Standing committee clears key layout plans for Delhi govt projects

In its first meeting in over two years, the standing committee of the Municipal Corporation of Delhi (MCD) on Thursday approved layout plans for several major government projects. These include revised layouts for Delhi Transport Corporation (DTC) group housing colonies in Shadipur and Hari Nagar, a Delhi University complex in Dhaka, the Indian Institute of Foreign Trade campus in Maidangarhi, and updated plans for St Stephen's College, Shri Ram College of Commerce, and the National Physical Laboratory in Pusa. The panel also cleared layouts for a housing project for the Rajya Sabha secretariat at RK Puram and revisions to a plan on Deen Dayal Upadhyay (DDU) Marg. (Sonu Mehta/HT Photo) Several large-scale infrastructure projects in the city had been stalled for over two and a half years due to the standing committee's prolonged absence, owing to political and legal disputes. The 18-member body is empowered to approve all proposals involving financial implications of ₹ 5 crore or more, changes in layout plans, audits, and other key financial policy matters. At Thursday's meeting, a total of 57 layout proposals were presented, of which nine—mostly government-related—were approved. The remaining proposals, largely from private property owners and companies, have been deferred to the next meeting. The committee also cleared 16 other non-layout-related items, including the hiring of gardeners across six administrative zones, sanitation and housekeeping staff for municipal hospitals such as Kasturba and Hindu Rao, and the bulk procurement of insecticides and larvicides by the public health department ahead of the monsoon. The meeting, which lasted over three hours, saw members raise issues from their respective zones and wards. These included the stray cattle menace, sealing of commercial establishments, drain de-silting delays, road damage due to rain, and poor sanitation. AAP member Rafia M highlighted the declining number of Urdu medium schools in Old Delhi, citing serious infrastructure and staffing issues in the few that remain. A short-notice question on monsoon preparedness was also taken up, in response to which the MCD stated it had exceeded its silt removal target. The civic body said it had cleared 156,148 metric tonnes (MT) of silt from drains over 4 feet wide, against a target of 126,474 MT. MCD commissioner Ashwani Kumar, addressing concerns over waterlogging, said the city may still see localised flooding despite the silt clearance. 'We are neither god nor do we have control over Lord Indra. Some low-lying areas may still face waterlogging,' he told the committee. The meeting also saw journalists being barred from entering the committee chambers—a break from longstanding convention. AAP leader of opposition Ankush Narang criticised the decision, saying, 'This is the first time in MCD's history that the BJP has not allowed media access to a committee meeting. AAP strongly opposes the move.'

New Delhi: Municipal Corporation of Delhi's deliberative wing has announced expediting the processing of approving outstanding health trade licences across categories. Thanking chief minister Rekha Gupta for removing the requirement to obtain a no-objection certificate from Delhi Police, mayor Raja Iqbal Singh said that the initiative would help more businessmen save time. According to information available on the corporation's website, the total applications for health trade licences received from Oct 2019 till date were 50,422, of which 3,323 were under process, 21,666 issued and 25,430 rejected. In comparison, the total applications received by Delhi Police were 51,780, with 1,587 under process, 13,354 issued and 36,839 rejected. The total applications received by Delhi Fire Services were 29,133, with 20,744 issued, 5,040 under process and 3,349 rejected. The number of applications received by Delhi Pollution Control Committee was 54,279, of which 33,218 were issued, 19,149 rejected and 1,912 under process. "So far, traders need to apply with four-five agencies for NOCs or obtaining health trade licences, including fire, MCD/NDMC, Delhi Police and DPCC. If any of these agencies denies NOC, then the overall licence is cancelled. The CM's direction to withdraw Delhi Police NOC for seven trade activities is a step in this direction." Leader of the House Pravesh Wahi said that MCD would issue the licences in a time-bound manner (60 days). The standing committee chairperson, Satya Sharma, said that prior to the Delhi Legislative Assembly elections, Prime Minister Narendra Modi made some promises, and they were formulating a plan to fulfil those promises. The civic body claims to have brought several reforms in recent years to streamline the process of issuing health trade licences for 95 types of activities. "Earlier, 18 documents were required, which were reduced to five to obtain NOC. Prior to trifurcation, the building department's permission was required, which was also removed. In 2016, the requirement for clearance from the property tax department, receipt of conversion, and parking charges was delinked, and in 2022, the concept of instant health licences was introduced," stated MCD. Thereafter, the tenure for issuing licences for three financial years was extended up to six years.

With the elections for the two key posts of MCD's Standing Committee slated to be held on June 12, the AAP and the ruling BJP named their candidates for the posts of chairperson and deputy chairperson on Friday. The Standing Committee is an 18-member body, which gives the go-ahead for civic services costing Rs 5 crore and above. Due to a tussle between the AAP and the BJP, its formation was in limbo since the December 2022 MCD elections. However, this week, with the election of all 18 members, the formation process inched closer to completion. The BJP has filed the nominations of councillors Satya Sharma and Sunder Singh for the posts of chairperson and deputy chairperson. Mayor Raja Iqbal Singh and Leader of the House Parvesh Wahi, were present. From the AAP, Praveen Kumar has filed nominations for the posts of chairperson and Mohini Jeenwal for the post of deputy chairperson. Leader of Opposition Ankush Narang said that they have given preference to their senior-most councillors for the nomination. The BJP has 11 councillors in the standing committee, the AAP has 7. MCD receives Rs 820 crore as tax grant, Rs 50.78 crore for Delhi landfill biomining

New Delhi [India] June 6 (ANI): Municipal Corporation of Delhi has received Rs 820 crore from the Delhi government under the first instalment of Basic Tax Assignment for the financial year 2025-26. This substantial allocation, in accordance with the recommendations of the Fifth Delhi Finance Commission (DFC), will play a vital role in strengthening the Corporation's financial position and supporting various public services across the capital. The allocation is 6 per cent of the Delhi government's net tax collection, as per the recommendation of the 5th DFC. The amount is an untied grant from the Delhi government, which can be utilised for any kind of expenditure, unlike tied grants, which are work-specific and linked to a sector. This timely release of funds to MCD will help in liquidating its liabilities, and the corporation remains committed to utilising these funds efficiently and transparently for the welfare of the citizens of Delhi. Delhi Mayor Raja Iqbal Singh thanked Delhi Chief Minister Rekha Gupta for providing MCD with financial assistance of over Rs 870 crore. Speaking on the occasion, Delhi Mayor Raja Iqbal Singh said the funding would improve public infrastructure, waste management, and local governance in the Capital. The Mayor stated, 'I assure all councillors and representatives that there will be no shortage of funds for public welfare and the BJP-ruled government in MCD will make Delhi, cleaner, greener and most developed city. The Delhi Government has also released funds to the tune of Rs 50.78 crore for biomining activities at three landfills sites in Delhi after revalidation of the unspent amount of the previous financial year. This release amount will help in the speedy activity of bio mining at these sites and facilitate in reduction in mounds of garbage. The particulars of funds released are as Okhla Landfill site Rs 20.25 crore, Bhalswa Landfill site Rs 20.75 crore and Ghazipur Landfill site Rs 9.77 crore. The Municipal Corporation reiterates its dedication to ensuring high standards of urban governance and improving the quality of life for residents in all wards under its jurisdiction. (ANI)

Last Updated: An orange alert is in place in Delhi for today, as the weather department forecast thunderstorms with lightning and gusty winds up to 50 km/h. The India Meteorological Department has issued an orange alert for rain, lightning, thunderstorm and squall in Delhi on Friday. According to the weather department, thunderstorms accompanied by lightning and gusty winds (40- 50 kmph) are very likely in the national capital today. It also said the weather today would remain generally cloudy, with moderate rain. An orange alert indicates that residents should be alert and prepared for potentially disruptive weather. This comes a day after Delhi received light showers on Thursday evening, bringing little respite from the hot and humid weather. The maximum temperature recorded on Thursday was 39.1 degrees Celsius on Thursday, 1.3 notches below the seasonal average, according to the IMD. The minimum temperature was registered at 29.0 degrees Celsius, 2.4 notches above normal. The relative humidity fluctuated between 63 and 49 per cent. On Tuesday, the weather department had said India is set to experience above normal rainfall this monsoon season and that the southwest monsoon rainfall over India is expected to be 106 per cent of the Long Period Average. The IMD said that above normal rainfall is most likely over the country as a whole during the monsoon season (June to September) 2025. In the forecast for June, the state-owned weather office said the average rainfall for the country is most likely to be above normal. A day later, Delhi Mayor Raja Iqbal Singh directed officials to carry out desilting work across all zones on a war footing, identify key waterlogging hotspots, and ensure emergency response mechanisms are in place to tackle any rain-related challenges. The Mayor also emphasised the need for each zone to be equipped with adequate resources, including machines, pumps and sanitation workers- particularly beldars – to enable a swift response during heavy rains.
