Ukraine accuses 2 Chinese men of trying to steal info on missile system

Ukrainian officials said Wednesday that two Chinese nationals — a father and a son — had been detained and accused of attempting to illegally transfer classified documents on a key Ukrainian missile system to Beijing. According to a statement by the Ukrainian Prosecutor General's office, an investigation by the Security Service of Ukraine (SBU) intelligence agency found the younger man, a 24-year-old who was expelled from a Ukrainian university in 2023 for academic failure, remained in Ukraine and attempted to recruit a Ukrainian national who worked on the development of the "Neptune" guided missile system. "It was established that the foreigner was collecting and was supposed to transfer to his father, who has close ties with the security agencies and the General Staff of China, documentation about the Neptune missile system," the government said in its statement, calling the missiles "a unique weapon of the Defense Forces of Ukraine" that was used in a hallmark attack on Russia's navy in 2022. The SBU said the man's father entered Ukraine earlier this week to "personally coordinate his son's spy work." Neither of the men were identified. According to the Prosecutor General's office, the 24-year-old was detained while in the process of passing the information to his father, who was detained two days later. The father visited the Chinese Embassy in Kyiv a day before he was detained, the statement said. The Chinese Embassy did not reply to CBS News' request for comment on this story. The news comes a week after China's Foreign Minister Wang Yi reportedly told the European Union's top diplomat that Beijing did not want to see Ukraine win the war Russia launched with its full-scale 2022 invasion. Chinese officials have not confirmed that private statement by Wang during a visit to Brussels, reported by the South China Morning Post and other outlets. Chinese officials have said repeatedly that the country's stance on the Ukraine war is one of neutrality, but a U.S. Department of Defense report issued at the end of 2024 concluded that China has supported Russia in the war and sold Russia dual-use items that are crucial to Moscow's military industry. Under the Biden administration, then-Secretary of State Antony Blinken said in early 2023 that the U.S. government was concerned Beijing was considering augmenting its support for Russia with "everything from ammunition to the weapons themselves." China has continued to deny taking sides in the war, but it has deepened its relationship with Moscow, both politically and militarily, significantly in recent years. The Neptune system is a domestically designed Ukrainian cruise missile that has been in service with the Ukrainian navy since March 2021. The nearly-2,000 pound guided missiles are designed to target both ships and land targets, and it proved successful in the first months of the war when it was used to sink the Moskva guided missile cruiser, which was the flagship of Russia's Black Sea Fleet. The missiles, which have a range of about 174 miles, are a vital weapon for Ukraine as it seeks to defend its Black Sea coastal area. It has also been deployed elsewhere and struck military targets including an airbase in Russia's Kursk region last year, according to Ukraine's military. The original Neptune design was upgraded to extend its range and reduce Ukraine's reliance on weapons provided by the U.S. and Europe. The two Chinese men were to remain in custody during a pre-trial investigation. If found guilty of the charges, they could face prison sentences of up to 15 years. Moscow court rules to nationalize Domodedovo Airport

June 17 (Reuters) - A Moscow court ruled on Tuesday to hand over the assets of the country's third-largest airport, Moscow's Domodedovo, to the Russian state at the Prosecutor General's request, court filings showed. Domodedovo's assets were owned by Russian businessman Dmitry Kamenshchik or his companies. Kamenshchik also had citizenship of Turkey and the United Arab Emirates, according to Russian media, and according to the court documents prosecutors believed the ownership structure could expose the airport, an entity of strategic importance, to the risk of foreign influence. Domodedovo did not immediately respond to requests for comment. The Domodedovo case is the latest in a series of asset seizures initiated by prosecutors. Earlier this year, the court ordered the transfer of several major companies to state ownership, including grain trader Rodnie Polya, warehouse operator Raven Russia, and oil service firm Borets. Moscow started seizing assets in Russia, both from foreign and Russian owners soon after the start of the conflict in Ukraine and had already transferred property worth 2.4 trillion roubles ($30.48 billion) to the state, Prosecutor General Igor Krasnov said in March. Russia bans British Council

The Russian Prosecutor General's Office has banned the British Council from operating in the country, accusing it of spreading LGBTQ propaganda and undermining Russia's domestic and foreign policy. An official statement on Thursday accused the council of portraying itself as an independent organization while aligning its activities with UK government priorities, reporting to the British Parliament, and receiving funding from the UK Foreign Office. 'Under the guise of educational and cultural work, including various outreach events and English language teaching, the Council in fact promotes long-term British interests and values in the fields of education, culture, and youth policy,' the Prosecutor General's Office stated. Russian prosecutors also accused the British Council of being involved in promoting and supporting the LGBTQ movement, which is banned in Russia, and implementing projects aimed at 'systematically discrediting Russia's domestic and foreign policy.' According to the Prosecutor General's Office, one of the council's objectives is to 'eradicate Russian identity among the populations of former Soviet republics,' including as part of a consortium with other organizations designated as undesirable. In particular, the British Council is implementing a program of so-called 'cultural engagement' designed to unite the Baltic community around an anti-Russian agenda, officials claimed. Prosecutors were referring to the former Soviet republics of Estonia, Latvia, and Lithuania, which have taken a hardline anti-Russian stance since the escalation of the Ukraine conflict in 2022, showing particular hostility toward the significant Russian minorities living in these countries. The British Council, established in 1934 and registered as a charity in the UK, once operated more than a dozen offices across Russia. In 2007, the Russian Foreign Ministry ordered the council to shut down its offices outside Moscow, accusing it of violating tax regulations. In March 2018, the council was told to cease operations in Russia, citing unresolved issues over its legal status. Last month, Moscow banned the London-based NGO Amnesty International for allegedly preparing global Russophobic projects and supporting the Ukrainian military. In April, Russia also outlawed the US-based NGO Hope Harbor Society, designating it as 'undesirable' over allegations of funding the Ukrainian military and coordinating anti-Russian protests in the US and abroad. The Elton John AIDS Foundation received the same designation, with authorities accusing it of promoting a pro-LGBTQ agenda in Russia. Organizations given the 'undesirable' designation are prohibited from operating in Russia, while individuals or entities found providing financial or other forms of support to them may face legal consequences.

Russia labels British Council 'undesirable organization'

MOSCOW, June 5 (Reuters) - Russia's Prosecutor General's Office said on Thursday it had labelled The British Council an undesirable organization. "Positioning itself as an independent structure, all the work of the Council is aligned with the priorities of the UK government, the organisation is accountable to Parliament and funded by the Foreign Office of this country," it said in a statement. The British Council, which calls itself "the UK's international organisation for cultural relations and educational opportunities", said in 2018 that it had been told to cease operations in Russia. The British Council did not immediately respond to a request for comment outside usual London business hours.
