RM400 per month. "Their children's schools are nearby and accessible on foot. They can go to and return from school safely as the area is equipped with an advanced security system. "Fuel costs can also be saved. So they can set aside money for the future," she said in her speech at the launch of the Kota Madani development project in Putrajaya's Precinct 19, officiated by Prime Minister Datuk Seri Anwar Ibrahim today. Dr Zaliha said the government is developing the Madani concept grounded in reality, not merely as a slogan. Responding to claims that the project would replace Putrajaya, Dr Zaliha clarified that Kota Madani covers only 0.8 per cent of the entire area of Putrajaya and is a small part of a larger urban planning initiative. "Putrajaya was built as a symbol of modern and planned administrative capital. Kota Madani is a continuation and realisation of this vision, with emphasis on a liveable, inclusive, and secure ecosystem," she said. Kota Madani is designed as a 'walkable' development with short distances between buildings, integrated with Madani and Chase principles — namely integrated development, pedestrian-friendly environments, artificial intelligence (AI) technology, and sustainable and inclusive growth. According to Dr Zaliha, 10,000 units of quarters for civil servants will be built under the project to address the acute shortage currently faced. "The actual need for quarters in Putrajaya is 35,000 units, but only 22,000 have been available over the past 20 years, with no increase in number. Currently, there are 17,000 applications on the waiting list," she said. She stressed that only under the Madani Government, led by Prime Minister Datuk Seri Anwar Ibrahim, has this issue been taken seriously and concrete steps implemented for the welfare of civil servants. Imagine the reality of a support group officer who has to rent a house at RM1,200 to RM1,500 a month, not to mention petrol costs of RM500. Kota Madani will truly change their lives for the better," she explained.
