Barapullah flyover phase 3 project: Got nod to fell trees, work will start soon, says PWD

The last hurdle in the way of completion of the long-delayed Barapullah Phase 3 flyover has now been cleared with the Public Works Department (PWD) receiving permission from the Central Empowered Committee (CEC) to fell 250 trees that are required for the project to progress, officials said on Wednesday. 'We have received in-principle approval for felling of trees from the CEC,' said a senior PWD official. 'As the CEC has given permission to fell trees, work on the ground will start soon. The trees are located near the Humayun's Tomb stretch and near Mayur Vihar,' the official added. The CEC is a five-member committee formulated by the Supreme Court to monitor afforestation and tree-cutting permissions in big projects. The project will be completed within six months after the permission to fell the trees is granted, PWD Minister Parvesh Sahib Singh had earlier said. Singh has also said that the government plans to operationalise the project by December. The Barapullah Phase 3 project – a 3.5-km elevated corridor – envisages seamless connectivity between Mayur Vihar I in East Delhi and AIIMS in South Delhi. The new flyover, which will merge with the existing Barapullah flyover at Sarai Kale Khan, is also expected to significantly enhance east-west connectivity. Once operational, the flyover is likely to ease traffic congestion at key choke points, such as Nizamuddin Bridge, Bhairon Marg, Ashram Chowk, and Ring Road. The Phase 3 project was approved in 2014 and launched in April 2015 with a target to complete work in 2017. The initial cost of the flyover was Rs 964 crore, but the sanctioned cost significantly increased over the years. The project was delayed due to a range of issues — delays in land acquisition, the Covid-19 pandemic, seasonal floods, and pending forest department approval for the relocation of over 250 trees. Bhopal: The state govt has appointed a full-time principal secretary to the Public Works Department (PWD) after six months, reinstating senior bureaucrat Sukh Veer Singh days after CM Mohan Yadav ordered disciplinary action in the wake of serious design flaws in the Aishbagh railway overbridge (ROB) project in Bhopal. The public works department has seen four officers in the past year and a half. When the incumbent state govt was formed, Sukh Veer Singh was the principal secretary, PWD. DP Ahuja was placed as PS, PWD, and Singh was transferred. Later, additional chief secretary KC Gupta headed the department, but in Dec, the PWD dept's additional charge was given to additional chief secretary Neeraj Mandloi. After CM Mohan Yadav on Saturday took action against the faulty design of the Aishbagh ROB incident in Bhopal, the govt posted a full-time PS to the department and brought back Sukh Veer Singh, known as a strict officer in MP, back to the PWD department. The CM wrote on social media, "Serious negligence was observed in the construction of the Aishbagh ROB, and I ordered an investigation into the matter. Based on the investigation report, action was taken against eight engineers from the PWD. Seven engineers, including two CEs, were suspended with immediate effect. A departmental inquiry will be conducted against one retired SE." Due to the submission of a faulty design for the ROB in this project, both the construction agency and the design consultant have been blacklisted. A committee has been formed to address the necessary improvements in the ROB. The ROB will be inaugurated only after the improvements are made," the CM wrote.

New Delhi [India], July 2 (ANI): The Public Works Department (PWD) issued a tender worth Rs 60 lakh for the renovation of Delhi Chief Minister Rekha Gupta's official residence. The renovation work is focused on Bungalow Number 1, where the Chief Minister will be residing. A second bungalow, Bungalow Number 2, has also been allotted to her, which will be used as a camp office. According to the tender, the renovation is mainly related to electrical and interior fittings. The bungalow will be equipped with five televisions at a cost of Rs 9.3 lakh and fourteen air conditioners worth Rs 7.7 lakh. The plan also includes installing fourteen CCTV cameras for Rs 5.74 lakh and a UPS system for Rs 2 lakh to ensure a continuous power supply. In addition, twenty-three remote-controlled ceiling fans will be installed at a cost of Rs 1.8 lakh. For the kitchen and daily use, one OTG (oven-toaster-grill) worth Rs 85,000, an automatic washing machine costing Rs 77,000, a dishwasher worth Rs 60,000, a gas stove for Rs 63,000, and a microwave priced at Rs 32,000 have also been listed. To improve lighting, the bungalow will have 115 decorative lights, including wall lights, hanging lights, and three large chandeliers, with a total estimated cost of Rs 6.03 lakh. Six geysers worth Rs 91,000 will also be installed for hot water supply. The tender will officially open on July 4, and the work is expected to be completed within 60 days. Chief Minister Rekha Gupta is currently living in her private residence in Shalimar Bagh. The BJP had earlier clarified that she would not stay at the 6, Flagstaff Road bungalow, which was the official residence of former Chief Minister Arvind Kejriwal. The new bungalow given to CM Rekha Gupta is a Type-7 category. (ANI)

The Norridge Village board took a moment at the June 25 meeting to publicly thank Public Works Department staff after the department picked up a 'gold' award from a clean water advocacy organization. The Illinois Section American Water Works Association recognized the village of Norridge with gold status as part of the Naperville-based nonprofit organization's Water Ambassador Program. It was the fourth year in a row Norridge got the honor, and it was awarded at the WaterCon Convention in April. The Norridge Public Works Department excelled in promoting 'where water comes from, the importance of the repairs and the infrastructure to ensure that (community) water is safe,' said ISAWWA Executive Director Annie Storey, who attended the Village Board meeting. 'The award is all about communicating to your consumers, to your community members.' While Public Works Department Director Syed Mansoor – who stepped into the role in February – officially accepted the award at the convention, Storey made another presentation of it during the board meeting. The village was given a street sign designating Norridge a 'Water Ambassador Community' and a certificate. 'Being a small community, (the Public Works Department) runs everything from water to street to resident complaints for garbage cans — anything that kind of falls in between,' Mansoor told Pioneer Press after the board meeting. They are 'the backbone of the whole village.' According to the organization's website, the ISAWWA Water Ambassador Program was established in 2021 and helps educate communities on water and wastewater use. The program was created to 'elevate public perception, knowledge, and consumer education of the water industry.' It operates on four standards 'based on the frequency and method of communication,' including its elected official education, consumer education and conservation efforts. Mansoor explained that Norridge has two pump houses responsible for carrying the water the village buys from the city of Chicago to the village's customers – residents, businesses and more. After completing upgrades to one pump house last year, he said the village is now looking to work on the other one, which is estimated to cost about $4 million. Renovating the village's storm water lift is also being planned.

Delhi PWD gets initial nod to cut trees for Barapullah Phase 3 flyover

The Public Works Department ( PWD) has received in-principle tree-felling approval from the Central Empowered Committee (CEC) for Barapullah Phase 3 project, said officials on Wednesday. The Barapullah Phase 3 project envisages providing seamless and signal-free connectivity between Mayur Vihar-I (East Delhi) and AIIMS (South Delhi). The new flyover will merge with the existing Barapullah flyover at Sarai Kale Khan. "In-principle approval has been given by the CEC for cutting trees. There are about 274 trees on the Mayur Vihar side due to which the project has been stuck for several years. As soon as we get the final approval, work on the ground will commence," said a senior PWD officer. Last month, the CEC carried out a survey of the site where the trees have to be removed. PWD Minister Parvesh Verma has visited the site twice in the past four months. "It will take around six months to complete the project after tree-cutting permission is approved. Our target is to complete the construction work by the end of this year," Verma said. The CEC is a five-member committee formulated by the Supreme Court of India to monitor afforestation and tree-cutting permissions. The Barapullah Phase 3 project has been under construction since 2015 and has had several cost escalations and missed deadlines. Officials said more than 90 per cent of the work at the site has been completed. Last year, Lt Governor V K Saxena had said compared to the tender amount of Rs 964 crore, the government would end up paying Rs 1,326.3 crore for the Barapullah Phase 3 project. Recently, a flyover project of the PWD in the Nand Nagari area also received the necessary permission for cutting trees.
