Suspend GO No. 20 on local status: CPM to AP government

VIJAYAWADA: The CPM has urged the State government to suspend GO No. 20, which alters the local status criteria for higher education admissions, and continue the existing local status policy. The demand follows confusion and concern among students and parents caused by the new rules. Under Article 371(D) of the Constitution, a three-region system ensured equal education and employment opportunities in Andhra Pradesh and Telangana. Post-bifurcation, a Presidential Order extended this for 10 years, but its validity ended last year. Telangana has since treated Andhra students as non-locals, while Andhra Pradesh issued GO No. 20 on May 21, 2025, classifying students who studied one of the last four years outside the State as non-locals. This has sparked widespread unrest. Additionally, proving local status now requires parents to provide a residential certificate showing 10 years of residence in Andhra Pradesh or study certificates proving 10 years of education in the State, it said. The CPM criticised the government for implementing these changes without public awareness or consultation.

HYDERABAD The Bharat Rashtra Samithi (BRS) has extended support to the 'Chalo Secretariat' protest march being planned by the unemployed youth and students of the Osmania University to press for the fulfilment of promises made to the two sections by the Congress government. Representatives of the unemployed youngsters met BRS leader T. Harish Rao here on Saturday and requested for the party's support to their protest march, stating that the CPI(M) had already extended support. Responding to their plea, Mr. Rao assured that his party would support the fight inside and outside the Assembly. He explained to the youth that it was the previous BRS government that had got the Presidential Order modified to ensure 95% jobs to locals and their government had also filled 1.62 lakh jobs during the nine-year period. However, the Revanth Reddy government is carrying out a misinformation campaign stating that BRS had not filled any jobs, he alleged. He pointed out that the Congress government had issued full-page newspaper advertisements to fill 2 lakh jobs in the first year of its coming to power, but during the last 20 months, the jobs filled had not crossed 12,000. Mr. Rao said the BRS government had, on an average, filled 16,000 jobs a year, while the successor government had not filled even half. The BRS leader sought to know why AICC leader Priyanka Gandhi, who had issued a Youth Declaration before the Assembly elections, is silent on the issue. Leaders like M. Kodandaram, Balmuri Venkat, Akunuri Murali and others are silent on the issue of filling jobs, Mr. Rao said, and demanded that the Congress government publish a white paper on the 60,000 posts being claimed as filled by it.

Imphal/New Delhi: A top body of the Thadou tribe in Manipur has requested the Justice Gita Mittal (retired) Committee, Union Home Minister Amit Shah and Manipur Governor Ajay Kumar Bhalla to recognise a third category of internally displaced persons (IDPs) in the state where Meitei-Kuki ethnic clashes broke out in May 2023. Currently, the state government recognises two categories of IDPs - those living in relief camps and registered with deputy commissioners (DCs), and those living outside relief camps but within Manipur and registered with DCs. In separate memorandums, the Thadou Inpi Manipur (TIM) said displaced families of the Thadou tribe who are living outside Manipur and outside government relief camps, and who remain unregistered and unreached by any form of state or central assistance since the outbreak of violence over two years ago should be recognised as a third category of IDPs. The Thadou Inpi Manipur has highlighted the community as a distinct tribe with their own ethnic identity, having its own language, culture, traditions, and history, and not a part of the umbrella term 'Kuki'. "Thadou is not Kuki, or underneath Kuki, or part of Kuki, but a separate, independent entity from Kuki... Thadou is one of the original 29 native/indigenous tribes of Manipur, India, that were all simultaneously and duly recognised as independent Scheduled Tribes of Manipur under the 1956 Presidential Order, Government of India," the Thadou Convention held in Assam's Guwahati in November 2024 had declared. In the memorandum submitted to the Justice Mittal Committee on relief, rehabilitation and resettlement of displaced persons in Manipur, the Thadou Inpi Manipur said many members of the Thadou tribe who can be categorised as IDPs include those who fled amid life-threatening violence, suffering total loss of movable and immovable property, with only a few retaining plots of land. They can also include those currently living in cities such as Delhi, Guwahati, Shillong, Bengaluru, and others, facing immense hardship, psychological trauma, and lack of stability; those who have not been officially recognised or registered as IDPs by any government authority, and those who have not received any form of relief, compensation or rehabilitation assistance from either the state or central government to date, the Thadou Inpi Manipur said in a statement. "TIM [Thadou Inpi Manipur] has called for the immediate issuance of displacement certificates, a formal verification exercise, and inclusion in all relief and rehabilitation frameworks, while also urging authorities to acknowledge the resilience of these families who have survived two years without support," TIM joint general secretary Manggou Thadou said in the statement. "These Thadou families were displaced not out of privilege, but out of fear and necessity. Their survival should be recognised, not punished. It is time the government formally acknowledges them as Internally Displaced Persons under a distinct and just category," Manggou Thadou said. The memorandums were signed by TIM general secretary Michael Lamjathang Haokip, who says his house in Manipur's Churachandpur was attacked twice by an armed mob for asserting Thadou as a distinct tribe. The Thadou Inpi Manipur has also been demanding the government to remove 'Any Kuki Tribes' from the list of Scheduled Tribes in Manipur. Apart from the Justice Mittal Committee, the Thadou body also submitted the memorandums to the Union home minister, the Manipur governor, and the chief secretary. The Supreme Court in March extended the tenure of the committee till July 31. A preliminary list of displaced families of the Thadou tribe was enclosed with the memorandums.

Former chairman of Karnataka Bhovi Development Corporation, G.V. Seetharamu, has raised questions over the classification of Bhovis as sub-caste instead of main caste during the ongoing survey of scheduled castes taken up ahead of the implementation of internal reservation. In a statement here on Sunday, Mr. Seetharamu, who is also a spokesperson of the Karnataka Pradesh Congress Committee (KPCC), alleged that the enumerators conducting the survey were often entering 'Adi Karnataka, Adi Andhra, and Adi Dravida' first as the main caste and later entering Bhovi as a sub-caste, even though there is an option to enter Bhovi in the main caste/sub-caste column. 'This is causing injustice to the Bhovi/Vaddar community,' he said. Inclusion of Bhovi with 69 other sub-castes under the sub-caste column was causing 'discrimination' against our community, Mr. Seetharamu alleged. In many places, the enumerators were first recording Bhovis as Adi Karnataka under option 003 and later recording them as sub-caste under 023.1 as Bhovis, he said and pointed out that thousands of members of the Bhovi community have been registered in such a manner over the last five days. He claimed that enumerators had been instructed to record Bhovis under sub-caste only after distinguishing their main caste as Adi Karnataka. Contending that the data recorded in such a manner was 'incorrect', Mr. Seetharamu demanded that the data be re-evaluated so that all of them are considered as members of the Bhovi community. Mr. Seetharamu also sought action against the enumerators, who were adopting 'faulty' methodology, leading to 'injustice' towards the Bhovi community. The ongoing survey by the one-man commission headed by Justice H.N. Nagmohan Das will be enumerating the 101 castes under the Scheduled Castes ahead of the implementation of internal reservation. Mr. Seetharamu also raised the issue of conflicting claims over the historical classification of Adi Karnataka, Adi Dravida, and Adi Andhra. 'Some argue that these are not names of castes, while some others contend that these castes have been listed in the 1950 Presidential Order and all subsequent amendments. So, which is correct?' he questioned. Among the other issues raised by Mr. Seetharamu is the reference to Bhovis as 'ST' instead of 'SC' in the ration cards issued by the Department of Food and Civil Supplies. 'We belong to the SC community, and our caste data should be recorded as such. Instead of relying solely on ration cards, our Aadhaar cards, voter IDs, or caste certificates should be accepted as valid proof,' he said. He also urged that the children and daughters-in-law living in the household are not excluded from the enumeration.

A person observing or performing rituals of a particular religion does not mean they 'profess' that faith, the Supreme Court ruled on Tuesday, as it restored the membership of a Kerala CPI(M) legislator whose election from a Scheduled Caste constituency was questioned. Congress leader D Kumar –– who finished second in the election –– had challenged Raja's victory, saying he was not entitled to contest from a reserved constituency on the grounds that he was baptised into the Christian faith by his parents when he was a minor. The three-judge bench of justices AS Oka, Ahsanuddin Amanullah and AG Masih on Tuesday set aside the HC order, concluding that the CPI(M) leader was a member of the Hindu Parayan caste. The apex court held that in an election petition, the validity of the caste certificate issued to Raja cannot be gone into as a challenge to the same is maintainable only under the statute governing issuance of such a certificate. 'Mere observance/performance of a ritual of/associated with any religion does not ipso facto and necessarily mean that the person 'professes' that religion. That is why the term used in the 1950 Presidential Order is 'professes', signifying that a person although born in a particular religion can profess another religion, inter alia, by practising the rituals of that other religion as the basic tenets of his beliefs and lifestyle,' the bench said in its order. The top court restored Raja's membership with all consequential benefits as it discarded all the evidence put up by Congress leaded Kumar to be vague and unreliable. 'The production of some photographs or some rituals which may have been performed by the appellant, nay, even assuming they were actually performed by the appellant, at the cost of repetition, can, in no manner, take the place of evidence, especially when matters of the like herein are being considered by the courts,' the court observed.
