Arrests made after pursuit into Russell County

A Somerset man and a Monticello woman were arrested following a high-speed pursuit that led to the discovery of a quantity of illegal substances. According to the Pulaski County Sheriff's Office, on June 9, 2025, at approximately 12:15 a.m., deputies were notified of a Chevrolet Equinox that had fled from a Somerset Police Department traffic stop. Shortly after notification, Deputy Noah Dishman observed a vehicle matching the description traveling on Bourbon Road at a high rate of speed. Dishman turned around to attempt to initiate a traffic stop on the vehicle, but prior to catching up to the vehicle he observed it travel through the intersection of Bourbon Road and Ky. 914 without stopping at the stop sign, and nearly travel into the ditch, according to the sheriff's office. Dep. Dishman again attempted to initiate a traffic stop on Ky. 914, but the vehicle continued westbound to the intersection of W. Ky. 80. After turning onto West Ky. 80, deputies observed the vehicle increase speed as it continued westbound to Ky. 196, according to the sheriff's office. The vehicle was eventually stopped on Ky. 196 in Russell County. After stopping the vehicle, deputies with both Pulaski and Russell counties ordered the driver out of the car and identified him as Kisean Cowan, 18, Somerset, Ky. A passenger in the vehicle was also ordered to exit, and was identified as Harlie Gibson, 18, Monticello, Ky. Detectives with the Pulaski County Sheriff's Office Narcotics Division were called to the scene of the stop, where K-9 Leo performed an open air search around the vehicle. After a positive indication of the presence of controlled substance, deputies located a black magnetic box with a quantity of drug paraphernalia, white crystal like substances believed to be methamphetamine, marijuana and digital scales, according to the sheriff's office. Cowan was arrested from the scene and charged with Speeding 26 mph or Greater; First-Degree Fleeing or Evading Police (Motor Vehicle); Disregarding Stop Sign; two counts of Disregarding Traffic Controlled Device-Traffic Light; First-Degree Traffic in Controlled Substance, First Offense, Greater than or Equal to to 2 grams (Methamphetamine); Trafficking in Marijuana, First Offense; Drug Paraphernalia-Buy/Possess; Operating Motor Vehicle Under Influence of Controlled Substance, First Offense; and No Operators/Moped License. Gibson was arrested at the scene and charged with Drug Paraphernalia-Buy/Possess and Public Intoxication Controlled Substance. Both Cowan and Gibson were lodged in the Pulaski County Detention Center without further incident. The Pulaski County Sheriff's Office was assisted by the Russell County Sheriff's Office. PULASKI COUNTY, Va. (WFXR) – The Pulaski County Sheriff's Office is investigating allegations of felony misconduct with a minor by a former faculty member of a private school in Dublin. According to the sheriff, 33-year-old Melissa Grae Minnick of Fairlawn has been arrested and charged with taking indecent liberties with a minor while in a supervisory role and two misdemeanor counts of contributing to the delinquency of a minor. 'We understand the concern this may cause among students, parents, and the community,' said the sheriff's office. 'The safety of our students is our highest priority, and we are committed to maintaining a secure, respectful, and professional educational environment.' Minnick is a former faculty member at Gateway Private School in Dublin and is accused of illicit sexual contact with a Pulaski County student, the sheriff said. Teenager shot at Memorial Day flea market; vendor charged Gateway Private School officials are working with the sheriff's office in the investigation and took immediate action to 'ensure the safety and well-being of all students' upon learning of the allegations. 'Pulaski County Sheriff's Office would like to thank Pulaski Police Department and the Pulaski County Commonwealth's Attorney's Office for their assistance in this matter. MALVERN, Ark. – A Malvern mother who was reported missing out of Pulaski County in April still has not been seen, heard from, or found and now her mother is asking for the public's help. Melissa Townser, the mother of Sharamiya White, 30, said the last time she spoke with her daughter was Feb. 13 prior to Valentine's Day and the two discussed an argument White had with her boyfriend around that time. 'I was searching for her, and I was asking the family if they had heard from her and they said 'no',' Townser said. Pulaski County woman missing for almost five months, family still searching for answers Townser filed a missing person's report with the Pulaski County Sheriff's Office, her daughter had been out on parole after being released from jail last year on a theft charge. 'She was working and then she lost that job and was looking again,' Townser said. 'She was talking about an interview, but I don't know if she got that job.' Townser said that since being released from jail, her daughter 'was doing good.' 'She's been homeless before, but even when she was homeless, she used people phones and would call me and let me know she was doing alright or if she needed help,' Townser said. Pulaski County deputies report missing 68-year-old woman found safe Townser described her daughter as a 'people person' who loved to talk and help people if she could. She said she had gone to near White's boyfriend's home in Maumelle and spoke with a neighbor who told her they gave her a ride to the Our House halfway house on Roosevelt Road. But when she went to Our House, Townser said they told her they hadn't seen her. Townser said she's contacted White's boyfriend who said they haven't spoken since their argument and at this moment she doesn't know her daughter's whereabouts or if she could possibly be in trouble. 'She has a six-year-old son, and she would always call and check in on him, her son means everything to her and it's unbelievable that she's not calling or checking on him or anything like that,' Townser said. Little Rock family hopes social media can help with 31-year-old missing person's case Townser said there have been occasions where White has 'taken off' in the past, being gone for a month or six weeks at a time before contacting anyone. She said she also contacted White's parole officer, and they had not heard from her since February as well.
