Wan Suraya's AG appointment complies with law, says Kulasegaran

KUALA LUMPUR: The appointment of Datuk Wan Suraya Wan Mohd Radzi as Auditor General (AG) is legitimate and in line with the Federal Constitution and Audit Act 1957, said Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) M. Kulasegaran. During the ministry's winding-up session on the AG Report 2/2025, Kulasegaran said there was no arising issue regarding Wan Suraya's appointment and that legal provisions governing the appointment process were clear. "Article 105 of the Constitution provides that the AG shall be appointed by the Yang di-Pertuan Agong on the advice of the Prime Minister, after consultation with the Conference of Rulers. "Meanwhile, Section 4 of the First Schedule of the Audit Act allows the AG to be appointed from among members of the public services itself," he said. He also said the act provides that if the AG is appointed from among the public services, the position is pensionable and the remuneration is set at RM27,758 per month, with allowances and privileges under the Second Schedule. However, if the appointee is not from the public services, the remuneration remains the same but would not be pensionable. Both scenarios, he said, are legally accounted for under Article 105(5) of the Constitution. Earlier today, opposition lawmaker Datuk Seri Takiyuddin Hassan questioned the legitimacy of Wan Suraya's appointment as AG and whether it complies with the Constitution. The Kota Bharu member of parliament argued in the Dewan Rakyat today that Article 105(4) of the Constitution implies that the AG must not be a serving member of the civil service, stressing the importance of independence in the role. He claimed that Wan Suraya was a serving civil servant and last held a position at the Malaysian Institute of Integrity.

KLANG: A former director of a company offering umrah packages has been charged in separate Magistrate's Courts here with two counts of dishonest misappropriation of property, amounting to RM48,960.20, two years ago. Datuk Zulkarnain Endut, 44, pleaded not guilty to both charges. In court before Magistrate Siti Zubaidah Mahat on Thursday (July 17), he was charged with misappropriating property, in the form of cash totalling RM27,960.20, belonging to a 45-year-old man in Jalan Tanjung Shawal, Klang, between Feb 1 and July 28, 2023. He was also charged before Magistrate Nor Azilah Mat, with another person still at large, with misappropriating RM21,000 given to them by a man for an umrah package with Emraz Travel and Tours Sdn Bhd. The offence was allegedly committed in Bandar Sultan Suleiman, Klang, between Feb 23 and March 29, 2023. Both charges were framed under Section 403 of the Penal Code, which provides for imprisonment of up to five years with caning, and a possible fine, if found guilty. Magistrates Siti Zubaidah and Nor Azilah allowed him bail of RM2,500 and RM6,000 respectively, and set Sept 24 for mention. – Bernama

KLANG: A former director of a company providing umrah packages faced two charges of dishonest misappropriation of property amounting to RM48,960.20 in separate Magistrate's Courts here. Datuk Zulkarnain Endut, 44, denied both charges. In the first case before Magistrate Siti Zubaidah Mahat, he was accused of misappropriating RM27,960.20 belonging to a 45-year-old man in Jalan Tanjung Shawal between February 1 and July 28, 2023. In the second case before Magistrate Nor Azilah Mat, he and another individual still at large allegedly misused RM21,000 given by a customer for an umrah package under Emraz Travel and Tours Sdn Bhd. The offence occurred in Bandar Sultan Suleiman between February 23 and March 29, 2023. Both charges fall under Section 403 of the Penal Code, carrying a maximum penalty of five years' imprisonment, whipping, and a possible fine if convicted. Magistrates Siti Zubaidah and Nor Azilah granted bail at RM2,500 and RM6,000 respectively, with the next mention set for September 24. Deputy public prosecutors Salman Alfarisi Nawawi and Ahmad Sulfie Abu Hassan handled the cases, while lawyer Muhammad Nur Aiman Mohd Lazim represented Zulkarnain. - Bernama

Econpile secures RM27mil piling contract in Selangor

KUALA LUMPUR: Construction firm Econpile Holdings Bhd has secured a RM27 million contract for piling and pile cap works for two 37-storey serviced apartment blocks in Kelana Jaya, Selangor. In a filing with Bursa Malaysia today, the company said the contract was awarded to its wholly owned subsidiary, Econpile (M) Sdn Bhd, by Bayu Melati Sdn Bhd. The project, located at Lot 72699, Off Jalan SS8/6, comprises 1,155 apartment units and is scheduled for completion within 12 months from July 14, 2025. Econpile said the contract is expected to contribute positively to its revenue and earnings for the financial year ending June 30, 2026. "There are no foreseeable significant risks beyond the usual operational risks during the contract period," it noted, adding that mitigation measures would be in place to minimise potential impacts. The company also confirmed that none of its directors, major shareholders, or connected persons have any interest in the project.
