PORT KLANG: A new safety directive for additional electrical wiring in motor vehicles will take effect on Jan 1, 2026, the Road Transport Department (RTD) announced. Director-general Datuk Aedy Fadly Ramli, said that approximately 65,000 buses – including express and tour buses – will be subject to the mandatory implementation. This follows the tragic incident involving a teenager who was electrocuted while charging his mobile phone using a socket on an express bus at the Penang Sentral terminal on Nov 1, 2024. Investigations revealed the cause to be faulty wiring. Aedy added that the directive – the Internal Work Sheet, or IWS(e) – is a mandatory internal document aimed at ensuring that additional electrical installations – such as sockets, air conditioning, or entertainment systems – exceeding 50 volts do not pose safety risks to vehicles or passengers. He announced the directive after touring the Pioneer Coachbuilders Sdn Bhd assembly plant at Kampung Telok Gong today. For vehicles registered before Jan 1, 2026, a one-year transition period will be given before full enforcement begins on Jan 1, 2027. Aedy said the IWS(e) focuses on three components: inspection of the installation, electrical safety (including grounding), and a functional test to ensure all equipment operate correctly. He added that the document must be prepared and certified under the supervision of an RTD-registered electrician who holds the appropriate qualification from the Energy Commission. "This step ensures all installations are performed professionally, safely, and in accordance with established standards," he said, warning that installations or modifications by unauthorised technicians are prohibited. Aedy said the implementation is not only regulatory in nature but was also a crucial technical improvement in the national automotive sector. The IWS(e) will be required during inspections at Motor Vehicle Inspection Centres (PPKM), including for locally built buses. These vehicles must also present a Certificate of Completion and Compliance (PPP) as proof of safe installation. "If existing wiring systems are still in use, owners must submit the IWS(e) during inspection to prove the installation was done safely and according to specification," he said. The certificate must be presented to Puspakom for verification during permit or Motor Vehicle Licence (LKM) renewals. "If the certificate is not available, the vehicle will not pass inspection," he said. Engagement sessions will be held with bus operators and coachbuilders to explain the process, documentation, and checklists required. Coachbuilders are encouraged to begin preparing the IWS(e) documentation ahead of the announced dates. "If preparations are complete, implementation can proceed immediately to support the early, phased rollout," he said.

KUANTAN: The Road Transport Department (RTD) will expand enforcement of seat belt use to include buses owned by institutions of higher learning and fully residential schools. Its director-general Datuk Aedy Fadly Ramli said the department will collaborate with the Higher Education Ministry and the Education Ministry to conduct phased inspections starting next month. He said RTD technical teams and state enforcement units will be mobilised to ensure passengers on these buses use seat belts. "Almost all higher learning institutions and boarding schools have their own buses, but we want to ensure that even self-maintained buses meet the required specifications and that the drivers comply with the stipulated regulations. "We do not want to focus solely on tour and express buses," he said when met by reporters after the Pahang-level MyLesen (B2) Licence Handover Ceremony here today. Also present was Pahang RTD director Syed Ahmad Khirulanwar Alyahya Syed Abdul Rahman. Aedy Fadly also said the department will not hesitate to suspend or revoke licences issued under the MyLesen B2 Programme if recipients are found guilty of traffic offences, particularly illegal street racing. He said the move is aimed at ensuring participants appreciate the federal government's efforts in providing them with valid driving licences. "We don't want selected participants to abuse their licences by engaging in unlawful activities such as street racing once they receive them. "Therefore, we are currently reviewing and refining methods to either suspend or revoke their licences if they are caught by RTD or police for such activities. "If they wish to reapply, they will need to go through the process like others," he said.

KUALA NERUS: The Road Transport Department (RTD) is detailing additional measures to be taken against the express bus operator involved in last month's accident, which claimed the lives of 15 Universiti Pendidikan Sultan Idris (UPSI) students. Its director-general Datuk Aedy Fadly Ramli said this follows the initial report of the Special Task Force on the tragedy, which was released by the Transport Ministry yesterday. "We are currently finalising the details, and have already taken action with the Land Public Transport Commission (SPAD) by revoking the bus company's permit. "There will be several more measures to come. "Meanwhile, action against the bus driver is currently being handled by the court, so RTD is not interfering at this stage. "If a fatal accident involves a driver, action will be taken by the police and the court," he told reporters after launching the state-level 2025 MyLesen B2 presentation ceremony, which involved 968 participants. Aedy Fadly said that, based on the initial report, the issue needs to be addressed comprehensively, with actions taken not only by RTD or the police, but also by other relevant agencies, to enhance the road safety system in the country. It was reported that the initial findings revealed that the bus was travelling at twice the permitted speed limit, which was one of the causes of the accident. The report also highlighted systemic weaknesses in industry governance, regulatory compliance, and the effectiveness of enforcement by both the operator and regulatory agencies. Meanwhile, Aedy Fadly said that, since July 1, the RTD has issued 1,274 compound notices under the special operation on seat belts against drivers and passengers of express buses, tour buses, and goods vehicles. He said that, out of the total, 1,000 notices were issued to passengers for not wearing seat belts, 262 notices to drivers for the same offence, and 12 notices to express buses that failed to install seat belts. "For passengers, 878 notices were issued to express bus passengers, 107 to tour bus passengers, and 15 to passengers or drivers of goods vehicles. "For drivers, 33 notices were issued to express bus drivers, 24 to tour bus drivers, and 205 to goods vehicle drivers," he said. THE word "Kejara" in the Kejara Demerit System is an abbreviation of "Sistem Kekompetenan Jalan Raya", or the Road Safety Competency System. First implemented in 1987, Kejara is prescribed to traffic offenders: the more points accumulated through traffic violations, the closer they are to a suspension or revocation of their driving licence. For instance, the highest 15 demerit points are slapped on motorists who drive while intoxicated or high on drugs, those who refuse to provide breath, blood or urine samples as ordered, those who drive dangerously or inconsiderately and those who race illegally. If a motorist knocks down a person or is caught speeding, it's 10 points, so is failure to display vehicle identification at an easily-accessible place. It's eight points if motorists drive carelessly or fail to move aside for emergency services like ambulance, firefighters, police as well as Customs or Road Transport Department vehicles with their sirens on. It's five points if you drive with wornout tyres, enter a no-entry street or overtake at a double line. All in all, these are examples of the typical bad behaviour of Malaysian drivers. If drivers accumulate 15 or more points, they are issued a show-cause notice that must be responded to within 14 days. Further accumulation will lead to driving licence suspension of between six and 12 months, but a third offence will incur a driving licence ban for five years. After almost 40 years of enforcement, Kejara is a failure, according to Transport Minister Anthony Loke. The RTD is finalising the proposed changes, but they realise that they have to rectify a major flaw first. The RTD has to circumvent a loophole where points are deducted only after compounds are paid or offenders charged in court, not when the summons was first issued. This allowed drivers to delay or avoid penalties by not paying fines. The overhauled Kejara could correct this dysfunction: demerit points being imposed regardless of whether a summons is paid to enforce effective and prompt penalties. However, arising legal complexities and the intervention of the Attorney-General's Chambers have delayed implementation. This remains true: Kejara's weaknesses are linked to poor driving and high road accidents, especially after it was temporarily discontinued in the past. It doesn't have to be. Similar systems in European Union nations recorded more seatbelt use, reduction in road fatalities and risky driving behaviour. China and the United Arab Emirates saw fewer traffic light offences, while Kuwait recorded a 15 per cent reduction in traffic injuries. Canada registered more cautious driving, while the United States showed improved compliance and less repeat offences. Demerit points lead to fewer crashes and fatalities with sustained enforcement, but only if redesigned as an immediate, integrated and smart system that punishes offences in real time. Add enforcement with education, transparency and community participation and Kejara could return from a failed system to a tool of accident prevention and road discipline.
