Preventing fires at Lko govt hosps: Facilities flout norms, expert panel tips go for toss
It has been more than two months since the five-member panel formed after the April 14 fire incident at Lok Bandhu Raj Narain Hospital, suggested a series of measures to prevent recurrence of such incidents. The fiber-glass covering at Balrampur Hospital (HT Photo) Hindustan Times visited a few government hospitals to see if these recommendations were being followed, and found shortcomings with respect to fire safety norms being implemented. The panel had made its recommendations on May 22. The HT team visited Balrampur Hospital and Dr Syama Prasad Mukherjee Hospital (Civil Hospital) and checked the reality of the recommendations of higher authorities of the health department. The pathology department at Balrampur Hospital has two floors, and on top of it a temporary structure stands with walls made of aluminium and glass but covered with fibre glass sheet. Even the parking area near the emergency block has no roof but only a fibre glass sheet, a highly inflammable material. At Civil Hospital, a portion of the OPD block is covered with the same fibre glass sheet and the ceiling is made of tin, whereas a portion of the emergency building is also covered with the fibre sheet. The wiring beside the OPD building is damaged at places and wires are hanging in the air, dangerous any day. Civil Hospital chief medical superintendent Dr Rajesh Kumar Srivastava stated that the portion which is covered with fibre glass sheet and tin shed on top of the OPD building is a kind of dump yard for waste material. There is no electricity connection in that portion which can be harmful to a patient or staff. In addition, the portion of the emergency block is temporary which is going to be removed and an HDU unit is going to be constructed in its place. Director of Balrampur Hospital, Dr Kavita Arya, stated that the portion over the second floor of the pathology department was temporarily made during the Covid period, which was used for sampling at that time. At present that portion is closed for patients and attendants. A safety audit of the hospital has been completed in which NOC for maximum wards has been received, she said . The five-member panel, formed by the deputy chief minister Brajesh Pathak and including director-general, health and family welfare, Ratan Pal Singh Suman, had recommended adequate fire fighting systems, unobstructed ramps and staircases, improved smoke ventilation mechanism, and an avoidance in the use of fibre glass and tin at government hospitals across Uttar Pradesh.

Bareilly: A 12-year-old girl in Sambhal complained about severe pain in her stomach. When medicines didn't work, her father took her to Moradabad, where an ultrasound test revealed that the "child was one and a half months pregnant". The minor girl told her father that a brick kiln supervisor raped her while she was grazing goats. Based on his complaint, an FIR was registered against the accused under sections of Pocso Act and BNS 65-2 (rape on a woman below 12 years of age). SHO Rajeev Kumar Malik said, "The girl has been admitted to a hospital, and her medical report is awaited." ASP (North) Rajesh Kumar Srivastava said, "A police team has been formed to arrest the accused, and further legal action will be taken accordingly."

1 Kanwar Pilgrim Dead, 3 Injured After Their Bike Collides With Tractor In UP
Sambhal: One Kanwar pilgrim died while three others sustained injuries after their motorcycle collided with a tractor in Uttar Pradesh's Sambhal district, police said. The incident occurred in the Asmauli police station area when a group of Kanwariyas, heading towards Haridwar to collect Ganga water on Saturday, attempted to overtake on a narrow stretch of road leading to Urha and crashed into an oncoming tractor. Speaking to media reporters, Additional Superintendent of Police (ASP) Rajesh Kumar Srivastava said, "Some Kanwar pilgrims travelling by bike to Haridwar to collect Ganga water, overtook on a narrow path in the Asmauli police station area on the route to Urha, during which they collided with a tractor." ASP Kumar further added, "Three people are injured, and one has died. The victim's identity has been confirmed, and the body has been sent for postmortem. The injured have received primary treatment at Sambhal District Hospital. From here, they have been referred to Moradabad. Everyone has cooperated." Meanwhile, Moradabad Municipal Corporation's 'Jatayu Van' has deployed HD drones for surveillance of the Kanwar routes to ensure a smooth and safe pilgrimage for the devotees. The live feed of the drone camera is being sent to the integrated command control centre through 'Jatayu Van' for monitoring of the routes. The feed is also connected to the mobile phones of the officers for quick and effective coordination to ensure devotees do not face any challenges during the pilgrimage. The Moradabad Municipal Corporation is also setting up a massive Shiv Darbar, featuring a 30-foot-long idol of Lord Shiva, to welcome all the Kanwar Yatris. Along with this, a special resting place, a Kanwar Yatra shed, has been made with a capacity of over 100 people. 'Sawan' holds a special place in Hindu mythology. Devotees undertake fasts and offer prayers to seek the blessings of Lord Shiva during this period. The chanting of Shiva mantras, singing bhajans (devotional songs), and performing Rudrabhishek (ceremonial bathing of Shiva Lingam with holy substances) are common practices observed with fervour across households and temples during the 'Sawan' month. This year, Sawan month commences from July 11 and will conclude on August 9.

Mock drill today to ensure emergency preparedness in Kanpur
1 2 3 Kanpur: The city is set to witness a Civil Defence mock drill on Wednesday at 4 pm after a significant interval. The objective of the mock drill is to ensure a well-managed and prompt response to civilians in the event of an emergency. The drill will involve practices such as the sounding of sirens for air raids, black out, evacuation, and the provision of first magistrate Jitendra Pratap Singh informed that a fire defence drill is scheduled to take place at ten localities in the city as part of the Civil Defence mock drill at 4 pm on designated sites are Bara Chauraha, SK Singh Chauraha Lakhanpur, Anurag Hospital Sharda Nagar crossing, Sant Nagar Crossing, Malik Guest house Rama Devi crossing, Bansmandi crossing, Pal crossing, Dabauli turn, Shri Muni Inter College Govind Nagar, and Yashoda Nagar Inter at the same time, a Rescue Drill will be conducted at Malviya Park Collectorganj, Transport Nagar Kidwai Nagar, and Shaheed Chandra Shekhar Azad Inter College, per the advisory issued by the district magistrate, a siren test for the black out drill will occur at 4 pm to facilitate a black out period scheduled from 9.30 pm to 10.00 pm. This black out is being carried out in anticipation of air raids during this time. All visible lights or light points, especially those in residential and sensitive areas, will be turned off, making it difficult to identify these places from the administration will employ public address systems, civil defence hand-held sirens, and sirens from industrial institutions for a three-minute siren drill. From 9.30 pm to 9.33 pm, a three-minute siren with varying pitch will sound, signalling the air raid. At 10 pm, the siren will again sound for three minutes in a single pitch, indicating the conclusion of the black out. Citizens have been asked not to switch on the lights in their homes during the black residents are expected to cover windows and doors with black curtains to prevent light from escaping, and the municipal corporation will switch off all street lights and those at public places. Billboards, screens, hoardings, signboards, and façade lights will be switched off, with the responsibility falling on advertising agencies, owners, and municipal corporations to ensure power is cut during the black travellers are advised to stop by the roadside and switch off their vehicle lights during the black out. Rail and national highway transport will function as will not cut the power supply, instead, the responsibility lies with the citizens to observe the black out and prevent identification of their areas.
