Dubai Police bust gang promoting drug-laced sweets online
In a major anti-narcotics bust, Dubai Police have arrested a gang of 15 people for promoting drug-laced sweets on social media. Ten men and five women were caught in an operation dubbed "Drugs Flavour," which also led to the seizure of 48 kg of narcotic substances and over 1,100 pills, altogether valued at more than AED 2.4 million. The arrests were announced during a press conference at the Anti-Drug Awareness Exhibition at Festival City Mall. Brigadier Dr. Abdul Rahman Sharif Al Maamari, Director of the International Hemaya Centre, said the gang had been using social media platforms to sell sweets and chewing gum infused with narcotic and psychoactive substances. He credited the success of the operation to advanced surveillance, artificial intelligence tools and the dedication of Dubai Police's specialized anti-narcotics team. Al Maamari added that the group was part of an international network trying to infiltrate the UAE market with disguised drugs. A task force was quickly formed, leading to the arrests after round-the-clock monitoring. The suspects have now been referred to the Public Prosecution. Manal Ibrahim from Dubai Police's Security Media Department urged the public to stay vigilant, especially on social media, and warned against interacting with unknown messages or buying unverified products online. Refusing To Implement Court Rulings in Kuwait? Now Penalties Increased
KUWAIT CITY, July 1: The Council of Ministers has approved a draft decree-law amending Article 58 bis of Law No. 31 of 1970, which governs penalties for public employees who deliberately refuse to implement enforceable judicial rulings. The proposed amendment aims to enhance the legal framework by increasing penalties and extending the timeframe for compliance, thereby reinforcing respect for the judiciary and safeguarding the rule of law. Under the new provisions, any competent public employee who intentionally fails to implement a judicial ruling within 90 days of official notification—via regular means or modern electronic communication—will face imprisonment for up to two years and a fine ranging from KD 3,000 to KD 20,000, or one of these penalties. This represents a significant increase from previous fines, which were deemed insufficient to deter violations. If the employee abuses their official authority to obstruct execution of the ruling, the penalty increases to imprisonment for up to one year and a fine between KD 2,000 and KD 10,000, or one of these penalties. Courts are also granted discretionary power to order the dismissal of employees convicted under these provisions, allowing judges to tailor punishments to individual circumstances. The draft clarifies that the Public Prosecution will have exclusive jurisdiction to investigate and prosecute such offenses, with criminal proceedings ending if the employee complies with the ruling at any stage. This measure is intended to encourage timely enforcement and uphold judicial finality. The amendment follows observations that the prior 30-day compliance window was often insufficient for administrative procedures, prompting the extension to 90 days to provide a more realistic timeframe. Notifications may be delivered through traditional or electronic means consistent with the Civil and Commercial Procedures Law. The explanatory memorandum underscores the importance of enforcing judicial rulings as fundamental to justice and the constitutional principle of separation of powers, as outlined in Article 50 of Kuwait's Constitution. It further notes that the amendment aligns with Amiri Order No. 4 of 2024, which mandates laws be enacted through decree-laws. Article 2 of the draft stipulates that the Prime Minister and relevant ministers are responsible for implementing and publishing the decree in the Official Gazette, making it effective immediately upon publication.

Jordanian authorities arrest 23 suspects in deadly methanol poisoning case
The Chief Public Prosecutor, Dr. Nayef Al-Samarat, has announced a major development in the methanol poisoning case that left nine people dead and 57 others hospitalized. The Public Prosecutor of the Grand Criminal Court has ordered the detention of 23 suspects as part of the ongoing investigation. The suspects will be held for 15 days, with the possibility of extension, in correctional and rehabilitation centers. Among them is one fugitive still at large, and another who is already serving time for a separate case. Prosecutors have officially filed charges against the suspects, dividing them as follows: 12 suspects are charged with murder and attempted murder, under Article 326 of the Penal Code. 13 others are charged with aiding and abetting in murder and attempted murder. Dr. Samarat emphasized that investigations are still underway to uncover all the facts and determine each suspect's role in the incident. He stressed that the Public Prosecution is treating the case with the utmost seriousness due to its dangerous nature and the widespread public concern. The poisoning incident, which occurred last week, resulted in nine fatalities, including a woman in her sixties, and 57 hospitalizations. All the victims had consumed alcoholic beverages that were found to contain toxic industrial methanol.
