In a first, Govt directs offices of ministers: Clear all files pending for over two months

Pushing to cut delays in decision-making at the top, the Cabinet Secretariat has for the first time sent letters directly to the offices of Central ministers where files have been pending for more than two months, asking them to clear the backlog at the earliest, The Indian Express has learnt. The letters were sent in the second half of June and mention the number of pending files. Until now, the pendency of files used to be reviewed at the level of joint secretary, additional secretary and secretary, and not by the offices of ministers. The Cabinet Secretariat is learnt to have been monitoring pendency at each level using the Government's E-Office digital workplace, which has around 7,000-8,000 e-files in circulation daily, of which about 2,000 go to the offices of ministers. A majority of these files pertain to inter-ministerial subjects, such as national policies and schemes. It learnt that the Cabinet Secretariat has flagged files pending at ministers' offices for 61-90 days, 91-120 days and over 180 days. At one minister's office, several dozen files were found pending, it is learnt. At another minister's office, files related to the release of funds for a state were found pending for more than six months. The move to flag pendency at this level is the latest measure taken by the NDA Government to cut bureaucratic delays. The Government has earlier launched PRAGATI (Pro-Active Governance and Timely Implementation) to monitor implementation of infrastructure projects. It has been described as a three-tier system that includes officials at the Prime Minister's Office, Central Government Secretaries and Chief Secretaries of states. The Prime Minister chairs a monthly meeting of PRAGATI where he interacts with Central Secretaries and Chief Secretaries through video-conferencing. This platform has helped accelerate over 340 'critical projects' since its inception in March 2015, sources said. In October 2021, the Government launched the PM GatiShakti platform to facilitate planning and decision-making on infrastructure projects. Another platform, e-SamikSha, is also being used as a real-time monitoring system for follow-ups on announcements and decisions pertaining to Central ministries. Prime Minister Narendra Modi on Thursday said that justice for homebuyers remains a key priority for the government, after reviewing infrastructure projects worth over ₹62,000 crore at the 45th edition of the PRAGATI (Pro-Active Governance and Timely Implementation) meeting. A major focus of the session, held on Wednesday, was addressing grievances related to the Real Estate (Regulation and Development) Act (RERA) and enhancing safeguards for homebuyers. PM Modi urged state governments to ensure mandatory registration of all eligible real estate projects under RERA, highlighting its role in restoring trust in the housing sector. 'Justice for homebuyers is a key priority for our government,' the Prime Minister posted on social media platform X after the meeting. 'We're committed to ensuring all infrastructure projects are completed on time and real estate regulations are enforced in letter and spirit.' During the review, PM Modi called on implementing agencies to enhance efficiency, remove bottlenecks, and improve coordination to ensure the timely delivery of public infrastructure. He noted that project delays inflate costs and erode trust in governance. Key infrastructure focus areas Apart from real estate concerns, the meeting also reviewed progress on major infrastructure projects in sectors such as road transport, energy, and water resource management. These projects, spread across multiple states and union territories, collectively account for an investment of over ₹62,000 crore. The Prime Minister also took stock of India's growing semiconductor ecosystem, discussing successful state-level initiatives and urging wider adoption of best practices to support the National Semiconductor Mission. He encouraged states to develop innovative models that contribute to India's goal of becoming self-reliant in chip manufacturing. 44th PRAGATI meet highlights In the previous PRAGATI meeting in August 2024, PM Modi reviewed infrastructure projects worth over ₹76,500 crore across 11 states, focusing on road, rail, power, coal, and water resource sectors. He stressed the importance of timely implementation, noting that delays lead to cost escalations and deprive citizens of intended benefits. A core focus of that session was also on involving women's self-help groups and promoting youth skilling in the operation and maintenance of water projects. The PRAGATI platform is an ICT-based initiative that enables direct interaction between the Prime Minister and top officials of the Centre and states. Since its inception, the forum has reviewed 373 projects with a cumulative investment of over ₹20.64 trillion, the Prime Minister's Office said.

Asking state governments to ensure the mandatory registration of all eligible real estate projects under the Real Estate Regulatory Authorities Act, Prime Minister Narendra Modi has asked all Chief Secretaries to monthly monitor activities of RERAs in their respective states so that grievances of homebuyers are resolved on time, The Indian Express has learnt. The Prime Minister's directive came during a PRAGATI (Pro-Active Governance and Timely Implementation) meeting held via video conference on Wednesday. During the meeting, the PM also highlighted that Uttar Pradesh's share in the proportion of registered projects in the country is just 2.5 per cent in Uttar Pradesh, while its share in complaints is about 18 per cent. He asked the state officials to ensure that more and more real estate projects are registered under RERA in UP. In a statement, the Prime Minister's Office said: 'During a review of public grievances linked to the Real Estate Regulatory Authority (RERA), the PM emphasised the need to improve the quality and timeliness of grievance disposal to ensure justice and fairness for homebuyers. He asked state governments to ensure the mandatory registration of all eligible real estate projects under the RERA Act. The PM emphasised that strict compliance with RERA provisions is critical for restoring trust in the housing market.' Meanwhile, Uttar Pradesh Chief Secretary Manoj Kumar Singh, who attended the PRAGATI meeting, issued some directions to development authorities in his state. He is learnt to have asked all the local development authorities to review within three days the status of 10 oldest real estate projects in their jurisdiction, which have not been delivered till date. Singh has also called a meeting with representatives of National Real Estate Development Council (NAREDCO) and Confederation of Real Estate Developers Associations of India (CREDAI) on June 3. During the meeting, the PM reviewed three major infrastructure projects with a cumulative cost of over Rs 62,000 crore, spanning the sectors of Road Transport, Power, and Water Resources located across various States and UTs, as per the PMO statement. 'Emphasising the strategic importance of these projects, he called for concerted efforts to overcome implementation bottlenecks and ensure their timely completion,' the statement said. 'Highlighting the adverse impact of project delays, the PM reiterated that such setbacks not only inflate costs but also deprive citizens of essential services and infrastructure. He urged all stakeholders to prioritise efficiency and accountability, stressing that timely delivery is critical to maximising socio-economic outcomes,' it added.
