Over 8,000 auto-rickshaws in the city not roadworthy
Hyderabad: Over 8,000 autos rickshaws, including grossly unfit ones, have reportedly been permitted as roadworthy based on fake documents by the Road Transport Authority. The RTA officials act in collusion with agents who facilitate the use of fraudulent documents for the transfer of ownership, vehicle permit, and fitness, it is alleged. When a passenger hails an auto-rickshaw, its driver, despite not having the mandatory meter, will not bat an eyelid before demanding exorbitant fares and then refusing to ply if his demand is not met. People have got used to this. What if the auto you take is unfit; that is, not roadworthy, but illegally plying as 'fit' auto? Thousands of such auto-rickshaws in the city are plying illegally on city roads, endangering passengers' lives. What is incredible is that these vehicles are running under the nose of the authorities. According to the City Auto & Motor Cab Drivers Welfare Society, over 8,000 of the autos plying on city roads are not roadworthy and they ought to have been scrapped years ago. They alleged that autos that come for scrapping to RTA offices are being sold illegally. 'As per RTA records, over 80,000 autos were scrapped, however, several thousands of these unfit autos are running in the twin cities. This is due to the negligence of higher authorities,' said Mohammed Mahmood Hussain Makke, president of City Auto & Motor Cab Drivers Welfare Society. Mahmood said that these autos are posing a risk to the lives and limbs of passengers. 'In Greater Hyderabad, over 1.40 lakh autos and additionally over 15,000 illegal autos are running on roads.' Mahmood alleged. 'Autos meant for scrapping are illegally sold in collusion with RTA authorized scrap dealers and 8,000 plus such auto rickshaws are plying on city roads and other districts.' City Auto Drivers said several representations were given to the Transport Department, Transport Commissioner, Joint Commissioner and Secretary, regarding the illegal sale of scrapped autos and faulty scrapping policy. M Dayanand, General secretary of Auto Motor Welfare Association, said that there was also fraud in the transfer of ownership and transfer of vehicle permit of auto rickshaws in the RTA offices. Dayanand said 'Only in North zone RTA office Trimulgherry, as many as 8,131 autos were illegally transferred with fake documents. And there will be several thousands in all RTAs in the city.' He said 'For the transfer of ownership and transfer of vehicles permit, both the seller and buyer should be present before the RTO and should affix their signatures. But, in most of such cases, only the seller is present, and the application is submitted for the transfer of ownership as well as for transfer of vehicle permit, with fake address proof - fake Aadhar Card. The files are passed after receiving an amount Rs 1,300 per file as a bribe is taken and as usual, they share the total bribe collected for the day,' alleged Dayanand. U Rajender, another activist, said that several complaints were given by the association regarding the fraud taking place in the RTA offices in the city. However, no action has been taken. 'We demand a probe into the scam in vehicle transfer taking place in the RTA offices.'

Selling Your Used Car: Know Your Paperwork
Selling a used car in India is not as simple as handing over the keys of the car and taking cash. To officially transfer ownership, the seller needs to submit the right set of documents at their local RTO. This ensures the vehicle's record is legally updated and they're no longer liable for it. Let's walk through all the documents needed to complete the sale of used car in India, the right way. Sale Agreement A sale agreement is a legally binding document prepared on stamp paper. It outlines the terms of the vehicle ownership transfer and includes important information about the buyer, the seller, and the vehicle. A sale agreement should include the following: Full names and addresses of the buyer and seller. Date of the sale and handover. The car's final selling price. The car's make, model, chassis number and registration number. The car's condition. If it has any major defects. A declaration that the sale is done with the agreement of both parties and post sale, the buyer will be responsible for any issues with the car. Signatures of both parties. While the law does not mandate a sale agreement, either party can use it as legal proof in case a dispute arises. It also helps for a smoother RTO process besides protecting both the buyer and seller from future misunderstandings. Registration Certificate A Registration Certificate is furnished with a new car. It is like an Aadhaar card for the car whose ownership can be transferred. A Registration Certificate or RC is proof that the car is registered with the local Road Transport Authority and legally allowed to be driven on public roads. As a buyer, ensure that the RC has the seller's name and details as well as the correct details of the car. Insurance Document An insurance document is another important document required during the sale of a car. The seller should ensure that his car's insurance is valid and should either cancel or transfer it to the new buyer at the time of sale. The buyer can retain the insurance by obtaining an NOC from the insurance company within 14 days from the date of sale. Pollution under Control (PUC) Certificate The car should have a valid PUC at the time of sale. The PUC is a mandatory document and certifies that the car meets the required emission norms. Road Tax Receipt Like the Registration Certificate, Road Tax is also paid while buying a new car. This is usually a one time lifetime tax, and the seller should clear outstanding dues before selling. You can check the status and pay dues on the Parivahan Sewa website. If the car is being sold in another state, the dues need to be cleared. The buyer should obtain an NOC from the original RTO before re-registering the car in another state. No Objection Certificate (NOC) Sellers require a No Objection Certificate in two scenarios: If the car was purchased on loan, the seller needs to get an NOC from the bank or financial institution that the loan was paid and there are no dues on the car. In case the car is being taken to another state, an NOC from the previous RTO is required. Form 29 and Form 30 To sell a car in Ahmedabad or any city in India, two official vehicle transfer forms are required to be filled and submitted to the buyer's RTO: Form 29 is submitted by the seller (or transferor) to the local RTO where the car is registered. This has details of the seller, buyer and vehicle plus signatures of both parties. Form 30 confirms the details in Form 29 and the buyer (or transferee) should submit it at his local RTO where the car will be registered. This process is mandatory and needs to be completed within 14 days from the date of purchase (45 days in case of change of state). The RTO records these documents act as official proof of sale. Address Proof and Identity Proof These are important documents required to be submitted as proofs while filling out transfer forms. Additionally, it is prudent for both buyer and seller to exchange details during transactions. The commonly accepted identity and address proof documents are: Aadhaar Card Driving License Passport Voter ID Electricity bill (as address proof) Delivery Note A car undertaking delivery note is a document which mentions the details of the sale. The delivery note proves that the seller no longer owns the car and holds no liability for any legal or financial issues in case of an accident. This document saves the owner from liability during the period the vehicle is handed over to the time the transfer is recorded in the local RTO. Conclusion Buying and selling a car is not a straightforward transaction and involves several documents. Knowing the right paperwork saves you quite a bit of legal and financial hassle. The documents required to buy and sell a car are RC, Road Tax receipt, Insurance, PUC certificate, sale agreement and both the buyer's and seller's identity and address proofs. The sale needs to be recorded in the regional RTO and in the case of state transfer, the other state's RTO. Form 29 and 30 are transfer documents which need to be submitted to the RTO. Dubai Police issue safety warning after four scooter riders killed in emirate this year
Dubai Police have called for caution when travelling on scooters or crossing the road after the force announced 13 deaths involving jaywalkers and e-scooter riders in the first five months of 2025. Nine jaywalkers died while crossing roads in non-designated areas and four scooter riders have been killed since January. More than 15,000 e-scooters were confiscated by police in the same period, while more than 28,000 incidents of jaywalking were recorded across the city. 'The force issued 28,027 offences for jaywalkers caught crossing motorways and confiscated 15,029 electric scooters for not following traffic rules,' said Maj Saif Muhair Al Mazrouei, acting assistant commander-in-chief for operations at Dubai Police. He said the scooter riders had been stopped after travelling in non-designated lanes, and for not wearing safety vests or helmets. Ministry of Interior figures show Dubai Police issued 35,233 fines for jaywalkers in 2024. Maj Al Mazrouei said this indicated that many people still endanger others by acting recklessly on the roads. 'Jaywalkers and misusing scooters are among the biggest challenges [in terms of road safety], especially in populated areas,' he said. Under-16s are not allowed to use an electric bike or e-scooter on Dubai roads and anyone riding an e-scooter must have a permit from the Road and Transport Authority. 'Traffic safety is a joint responsibility. Breaching traffic laws can cause accidents," said Maj Al Mazrouei. Police said a Dh300 ($80) fine will be imposed on those caught riding dangerously on electric bikes or e-scooters, or travelling on roads reserved for cars with a speed limit exceeding 60kph. In the UAE, jaywalkers can be fined Dh400 and drivers who do not give way to pedestrians at zebra crossings could receive a Dh500 fine and six black points on their licence. Dubai Police urged the public to report offenders by logging on to their app or by calling 901.

RTA announces new project for Al Wasl Road upgrade
Dubai's Roads and Transport Authority (RTA) has announced the launch of an integrated project for the upgradation of Al Wasl Road. The development spans 15 km, from the intersection with Umm Suqeim Street to the junction with 2nd December Street. According to RTA, the scope of work involves the upgradation of six intersections, comprising enhancements to one junction and the construction of five tunnels totalling 3,850m. The street will be widened from two to three lanes in each direction, it stated. The project is expected to reduce travel times along Al Wasl Road by 50% and increase capacity from 8,000 to 12,000 vehicles per hour in both directions, it added. Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of the RTA, said: "Al Wasl Road Development Project forms part of a master plan developed by the RTA to upgrade the road network in the area, which also includes enhancements to Umm Suqeim and Al Safa Streets." "These projects are designed with a focus on creative and aesthetic elements, incorporating dedicated pedestrian walkways, cycling tracks, boulevards, and vibrant urban public spaces that promote community interaction. The plan also features decorative landscaping and the creation of dynamic urban environments," he stated. "The project serves a vital district that offers a broad array of modern tourism and lifestyle destinations, including beaches, luxury hotels, fine dining venues, and residential neighbourhoods, home to over one million residents," he added. According to him, the project involves the development of Al Wasl Road from its intersection with Umm Suqeim Street to its junction with 2nd December Street, spanning a total length of 15 km. The street will be widened from two to three lanes in each direction. It also includes the upgrade of six intersections along Al Wasl Road, specifically at Al Thanya, Al Manara, Umm Al Sheif, Umm Amara, Al Orouba, and Al Safa Streets. This will be achieved through the construction of five tunnels with a total length of 3,850m, stated Al Tayer. According to him, the project also includes a 750-m-long tunnel on Umm Al Sheif Street, comprising two lanes in the direction from Sheikh Zayed Road to Jumeirah Street.
