Shura report highlights outcomes of legislative, oversight work

MUSCAT: In accordance with its commitment to transparency and public engagement, the Majlis Ash'shura has released a comprehensive media report highlighting the outcomes of its legislative and oversight work. This report coincides with the conclusion of the second annual sitting (2024–2025) of the Tenth Term (2023–2027) and follows the Royal Orders of His Majesty Sultan Haitham bin Tarik to adjourn the session on July 13, 2025, as per Article 41 of the Law of the Council of Oman (7/2021). The report showcases the Council's dedication to enhancing public engagement by providing detailed statistics and key indicators on its activities, including legislative performance, oversight tools, council sessions, and the work of the Council's Bureau and standing committees. These efforts demonstrate the Council's effective implementation of the powers and responsibilities granted to it under the Law of the Council of Oman. During the sitting, the Council held 14 regular sessions, with four dedicated to ministerial statements by service ministers. These statements covered various topics such as education, heritage and tourism, housing and urban planning, commerce, industry, investment promotion, and the state budget for the fiscal year 2025. Additionally, a session focused on a discussion request submitted to the Minister of Labour regarding temporary employment initiatives. In terms of legislative output, the Council reviewed 16 draft laws and 7 international agreements referred by the government. Key legislations included the 2025 State Budget, Real Estate Regulation Law, Anti-Trafficking Law, Telecommunications and Information Technology Law, State Revenue Collection Law, Rights of Persons with Disabilities Law, amendments to the Arbitration Law, Civil Society Institutions Law, Land Registry Law and Cybercrime Law. The Council also proposed three legislative initiatives, including the Draft Law for the Sports, Culture and Youth Activities Support Fund. Regarding oversight tools and committee work, the Council activated 169 oversight tools, including parliamentary questions, requests for briefing and urgent statements. The Bureau of the Council held 12 meetings, and the standing committees held 92 meetings, addressing various national issues through legislative reviews, field visits, stakeholder hearings and studies. Key oversight outcomes included reports on the evaluation of the Ministry of Transport, Communications and Information Technology. The report also highlights the Council's cooperation with the Council of Ministers and the State Council, resolving differences on draft legislation through joint sessions. The Council actively engaged in parliamentary diplomacy by participating in international and regional parliamentary events, demonstrating its commitment to advancing legislative performance and responding to national priorities. The annual media report issued by the Council's Secretariat General reflects the Council's dedication to enhancing public engagement and aligning with the objectives of Oman Vision 2040 and national development plans. The Council continues to share information through social media platforms and various media outlets, guided by the directives of His Majesty Sultan Haitham bin Tarik in fulfilling its national mandate and advancing the Shura process.

Muscat – The Economic and Financial Committee of State Council discussed the draft Real Estate Regulation Law and Majlis A'Shura's views on it on Tuesday. The meeting was chaired by Dr Dhafir bin Awadh al Shanfari, Chairman of the Economic and Financial Committee of State Council. The proposed law aims to uni-fy real estate sector legislation, ensuring legal coherence and clear provisions governing sector activities, relationships and rights. It also seeks to modernise the existing law to align with market developments, enhance investment attractiveness and streamline licensing mechanisms for real estate professionals. In another session, the Education and Research Committee, led by Dr Abdullah bin Moham-med al Sarmi, hosted Dr Ahmed bin Khalfan al Rawahy, President of University of Nizwa, along with university specialists. The discussion focused on a proposed study titled 'Enhancing the Quality of Academic Achievement and Mastering Competencies and Skills in School Education in the Sultanate of Oman: An Analytical and Legislative Study'. The committee examined the university's current strategies for improving teacher training programmes, integrating educational qualification frameworks and enhancing academic achievement in schools.

Muscat: The Majlis Ash'shura approved the draft law on combating human trafficking and the draft law on real estate regulation and referred them to the State Council. Dr Ahmed bin Ali al Saadi, Chairman of the Legislative and Legal Committee of Majlis Ash'shura, and its rapporteur at the session, read out the committee's report on the draft law on combating human trafficking, indicating that the law provides more legal protection for victims and curbs crimes related to human trafficking in the Sultanate of Oman. Majlis Ash'shura also approved the draft Real Estate Regulation Law referred by the government after extensive deliberations during which the council members expressed their opinions and suggestions on the report of the Public Services and Utilities Committee. The committee's report was read by Dr Hamoud bin Ahmed al Yahyaei, Chairman of the Public Services and Utilities Committee and its rapporteur at the session. During the session, he provided a general overview of the draft Real Estate Regulation Law, pointing out the justifications for issuing the Real Estate Regulation Law, including the creation of a unified legislation that encompasses provisions related to the real estate sector in accordance with legal coherence and coherence, as the legislations at the present time are multiple and scattered, and setting clear provisions and texts that regulate the activities of this sector and the relationship between the stakeholders and their rights and duties as well as keeping pace with the developments in the real estate market. In addition, Majlis Ash'shura approved the draft law on Sports, Cultural and Youth Activities Support Fund. Sultan bin Humaid al Hosni, Vice Chairman of the Youth and Human Resources Committee and its rapporteur, indicated the objectives of the draft law which include supporting the efforts of the Sultanate of Oman in achieving sustainable development goals in the sectors of culture, sports and youth, as well as keeping pace with the policies, plans and programmes of the Ministry of Culture, Sports and Youth to develop the sectors of culture, sports and youth, develop the infrastructure of these sectors, develop their facilities, and expand the establishment of new facilities.

Majlis Ash'shura to discuss key draft laws and agreements

MUSCAT: The Majlis Ash'shura will hold its fourth and fifth regular sittings of the second annual session (2024–2025) of its Tenth Term (2023–2027) on Sunday and Monday. During these sittings, the council will deliberate on and approve a range of legislative proposals, including five draft laws and agreements referred by the government, two proposals submitted by the council and three reports on expressed desires from its standing committees. In a statement, Shaikh Ahmed bin Mohammed al Nadabi, Secretary-General of Majlis Ash'shura, noted that the upcoming sittings will feature extensive discussions on pivotal legislation such as the Real Estate Regulation Law, the Telecommunications and Information Technology Regulation Law, the Anti-Human Trafficking Law and the State Revenue Collection Law. He said that these draft laws have been studied in depth over the past several months, in accordance with Article 49 of the Oman Council Law, which requires that government-drafted laws be reviewed, approved or amended by the Majlis within three months from referral before being forwarded to the Sultan for final ratification. Al Nadabi emphasised that these legislative projects are at a critical stage in reflecting the integrated national approach and aligning with Oman Vision 2040. He highlighted that the specialised committees have meticulously compared the draft laws with similar regional legislation and incorporated appropriate amendments to enhance their relevance and impact. The sessions will focus on discussing the Majlis's proposed revisions, paving the way for their subsequent submission to the State Council. In addition, the sittings will address the view of the Public Services and Utilities Committee regarding a maritime transport agreement between the Government of Oman and the Government of the Republic of South Africa, as well as a cooperation agreement between Oman and the Government of the Republic of Tunisia in the field of maritime transport and port services. Furthermore, the agenda includes the review of several legislative proposals submitted by the Majlis, such as the draft law for establishing a fund to support sports, cultural and youth activities, and a proposal to amend the law governing private entities in the sports sector, originally issued under Royal Decree No 81/2007. The sessions will also cover reports from the standing committees on expressed desires, including initiatives to establish a centre for Omani talents, to enhance the economic returns of certain heritage sites listed as World Heritage and to adopt an initiative by the Ministry of Information to create personal communication channels to improve media performance in serving the community. The forthcoming sittings underscore the robust legislative activity at the Majlis, reflecting its commitment to establishing a modern legislative framework that meets national development goals and aligns with the objectives of Oman Vision 2040.
