Auckland council calls for overhaul of dog control
Auckland Region 4:47 pm today The team trying to tame Auckland's problem with roaming dogs is calling for an overhaul of national dog control laws. Auckland Council suggests tools like fencing requirements for dog owners and greater powers to detain dogs. In the last year there have been nearly 17,000 reports of roaming dogs in Auckland. There have been reports of 1,500 attacks on other dogs and 1,300 attacks on people - although that could be much higher according to ACC claim data. Auckland Council's General Manager of Licensing and Compliance Robert Irvine spoke to Melissa Chan-Green.

Photo: 123RF Councils need more control over managing dog-related issues from the government, Auckland Council says. Several measures to tackle the problem of roaming and uncontrolled dogs in the Auckland region were proposed at the council's Regulatory and Safety Committee meeting on Tuesday. These included fencing requirements for dog owners and mandatory desexing for impounded dogs before they are returned to their owners. Licensing and compliance general manager Robert Irvine said animal management officers also needed more power to detain dogs after an attack had happened. But he said these changes could not happen without legislative change. "The council is doing everything it can to tackle this issue from multiple angles, but without legislative reform, we are always going to be limited. "The changes we are proposing make good common sense and would greatly improve our ability to protect Aucklanders from dog-related harm. They would not affect the majority of dog owners, who we know are responsible." The council's animal management unit received 16,739 reports of roaming dogs in the past year. There were 1341 reports of dog attacks on people and 1523 on other animals in that period. But Irvine said ACC claim data showed the actual number of dog attacks was much higher. "Most serious dog attacks on children happen in the family home and go unreported to the council, meaning we have no ability to investigate. "Introducing mandatory reporting would allow us to intervene and put measures in place to prevent attacks from happening again." Regulatory and Safety Committee chair Councillor Josephine Bartley said stricter rules around fencing and desexing were much needed. "Most dog owners in Auckland are responsible and do the right thing, but there is a group that just doesn't seem to care. Their actions are putting our communities at risk, particularly our tamariki." The council said it had already done targeted free desexing and registration drives, public awareness and education campaigns, and opened a new adoption and education centre in Pukekohe which had increased shelters capacity to hold dangerous dogs. My grandpa, who had a wee farm in North Carolina, was a prolific summertime canner. He sort of had to be; my grandma had three sets of twins (basically Irish sextuplets!) and two more kids prior to that. Not only convenient, canned vegetables are infinitely adaptable and often just as tasty as their fresh counterparts. As I've found, plenty of professional chefs swear by these canned goods to perk up salads, pasta dishes, summery BBQ sides, and more. Here are five of their favorites. Chef Lisa Steele always keeps a couple cans of Del Monte beets (as well as its pickled jars) on hand, dicing them up for a bit of earthiness in greens-based salads, including one with goat cheese and pine nuts. Be sure to grab two cans, so you can make Steele's other favorite: an alternative caprese combo with sliced beets, fresh mozzarella, and dill or tarragon. But there's no need to feel too much corn-related FOMO if you have a can of Del Monte corn on hand, according to chef Robert Irvine. 'If corn isn't in season where you live, then the 'fresh' corn in the produce section isn't really fresh at all,' he says. '[It] traveled hundreds or thousands of miles to get to you.' Irvine opts for Del Monte canned corn in summery salsas and salads. '[Corn] that was canned the moment the ear was ripe is going to have more flavor and that satisfying burst when you bite into it.'Douglas Keane, chef and partner of restaurant Cyrus, also keeps Del Monte's Mexican Street Corn around for filling quesadillas, especially when it feels like summer corn season is far from view. 'I also like to make creamed corn with it,' says Keane, who punches up canned corn with chopped cilantro, butter, and a drizzle of sriracha. Just be sure to grab no-salt added cans so you can adjust the salt levels to your liking. And it would seem that I am in good company, with many chefs grabbing a few cans of Cento artichokes at the grocery store. 'These bring incredible texture and flavor, especially in antipasti or tossed with house-made cavatelli and lemon butter,' says chef Davide D'Andrea of Rosebud Restaurants. 'I also love blending them into a spread for grilled bread. It's the kind of ingredient that feels luxurious, but is so easy to work with.' Joshua Cox, executive chef of The Foundry Rooftop, is also a fan of how a quick crisp in the oven transforms the Cento artichoke hearts into an earthy, balanced addition to flatbreads and frittatas. '[The artichokes] balance creamy ingredients like goat cheese or hollandaise. Plus, they feel a little fancy without being fussy,' he adds. 'Unless you're a vegetable gardener who does an annual harvest project of jarring your own tomatoes,' he says, 'then canned crushed tomatoes and tomato paste are going to be the base ingredients any time you make tomato sauce.' He's certainly right about just how much you can do with these versatile legumes. 'Roast them until crispy and toss into a warm grain bowl, mash them into a garlicky hummus, or simmer them with harissa and tomatoes for a saucy, spoon-it-over-anything situation,' he adds. 'Chickpeas are like the quiet friend who always shows up and delivers.' Can you really ask for more? I think not. Food Network Family Mourns Anne Burrell's Sudden Death originally appeared on Parade. Celebrity chef Anne Burrell, host of Worst Cooks in America and participant in numerous Food Network shows, died on Tuesday, June 17, in her Brooklyn home at the age of 55. People broke the news with a statement from her family. "Anne was a beloved wife, sister, daughter, stepmother, and friend — her smile lit up every room she entered. Anne's light radiated far beyond those she knew, touching millions across the world. Though she is no longer with us, her warmth, spirit, and boundless love remain eternal," reads the statement. Burrell is survived by her husband of almost four years, Stuart Claxton, his son, Javier, mother, Marlene, sister Jane, brother Ben, and several nieces and nephews. Of course, she is also being mourned by Food Network stars and fans alike."We are deeply saddened to share the news that beloved chef, Anne Burrell, passed away this morning. Anne was a remarkable person and culinary talent – teaching, competing and always sharing the importance of food in her life and the joy that a delicious meal can bring. Our thoughts are with Anne's family, friends and fans during this time of tremendous loss," said the Food Network in a Facebook post. Chef Robert Irvine posted a beautiful tribute to his Instagram, writing, "I am stunned and deeply saddened by the news of the passing of Anne Burrell. Anne wasn't just a fiery chef. She was a radiant spirit who lit up every room she entered. From the very beginning on Worst Cooks in America, our friendly rivalry was fueled by mutual respect: I'd risk bleaching my hair; she'd risk losing hers. An epic wager that epitomized her unbeatable spirit. It was a wager I ultimately lost, but I couldn't imagine losing to a more fierce competitor. "Outside of Worst Cooks, I came to know her as a generous and supportive colleague and an even better friend. I'll always remember her unwavering dedication, not just to food, but to lifting others up. She believed in nurturing culinary potential and celebrating small victories, whether in an amateur cook or on a charity fundraiser. That was Anne. Uncompromising in her standards, yet tender in her mentorship. "To her husband Stuart, her stepson Javier, her mother Marlene, sister Jane, and her many friends and fans: please know that Anne's warmth, vibrant spirit, and generous heart will echo in kitchens around the world and in our hearts forever. Chef Stephanie Izard posted a photo to Instagram and wrote, "Such a vibrant personality and radiant smile and talent that will not be forgotten. @chefanneburrell you were a true inspiration for so many. My heart goes out to your family and loved ones 💔." Chef Michael Voltaggio shared a photo of the hand-knit baby blanket that Burrell sent to him after the birth of his daughter, Echo, a year ago and wrote, "Anne, thank you for sharing your talents with the world. Aside from being an incredible chef, teacher and colleague, she's also a loyal and thoughtful friend. You consistently reached out to check in during the wins and the losses. Thank you for hand-knitting this beautiful blanket for Echo, and thank you for so many fun memories in and out of the kitchen, chef. ❤️." MasterChef winner Claudia Sandoval posted a photo and wrote, "Rest in peace, Chef Anne Burrell. This photo was taken back in 2016 on the set of Worst Cooks in America, where I had the chance to judge an episode and meet Anne for the first time. Anne was exactly what you saw on TV…boisterous, bold, and completely unapologetic about how she ran her kitchen. Her laugh could fill a room, and her energy was unforgettable. But make no mistake, she was also sharp, serious, and didn't play around when it came to food. She demanded excellence, and she led with conviction. She carved out her own space in this industry and inspired so many along the way. She'll never be forgotten." Worst Cooks in America contestant Denise Schroder penned a lengthy memorial to Burrell on Facebook, writing, "I had such a wild ride when I was cast to season 20 of Food Network, Worst Cooks in America! I was ecstatic when Chef Anne chose me to be on the red team. I can remember running up to her screaming, telling her that I had just named my new cat after her, Kiki Anne! To my utter surprise, the next day she brought her cats to sit and invited me to her green room to meet them! It was just one of those really cool moments!" She continued, "Chef Anne was hard on us, but I loved her wit and humor when I wasn't catching something on fire in the gave me a lot of grace when I left the foot on my chicken, and she would quietly encourage me to keep going! The top Food Network chefs have become celebrities in their own right. That was true of Anne Burrell, who helped struggling chefs improve their cooking skills. And it's also true of Robert Irvine, the chef who helps struggling restaurants with the "impossible" task of turning things around. Irvine was one of the Food Network's biggest names to speak out first about Burrell's unexpected death on June 17 at the age of 55. She was found unresponsive at her Brooklyn home and could not be revived, according to TMZ. The Food Network confirmed her death in its own statement. The cause of death is not yet clear, although the initial call came in for cardiac arrest, TMZ reported. "I am stunned and deeply saddened by the news of the passing of Anne Burrell," Irvine wrote in the emotional statement that he posted to X. "Anne wasn't just a fiery chef.
