1 2 3 4 Patna: In the bizarre case of a residence certificate being issued in the name of a dog, the man who uploaded the application and photograph – a govt executive assistant at the Masaurhi circle office – has been arrested and sent to jail, Patna district magistrate Thiyagarajan SM said on Tuesday. The accused, Mintu Kumar Nirala, a resident of Ghosi in Jehanabad district, was employed as an executive assistant responsible for processing residence certificate applications at the circle office. His arrest followed a detailed investigation that included a technical audit of the computer system at the Right to Public Services (RTPS) counter and questioning of all staff present. Investigators found that Nirala had personally uploaded the application along with a photograph of a golden retriever, identifying the animal as "Dog Babu, with "Kutta Babu" listed as the father and "Kutiya Devi" as the mother. The application was submitted on July 15 at 9.41am. Records also showed that Nirala was the first to access the approved certificate. The DM said Nirala was sent to jail and proceedings have been initiated for his dismissal from govt service. "Further investigation is underway to determine the motive behind the act and to identify others who may be involved," he added. Police have not ruled out the possibility of Nirala being the applicant. The inquiry team, comprising the sub-divisional officer and sub-divisional police officer of Masaurhi, officials from the National Informatics Centre (NIC) and the RTPS nodal officer accompanied the DM and city SP (Patna East) to the Masaurhi circle office during the inspection. The incident has triggered widespread public and administrative outrage, particularly given the timing amid the ongoing special intensive revision (SIR) of electoral rolls and ahead of the upcoming elections. The application used Aadhaar documents belonging to a man and a woman based in Delhi. The district administration cancelled the certificate once the matter came to light. The case has now become a symbol of administrative negligence and is being treated with the utmost seriousness.

This incident comes as the Election Commission of India (ECI) on Sunday said that out of 7.89 crore registered voters in Bihar, over 7.24 crore electors have submitted their enumeration forms under the Special Intensive Revision (SIR) held from June 24 to July 25, reflecting a 91.69 percent participation rate. Patna District Administration's Reply Taking cognisance of the certificate issued, the Patna district administration said that an FIR has been registered against the applicant, the computer operator, and the official who issued the certificate. "In the Masaurhi region, a case has come to light involving the issuance of a residence certificate in the name of "Dog Babu." As soon as the matter came to notice, the said residence certificate was cancelled. Additionally, an FIR is being registered at the local police station against the applicant, the computer operator, and the officer who issued the certificate," the official handle of Patna district administration stated on X. The district administration also said that a Sub-Divisional Officer (SDO) level inquiry has been initiated in the matter. Netizens' Reaction Mocking the Bihar government, Swaraj Party leader Yogendra Yadav pointed out that this is the same residence certificate that has been requested from voters in the Special Intensive Revision (SIR) exercise being carried out by the ECI. Speaking to reporters, Patna DM said that the administration cancelled the certificate within two minutes after the anomaly was detected in the certificate. ANI quoted the DM as saying, 'The matter is very serious. Some mischievous element has made such an attempt. The certificate was issued on July 24 at 3.56 pm and was immediately cancelled within two minutes at 3.58 pm.' He further mentioned that authorities, in coordination with the Cyber police station, are tracking the suspect, adding that necessary action is being taken against officials involved in the negligence.
