New Delhi, July 11 (UNI) Defence Minister Rajnath Singh today chaired the first governing council meeting of National Cadet Corps Alumni Association (NCCAA) here and described the NCC as a platform that presents an ideal for the youth of the country. In his address, the Defence Minister termed the former NCC cadets as strong pillars of India, who are contributing to the nation's development in diverse fields not just passively but as active drivers, a Defence Ministry statement said. 'We need to include the guidance of our former cadets to accelerate the goal of national development,' he said, exuding confidence that NCCAA will provide new energy and direction to NCC. He exhorted the NCC to spread the values and qualities of its cadets to a larger section of people with the spirit of NCC Plus. 'NCC instills these values in the youth who are associated with NCC. Our effort should be to ensure that these values reach those who could not join NCC,' he added. The Minister highlighted that NCCAA can be actively associated with nation building efforts through programmes such as 'Ek Bharat Shreshtha Bharat', 'Swachhta Abhiyan' and various community development and social service schemes, which will influence a large part of the population. Commending NCC for its significant contribution in the all-round development of the youth, Rajnath said, 'In true spirit of its motto 'Unity & Discipline', NCC has always been committed to national unity and nation building. It has helped lakhs of youth, including students from remote areas, to become disciplined and motivated'. The NCCAA is a flagship association of NCC Alumni which aims to carry forward the work of the world's largest uniformed youth organisation by bringing the former and current cadets under one umbrella and enhance their participation in the nation building process. MOD approves defence land transfer to Hyderabad Metropolitan Development Authority

HYDERABAD: The Ministry of Defence (MoD) on Tuesday issued an order granting working permission and approving the transfer of defence land to the Hyderabad Metropolitan Development Authority (HMDA) for the construction of elevated corridors under the Strategic Road Development Project (SRDP) within Secunderabad Cantonment limits. Barely 10 days ago, the MoD and state government signed an MoU for the land swap, under which the ministry was to hand over 65.038 acres of land to the state government, which in turn would give 435 acres to the defence authorities. Tuesday's order facilitates this deal. For the elevated corridor along National Highway-44, the MoD has approved the transfer of 2,26,039.91 square metres of defence land to HMDA. This will be in exchange for Equal Value Land (EVL) and a cash compensation of Rs 748.58 crore. Similarly, for the elevated corridor along State Highway-1 (SH-1), 4,59,222.70 square metres of defence land will be transferred to HMDA, also against EVL and cash compensation. An MoU will be signed between the Indian Army and the CEO of the Secunderabad Cantonment Board to formalise the creation of EVL and address cost overruns arising from delays in project execution. The defence minister praised the armed forces for Operation Sindoor but said the larger geopolitical situation leaves no scope for complacency in the effort to enhance preparedness. 'A single delay or error in financial processes can directly affect operational preparedness,' said the minister while addressing the Controllers Conference of the Defence Accounts Department (DAD). Talking about rising demand for desi weapons of late, Rajnath said, 'The world is looking at our defence sector with new respect. Operation Sindoor has boosted global demand for our indigenous armaments. Most of the equipment we once imported is now being made in India. The govt has over the past few years allowed the armed forces to procure arms and ammunition through the 'emergency' route. Post-Operation Sindoor, it cleared a range of acquisitions for the armed forces. The armed forces have consistently complained, often publicly, about acquisitions being delayed because of the rigid approach of the bureaucracy and auditors. Rajnath called on DAD to evolve from a 'controller' to a 'facilitator' in sync with increasing participation of the private sector in defence. He praised DAD's new motto 'Alert, Agile, Adaptive' and noted that these are not mere words, but a reflection of the work culture required in today's rapidly evolving defence environment. 'Whether it's stepping up equipment production or adapting financial processes, we must be ready with innovative techniques and responsive systems at all times,' the minister said. Citing the Stockholm International Peace Research Institute report, which said global military expenditure reached $2.7 trillion in 2024, Rajnath said, 'This opens up tremendous opportunities for India's indigenous defence industries.' The minister also said that gone were the days when expenditure in the defence sector was only considered necessary and never viewed as an economic catalyst. 'Now, it is being seen as a spending which has a multiplier impact on the economy,' he said. 'Earlier, there was no assessment of the economic impact of expenditure on security but things have changed now when investment in re-armament is rising exponentially. We need to pay special attention to defence economics,' he said. Singh said India, along with the rest of the world, is entering a new phase of re-armament, marked by capital-intensive investments in the defence sector. He called upon DAD to incorporate defence economics in their planning and assessments, including social impact analysis of R&D projects and dual-use technologies. Highlighting the increasing strategic and economic significance of the defence sector, Rajnath called for a shift in perception from defence spending as mere expenditure to an economic investment with multiplier impact. 'Until recently, defence budgets were not seen as part of the national economy. Today, they are growth drivers,' he said.

New Delhi, July 7 (UNI) Defence Minister Rajnath Singh today emphasised that India's defence sector is no longer seen merely as a necessary expenditure, but as a strategic economic investment that is generating a multiplier effect on the nation's economy. Speaking at the Controllers' Conference 2025, hosted by Defence Accounts Department (DAD) here, the Minister highlighted the significant and transformative changes taking place in the sector. "These developments, which were not visible until recently, are now unfolding rapidly. Today's changes are dynamic and often uncertain. While the concept of 'peace time' may be considered an illusion, it is during such periods that we focus on strengthening our defence capabilities through policy-making, implementation, procurement, training, and various other activities," he said. Stressing the importance of readiness, even in periods of perceived calm, Rajnath said, "I would like to explain this with an example. Let's say we are able to achieve the annual production of a specific type of equipment or ammunition up to a certain number, which we know as the established production capacity. Now, if suddenly a situation arises where we need more of that equipment or ammunition, how will we ensure its availability? What plan should we have for such a situation? We need to think about what preparations should be in place for such a scenario, and this is something we must consider even during peace time". Underscoring the value of introspection and internal reform, Singh said that organic changes from within an organisation often face fewer obstacles. "Ideas that emerge internally are easier to adopt. Improvements through self-reflection not only make the organisation more dynamic, effective, innovative, and professional, but also transform it into a 'living organisation,' he said. Calling upon all personnel to uphold the values of their mission, the Defence Minister said, "On this occasion, I appeal to all of you to take a collective pledge to preserve the essence of our motto. Let us remain Alert, Agile, and Adaptive so that our work remains relevant and continues to serve the nation. Speaking at an event commemorating the birth anniversary of Alluri Seetha Ramaraju at Shilpakala Vedika in the city, he said, "Our forces have demonstrated valour. We will not tolerate terrorism. We are committed to eradicating Naxalism, which oppresses tribal communities." In his address, Rajnath said that Alluri fought numerous battles on behalf of the tribal population. He praised Alluri's fearless resistance against British rule, noting that he displayed unwavering confidence even in the absence of weapons.
