More to be done to curb rip-offs by banks and insurance companies
In 10 months, consumers had a staggering R328 million extracted unfairly from them. If there is something South Africans love to moan about, it is the battles they have with companies in the financial services sector. Banks and insurance companies, both of which constitute 'grudge' purchases, are the main culprits. Now, the National Financial Ombud Scheme's report – just for the period between March and December last year – shows that we're not imagining the poor treatment which gets doled out to us by these institutions. In those 10 months, consumers had a staggering R328 million extracted unfairly from them. That is almost a shocking R1 million a day that saw money going to these enterprises by unfair means. It was life insurance where the ombuds scored the biggest gains for policy holders, recovering just under R203 million for them. Short-term insurance was the next biggest culprit, with R94 million being returned to policy holders for unfair decisions by insurers. By comparison, banks did reasonably well, racking up just over R29 million in money returned to their clients for various wrongdoings. The credit sector looks good with just over R2 million returned to its customers after disputes. R12 million needed to refurbish Westville prison kitchen amid infrastructure concerns

Image: Independent Newspapers Archives The closure of the kitchen at Westville Correctional Service Medium A in February due to non-compliance has put the spotlight on the crumbling state of prison infrastructure in KwaZulu-Natal. During a presentation to the Portfolio Committee on Correctional Services this week, the Department of Correctional Services (DCS) revealed that it needs R12 million to refurbish the Westville kitchen, which includes replacing equipment, repairing the floor surface, tiling, and painting. In the meantime, meals for inmates are being prepared by other kitchens within the Westville Management Area. Members of Parliament in the committee expressed concern over the poor condition of kitchens and facilities across several centres in KZN and Gauteng, many of which are in disrepair. MPs questioned why the facilities were in such a poor state despite hundreds of millions of rand being paid to the Department of Public Works and Infrastructure (DPWI) for maintenance. Committee chairperson Kgomotoso Anthea Ramolobeng said, 'We cannot keep on paying DPWI when servicing ought to be done but nothing happens whilst we are sitting with correctional facilities that are highly dilapidated, on the verge of collapse.' The committee was told that more than R842 million was paid to the DPWI during the 2024/25 financial year under the user charges allocation. However, the DPWI has relinquished most of its maintenance duties to the DCS, prompting members to question whether the DCS has formally requested a refund. Ramolobeng asked, 'What is the process of requesting a refund?' and said members wanted to know when a request was made and how the DPWI responded, if at all. The Modderbee Correctional Centre kitchen project in Gauteng also came under scrutiny. A full upgrade tender advertised by the DPWI lapsed with no award made. The DCS went ahead with limited renovations using its own staff and inmates in October 2023 at a cost of R94 464. The kitchen reopened in March this year but still needs R7 million for equipment.

Are you drowning in escalating municipal bills?
JOHANNESBURG - Municipal billing has been a headache for decades. Residents in many parts of the country often complain about incorrect bills, either charged for things they didn't use or receiving inflated invoices bills they don't understand. This leads to frustration and lack of trust in the system, and some end up refusing to pay the bills either because they cannot afford them or they feel they are paying for services they do not get. Because of this, municipalities find themselves trapped in debt because of their poor revenue collection models, leaving them unable to provide basic services. One example is water. In November 2024, the Portfolio Committee on Water and Sanitation revealed that Vaal Central and Magalies Water face bankruptcy due to R23.7 billion in municipal debt. Then there is the long running saga of power cuts. In February 2025, SCOPA announced that municipalities owe Eskom R94 billion. This is a vicious cycle that hurts both residents and municipalities. With more people complaining about their ballooning municipal bills, eNCA asked its viewers if they were drowning in escalating municipal bills. This opened a floodgate of reactions with many voicing their frustrations. One user on X Gabonewe Setshedi says rising municipal bills are unbearable, particularly for water and electricity services. "These combined prices have increased significantly in my area and many parts of Tshwane. It's a significant concern for me." Sharing the same sentiments is Ketlareng Sybil Matlhako who noted the challenge in the billing system. "It's not possible to get a bill of water at R12 000 each month. The municipal bills have an impact on the ability of citizens to balance the already rising cost of living." One user says they simply do not have money to pay for services they do not receive. Carl Taylor on Facebook says this continued payment for services not rendered must be illegal and against the constitution. Taylor's sentiments were also echoed by Shirley van Son, describes Tshwane as a slum with burst water pipes, raw sewage running down the roads, street lights that don't work, overgrown verges and pavements taken over by weeds. Now Centurion is dealing with sinkholes. "One gets references but nothing gets done to fix the problem. Paying for services we don't get," she said. On eNCA's SA Morning Soapbox, reporters took to the streets of Cape Town and Johannesburg to give residents a chance to weigh in on the topic. Many say the increasing cost of electricity, water, and property as well as rates and taxes, have added to their burden, forcing them into creative ways of budgeting to make ends meet.
