1 2 Mangaluru: The long delay in opening the twin railway underbridges (RUB) at Mahakalipadpu in the city is causing severe traffic snarls on the Pumpwell bypass road, the main entry point to Mangaluru city. The Palakkad division of the Southern Railway has already completed the pushing of all the four concrete boxes. However, the Mangaluru Smart City Limited (MSCL) could not complete the concrete roads on either side of the RUBs. The MSCL authorities say that the work can be started only if the Railways complete the laying of the pipeline to clear the water at the site. A series of protests were held seeking the authorities to complete the RUB work at Mahakalipadpu ever since the road from Jeppu to Jappinamogaru was closed to facilitate the RUB work. The Rs 50 crore 4-lane RUB project was initiated on March 29, 2021, by the then MP of Dakshina Kannada Nalin Kumar Kateel and Mangaluru City South MLA D Vedavyas Kamath. Currently, all vehicles from Kerala, Ullal, Konaje, Mudipu, and other places enter Mangaluru city via Pumpwell bypass road, leading to traffic snarls during peak hours. Once the RUB at Mahakalipadpu is commissioned, the traffic density on the Pumpwell bypass stretch will reduce considerably. DYFI Dakshina Kannada district secretary Santhosh Bajal said that a lack of willpower among elected representatives is a major hindrance that leads to delays in development works. He said an action committee formed to demand completion of the RUB at Mahakalipadpu has held several protests and submitted memorandums to the authorities. "We will hold a dharna in front of the office of MSCL or Railways if the work gets delayed further," he added. Tulunada Rakshana Vedike founder president Yogish Shetty Jeppu, who has been at the forefront of protests for the cause, called upon the public to, "Join hands and seek authorities concerned to expedite the work." MSCL general manager (technical) Arun Prabha KS said that water accumulates at the RUB site, making it difficult to take up the development of the road. "Railways will have to lay a 300m pipeline, but they have laid only about 120m so far. We have been working at the site and will expedite the work once the pipeline laying work is completed," he added.

Officials confirmed that the UT administration had issued the notification under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. A Social Impact Assessment (SIA) study has already been conducted, which concluded that while no displacement is anticipated, two families from Raipur Kalan village will lose portions of their agricultural land. In a related development, the sub-divisional magistrate (Central) has been appointed as the administrator for rehabilitation and resettlement of the project. The daily ordeal of motorists has been a major concern in the area, as they are forced to wait in long queues at the level crossing, even after the train has passed. The RUB is expected to significantly ease this problem. Usha Rani, municipal councillor from Harmilap Nagar, criticised the prolonged delay, stating, 'The Detailed Project Report (DPR) was prepared back in 2017. The UT administration had assured that the land acquisition will be completed by January and construction by April this year, but nothing moved on the ground. It's a long-pending demand of the residents, and now, finally, it seems the project will move ahead.'

Responding to a report carried by The Hinduon Monday, June 23, the Executive Engineer clarified that the decades-old Ramakrishna Puram (RK Puram) Railway Over Bridge (ROB), a critical link between Trimulgherry and key eastern suburbs like AS Rao Nagar and ECIL, is set for a significant upgrade and expansion as urban traffic pressure continues to mount. 'The government of Telangana has granted administrative sanction for the project. ₹210 crore has been earmarked for the construction of the new ROB and another ₹35 crore for the Railway Under Bridge (RUB),' informed the Executive Engineer of the GHMC's North Zone. Built over twenty years ago, the existing two-lane bidirectional bridge has long served as a lifeline for commuters between Secunderabad and the city's expanding eastern corridor. However, with rapid urbanisation and a sharp spike in vehicular volume, the structure is now struggling to keep pace, especially during peak hours. The maintenance of the flyover has been under the watch of the GHMC's Engineering section. To address its ageing infrastructure, tenders were recently invited for a restoration project that includes replacement of the wearing coat, expansion joints, and repairs to the crash barriers. GHMC officials said the work will commence soon after finalisation of the executing agency. A statement from the GHMC said that a broader solution is also in the pipeline. 'Traffic studies have prompted the decision to construct a new three-lane unidirectional ROB parallel to the existing structure. This will be complemented by a parallel RUB to further ease the load and improve flow in the corridor,' the statement mentioned. Joint inspections have been carried out with railway officials, and the General Arrangement Drawings (GADs) for both structures have been submitted. The railways, in turn, have sought centage charges of ₹41.52 lakh for the ROB and ₹66.70 lakh for the RUB. Payment processing is underway, after which tenders will be floated post railway approval of the GADs. 'Once completed, the existing bridge will be converted to a unidirectional structure, easing congestion and enhancing overall traffic management in the area,' the executive engineer stated.
