He emphasized that the purpose of RDF is to promote agriculture and rural infrastructure, including the development of rural roads, marketing infrastructure, storage facilities in mandis, and automation and mechanization of mandis. The chief minister said that despite amending the Punjab Rural Development Act, 1987, in accordance with the Department of Food & Public Distribution guidelines, the Punjab's share in RDF has not been released since KMS 2021-22. Mann stated that Rs 7,737.27 crore under RDF and Rs 1,836.62 crore under market fees are yet to be released by the Centre, a Punjab government's statement said. The chief minister noted that this non-reimbursement has severely impacted the development and maintenance of rural infrastructure and the rural economy in the state. He also highlighted the persistent shortage of covered storage space in the state over the past two years. During KMS 2023-24, he said that the shortage of space led to the extension of the delivery period for milled rice up to September 30, 2024. Mann said that this caused concern among millers during the last Kharif season, making them initially reluctant to lift and store paddy, adding that the issue was later resolved with the cooperation of central government. The chief minister said that for KMS 2024-25, out of 117 lakh metric tonnes (LMT) of rice to be delivered to the Food Corporation of India (FCI), only around 107 LMT had been delivered by June 30, 2025. Mann said that only 80 LMT of rice has been moved out of the state in the last 12 months. He further said that although FCI had planned to move 14 LMT in June 2025, only 8.5 LMT was actually lifted. The chief minister stressed the need for the movement of at least 15 LMT of rice in July 2025 to complete milling by July 31. He said that delays may trigger unrest among millers and hinder paddy procurement for KMS 2025-26, . To optimize storage, he urged the Union minister to adopt a proactive approach to identifying, approving, and hiring covered godown. Mann said that a strategy of converting covered godowns of wheat to rice needs to be implemented. This strategy could free up 7 LMT of capacity for rice storage in KMS 2025-26, he said, adding that this model be adopted nationwide to mitigate space shortages. Raising the issue of 'arthia' (agent) commission, the chief minister said that the Union government had de-linked the commission from MSP in Kharif season 2020-21. The Bihar Cabinet has approved a memorandum of understanding (MoU) between the Airports Authority of India (AAI) and the state government for the development of six small airports under the 'Ude Desh ka Aam Nagrik' (UDAN) scheme. The hotel will be developed under a 60-year lease in PPP mode, with the lease tenure extendable by another 30 years. The company will deposit an amount based on the minimum value register (MVR) and annual lease deed fee. This will be the first of three five-star hotels planned in the city. This study, to be conducted by the Central Mine Planning & Design Institute (CMPDI), will assess sand deposits after the monsoon. The findings will guide sand mining permissions in line with District Mines Survey Reports. The project has been allocated ₹2.58 crore. Land allocated for industrial area in Saran The Cabinet approved the transfer of 70.5 acres of land in Arna (Mauja), Amnour circle, Saran district to the Industries Department for the development of an industrial area.

Farmers upset with postponement of mandi opening
1 2 Koraput: Koraput administration has indefinitely postponed opening of mandis (paddy procurement centres), which were scheduled to commence operations from May 25 for the Rabi Marketing Season (RMS). The decision has triggered discontent among farmers, who fear that the delay may force them to sell their paddy to middlemen at throwaway prices. As per a decision taken at the district-level procurement committee (DLPC) meeting held on May 13, 73 mandis were to be opened across the district. This is a crucial period for farmers as the monsoon is approaching, and they require funds for agricultural activities like buying fertilizers and repaying old loans, said Narendra Kumar Pradhan, secretary of Koraput Farmers' Association. Postponing the mandi opening indefinitely will push farmers towards distress sales. While the govt offers Rs 3,100 per quintal of paddy, including input subsidy, farmers might be forced to sell it for around Rs 2,000 to middlemen if the procurement process is delayed, he added. While 58 mandis are planned for the Jeypore sub-division, the remaining will be set up in the Koraput sub-division. Responding to the concerns, chief civil supplies officer (Koraput) P K Panda said the delay was necessitated due to anticipated rainfall from a low pressure system and reports from the agriculture department indicating that paddy harvesting is yet to be completed in key areas. It was assumed that by May 25, harvesting in Kundura block would be completed and hence inauguration of mandi was fixed in Kundura block. However, the agriculture department has reported that only 20% of the paddy has been harvested there, Panda said. "Once we receive a full report from the department, we will announce the next date for mandi opening. We are hopeful of starting operations around June 6," he added. Officials have confirmed that around 1,69,789 farmers have registered to sell their produce this season. Farmers have been instructed to bring Fair Average Quality (FAQ) paddy to the mandis, which will remain operational until the procurement target is met.

At 74.95 LMT, highest wheat procurement in Haryana in 4 years
According to government sources, 74.95 lakh metric tonnes (MT) wheat has been procured so far in Haryana this year. The procurement in the state is being done by four agencies, the Department of Food, Civil Supplies and Consumer Affairs, HAFED, Haryana Warehousing Corporation, and the Food Corporation of India (FCI). The data is from April 1 to May 14, 2025, by various procurement agencies. Out of the total, 72.90 lakh metric tonnes have been purchased for the centre and 2.05 lakh metric tonnes for the PDS, officials said. So far, 73.03 lakh metric tonnes of wheat have already been lifted in the state, which is nearly 97.40%, they added. According to Haryana's e-Kharid portal of Food and Civil Supplies Department, Sirsa tops the state with nearly 8 lakh MT wheat purchase, followed by Karnal, Jind, Kaithal and Fatehabad. Similarly, 100% lifting has been achieved at Karnal, Kurukshetra, Gurugram and Faridabad. Over a month after wheat procurement officially started in Haryana, the state agencies during the ongoing Rabi Marketing Season 2025–26 have managed to procure 74.95 lakh metric tonnes (MT) of the crop, just near the set target of 75 lakh MT this year, figures show. So far, wheat has been procured from 4,68,636 farmers at the minimum support price (MSP) fixed at ₹2,425 per quintal and a total payment of ₹16,462.70 crore has been directly transferred to their bank accounts, an official statement read. Sharing year-wise figures, a government spokesperson said that 41.85 lakh MT wheat was procured in 2022-23, 63.17 lakh MT in 2023-24, 71.50 lakh MT in 2024-25 and 74.95 lakh MT has been procured so far this year, which is the highest in the last four years. 'Compared to last year, there has been an increase of 3.45 lakh MT in wheat procurement. Besides this, wheat was procured from 4,56,606 farmers last year, this time wheat has been procured from 4,68,636 farmers,' the spokesperson added. In March ahead of procurement, Haryana had set a target to procure 75 lakh MT wheat of the total production of about 116.24 lakh MT. According to the agriculture department, wheat was sown in an area of over 24.63 lakh hectares. The spokesperson further said that mustard procurement for Rabi season 2025–26 took place from March 15 to May 1, 2025, by HAFED and the Haryana Warehousing Corporation. As of May 14, 7.74 lakh MT of mustard has been lifted by the procurement agencies in the state. The state government has procured mustard from 2,59,400 farmers, and payments totaling ₹4,312.52 crore have been directly transferred to their accounts, the spokesperson said.
