Pakistan's former Foreign Minister Bilawal Bhutto, the son of President Asif Zardari and slain Prime Minister Benazir Bhutto, has threatened war against India if New Delhi does not honor the 1960 Indus Waters Treaty (IWT). India suspended the treaty following the April 22 Pakistan-backed terror attack in Kashmir's Pahalgam region in which male Hindu tourists were singled out and executed. After India's move, Pakistani leaders feared that the decision would desertify the regions situated along the Indus River.[1] Six rivers, two originating from Tibet, travel through Indian Kashmir, which is already a nuclear flashpoint between the two countries, into Pakistan. For decades, Pakistani intellectuals and journalists have expressed concern over the possibility of India terminating the agreement, especially after India signaled its intention to build mini-dams and tributaries on the Indian side of several rivers flowing from Tibet and Kashmir into Pakistan. Pakistan Will Go To War" On June 24, Urdu daily Roznama Ummat published a report titled "Pakistan Will Go To War If Indus Waters Treaty Is Not Honored: Bilawal."[3] The water-sharing issue with India is significant for Bhutto, whose PPP party draws its popular support in Sindh province, the major beneficiary of water from the Indus River. According to the report, Bhutto stated: "India has two options: Either accept the Sindh Taas Agreement [Indus Waters Treaty], or if it refuses and proceeds to build dams or canals [on rivers flowing into Pakistan], then Pakistan will go to war – after which all six rivers' waters will be secured for Pakistan."[4] "India wants our future generations to fight over water. India's threat to block Pakistan's water is a violation of the UN Charter." Bhutto, who could someday become the prime minister of Pakistan, made his statement to gain support from voters and draw international attention to the issue.[5] However, he did not address India's main concern about Pakistan-backed jihadi terrorism. On May 7, India executed retaliatory strikes on nine jihadi centers in Pakistan and Pakistan-controlled Kashmir, leading to a four-day war between the two nuclear powers in which U.S. President Donald Trump sided proactively with Pakistan to ensure a premature ceasefire.[6] Bilawal Bhutto is the son of current Pakistani President Asif Zardari "Three Wars Have Been Fought For Kashmir, And If Ten More Need To Be Fought, We Will Fight" Top Pakistani leaders have also threatened nuclear war against India. In multiple speeches, Pakistan's Army Chief General Asim Munir has warned India that "three wars have been fought for Kashmir, and if ten more need to be fought, we will fight, Allah willing."[7] General Munir, who is believed to have masterminded the April 22 terror attack in Kashmir, has stated: "Our stance, government's stance on Kashmir is absolutely clear; it was our jugular vein, it is our jugular vein. We will not forget it. And we will not leave our Kashmiri brethren in their heroic struggle that they are waging against the Indian occupation. We have fought three wars for Kashmir."[8] Pakistan's Defense Minister Khawaja Muhammad Asif has been more blunt in his warnings against India, warning, well before the May 7 Indian airstrikes: "A military action by India is possible at any time because the tension is deepening between the two nuclear powers. Pakistan is on high alert and in such a situation we can use nuclear weapons when there is a direct danger to our existence."[9] In the days following the ceasefire, Khawaja Asif asserted: "At this time, even the closest allies of India have not stood by it. It is only Israel. Israel's standing by [India] is a natural act. Both are enemies, Islam-enemy countries. In their enmity of Islam, of Muslims, of Muslim states, they are together. And my view is that their alliance, their true face, their goals bring them before us."[10] With respect to India's decision to suspend the water-sharing treaty, the Urdu daily Roznama Ummat wrote an editorial a day before Bhutto threatened war against India. Below are excerpts from the piece, titled "The Recurrence Of India's Water Aggression!"[11] "Pakistan Will Never Again Receive The Water That Was Unnecessarily Being Provided To It In The Past. The New Delhi Government Has Permanently Decided That It Will Not Restore The Indus Waters Treaty With Pakistan" "India has once again revealed its malicious intentions by hinting at violating the Indus Waters Treaty. Speaking of [the possibility of India] blocking the flow of water into Pakistani rivers, Indian Interior Minister Amit Shah has said that India has no intention of restoring the Indus Water Treaty with Pakistan. He stated that India would now use the water that was previously given to Pakistan within its internal regions, particularly for [the desert state of] Rajasthan. "In an interview with a foreign news agency, he said that Pakistan will never again receive the water that was unnecessarily being provided to it in the past. The New Delhi government has permanently decided that it will not restore the Indus Waters Treaty with Pakistan. "India's obstinate statement regarding the blocking of Pakistan's water has come at a time when relations between the two countries are already strained. In this context, it would not be wrong to say that, following a major defeat at the hands of Pakistan in a brief war [May 7-10, 2025], Indian leaders – still unable to digest their humiliation – frequently issue such statements to vent their frustration in front of local and international media representatives. "They are desperate to find some way to fulfill their 'duty' of harming Pakistan just to satisfy their own egos. Whether it is Amit Shah or any other Indian strongman, they should at least reread the pages of the Indus Waters Treaty before making such statements. Pakistan has clarified multiple times that the Indus Waters Treaty is an international agreement from which India cannot unilaterally withdraw, nor does India have the right to tamper with the waters flowing into Pakistani rivers." "If India Attempts Anything Of The Sort... It Will Be Considered Another Act Of Aggression Against Pakistan" "If India attempts anything of the sort which, according to water experts, is 'beyond its capability,' it will be considered another act of aggression against Pakistan. According to water experts and international agencies, in river water treaties, the downstream regions not only have a moral but a legal right to the flowing waters. The Modi government must know that Pakistan holds a legal claim to the waters of these rivers. If India becomes part of any new adventurism in this regard, Pakistan reserves both the moral and legal right to approach international forums in its defense. "The timing of Amit Shah's recent statement cannot be overlooked. It is highly likely that his remarks are part of an attempt to exploit the ongoing tensions in the region. The Modi government should remember that any such step taken by it would not only fail to yield any benefit but would also risk further escalating the already volatile situation in the region." "This Kind Of Behavior Sets An Extremely Dangerous And Irresponsible Precedent" "If the preacher of 'secular India,' driven by a mindset of water aggression, attempts to use water as a weapon against Pakistan, then without doubt, raising questions at the international level against such actions will not be out of the question. "The Pakistani Foreign Office has once again rejected the statement by Indian Interior Minister Amit Shah regarding water aggression against Pakistan, stating that Pakistan fully respects the Indus Waters Treaty and will take all necessary measures to protect its legitimate rights and interests. "Rejecting Amit Shah's recent statement, the Foreign Office termed it a blatant violation of the sanctity of international agreements and a reflection of grave insensitivity, stating that the Indus Waters Treaty is not a political arrangement, but an international treaty under which there is no room for any unilateral action. "If India proceeds with any such step, it will be considered a clear violation of international law, the provisions of binding treaties, and the fundamental principles of inter-state relations. This kind of behavior sets an extremely dangerous and irresponsible precedent, which would undermine the credibility of international agreements and raise serious questions about the commitment and seriousness of the Indian state openly reneging on its legal commitments. "The Foreign Office is right in stating that India's use of water as a political weapon will be an irresponsible act and go against globally recognized principles of state conduct. Therefore, it is essential that India immediately withdraw its unilateral and illegal stance and refrain from making statements that suggest tampering with the Indus Waters Treaty."

Within hours of Israel's attacks in Iran, Pakistan's Prime Minister Shehbaz Sharif and Defense Minister Khwaja Muhammad Asif expressed complete support for Iran, saying Pakistan stands by Tehran in every way to protect Iranian interests, according to reports in Pakistan's Urdu daily Roznama Ummat and the Iranian news agency IRNA. On June 15, Roznama Ummat, which leans toward Pakistani military and jihadi groups, noted that Prime Minister Shehbaz Sharif spoke on the phone with Iranian President Masoud Pezeshkian and expressed Pakistan's complete support for Iran, saying: "Pakistan stands in complete solidarity with Iran on Israel's unprovoked and unjustified aggression." The Roznama Ummat report also quoted from an address by Pakistani Defense Minister Khwaja Asif to the National Assembly in which he called upon Islamic nations to unify and fight against Israel. "If the Muslim world does not unite today and we remain silent, then everybody's turn [to be targeted by Israel] will come," he said. The next day, on June 16, IRNA also reported on an interview that Khwaja Asif gave to Al-Jazeera in which the Pakistani defense minister said: "The Zionist regime is a rogue entity governed by lawless individuals and has no legitimacy in Palestine until the two-state solution is realized." "Tehran – IRNA – In a speech, Pakistan's Defense Minister [Khwaja Muhammad Asif] emphasized his country's full support for the Islamic Republic of Iran against the aggressions of the Zionist regime." According to the Prime Minister's Office, Prime Minister Shehbaz Sharif condemned Israeli attacks against Iran in his telephonic conversation with the Iranian President Dr. Masoud Pezeshkian. "Prime Minister Shehbaz Sharif said that the Israeli attack is a violation of Iran's autonomy and regional stability; the Israeli attack is a complete violation of the United Nations Charter and international laws. The Iranian president especially thanked the Pakistani prime minister for supporting Iran in the UN Security Council. The Iranian president said that this [support] mirrors the close and brotherly relations between the two countries. "The Iranian president informed the prime minister about Iran's perspective on the crisis with Israel and stressed the need for the international community and Islamic countries to work jointly to face these challenges. According to the Prime Minister's Office, the prime minister and the Iranian president agreed to keep in close contact." Defense Minister Khwaja Muhammad Asif: 'We Will Guard The Protection Of Iranian Interests, Iranians Are Our Brothers, Their Joy And Sorrow Is Shared'; ' The Unity Of The World Of Islam Should Be Seen At This Time' "Meanwhile, Defense Minister Khwaja Asif has said that all Muslim countries should fight united against Israel because if the Muslim world does not unite today, then everyone will be targeted. Addressing a session of the National Assembly, he said that a war is underway between Iran and Israel at this time and Israel attacked Iran on the previous night, targeted its military installations, and martyred its military leadership; Israel [sic] is not alone in this whole situation. "He said that Iran is our neighboring country with whom there are centuries-long relations; there is historical relationship with Iran; in these trying times, [we] stand by Iran in every way. We will guard the protection of Iranian interests: Iranians are our brothers, their joy and sorrow is shared. Israel has targeted Yemen, Iran, and Palestine; the world of Islam must be unified. "Khwaja Asif said that Pakistan has stood strong from Day One on its standpoint, neither recognizing Israel nor establishing relations with it. "He added: The Zionist regime is a rogue entity governed by lawless individuals and has no legitimacy in Palestine until the two-state solution is realized. The Pakistani defense minister emphasized: 'We have no relations with Israel, and the Islamic world must review its relations with this regime because it poses a serious threat to regional security.' "Last Saturday, the Pakistani defense minister also condemned the terrorist attacks by the Zionist regime in Iran during a public session of the country's parliament, stating that Pakistan stands alongside the Islamic Republic of Iran and will continue to cooperate with it in international forums. "Emphasizing the necessity of unity within the Islamic world against Israel, he added that Pakistan will defend Iran's interests. Pakistani Columns On Balochistan Train Attack: 'Baloch Separatist Leadership Outside The Country Is Involved In These Attacks And India Is An Equal Participant In It'; 'The Decision To Treat Separatists Like Terrorists Has Been Made'

Following the March 11, 2025, hijacking of the Jaffer Express train by secessionist fighters of the Balochistan Liberation Army (BLA), Urdu-language dailies wrote editorials, examining the new wave of terrorism that Pakistan faces not only in Balochistan province, but also in Khyber Pakhtunkhwa province and to some extent the rest of Pakistan. A reading of the editorials, translations of which are given below, in Roznama Islam, Roznama Ummat, and Roznama Nawa-i-Waqt indicates that all these newspapers blame India for its role in Balochistan in allegedly aiding the BLA, which has launched major attacks in recent years. Some of these attacks have been executed by the BLA's Majeed Brigade, a martyrdom-seeking arm of the secessionist group. Although Baloch secessionism has existed for decades, recent attacks by the Majeed Brigade have led to fears that the BLA and Tehreek-e-Taliban Pakistan (TTP) may have joined hands. Roznama Nawa-i-Waqt , in its editorial blaming India, wrote: "If poisonous propaganda is spread on social media, whether from within the country or abroad, to mislead people against these operations, it is not far-fetched to assume that such elements are in contact with India." Roznama Islam noted in its editorial that Pakistan is "in a state of war," adding: "It is the responsibility of all the political and religious parties of Pakistan to unite and agree on a narrative for the protection of the country and the people and the army..." Roznama Ummat , in its editorial, emphasized the importance of international cooperation in fighting terrorism in Pakistan, which, since both Roznama Islam and Roznama Ummat are pro-Islamist outlets, means aid from Islamic countries. A screenshot of the Roznama Islam editorial The following are excerpts from Roznama Islam editorial: [1] "There Is No Doubt That Pakistan Is Currently Facing A Multi-Faceted War – Terrorists Have Entered The Battlefield Dreaming Of Establishing An Imaginary [Islamic] State With The Support Of Local Facilitators And Foreign Resources And Weapons" "The Country Is At War! "The reverberations of the attack on Jaffer Express in Balochistan had not ended when a group of terrorists attacked a checkpoint in the important town of Jandola on the road connecting Wana and Tank near South Waziristan, but the Pakistan Army bravehearts foiled this terrorism and killed ten Kharijites. [2] According to sources, the attackers were armed with suicide jackets, heavy weapons and ammunition. "Their attack could have been disastrous, but the Pakistan Army soldiers were on full alert, due to which the terrorists with nefarious intentions did not have a chance. A brave soldier set an example of duty and attained the status of martyrdom. In another operation, terrorists attacked the town of Machh and kidnapped seven laborers working on the dam there. According to sources, the law enforcement agencies are pursuing the enemy for the safe release of the workers. "These continuous attacks from across the border with Afghanistan clearly show that the groups belonging to the fitnah Khawarij [i.e., anti-Pakistan terrorists] have waged a major war against Pakistan at the behest of external powers and their patrons. According to the Foreign Office of Pakistan, these attacks were planned in Afghanistan, the Baloch separatist leadership outside the country is involved in these attacks, and India is an equal participant in it. "There is no doubt that Pakistan is currently facing a multi-faceted war. Terrorists have entered the battlefield dreaming of establishing an imaginary [Islamic] state with the support of local facilitators and foreign resources and weapons. They are in the false hope that they will be able to break the unity of Pakistan's armed forces and people and eventually succeed in destroying this great Muslim state. This war waged against Pakistan, thanks to the reinforcements received from Afghan soil, is, according to its nature and pattern, similar to the guerilla war fought against Russia and America." "Pakistani Intelligence Agencies Are Not Unaware Of The Activities Of Indian Agents Spread From Kabul To Kandahar – In The Jaffer Express Hijacking Case, There Are Also Recorded Calls That Provide Evidence Of An Indian Game In Afghanistan" "Organizing in the form of small groups, executing sudden attacks and disappearing, using mountain passes, remote and secret border routes, avoiding big towns and cities, and advancing with the help of their facilitators among small populations, making anti-government political factions, receiving huge [amounts of] resources and weapons from external powers, while with the help of their allies, creating a certain atmosphere through the media war against the state and government – all these are part of the war that is being waged. Fitnah Khawarij and their supporters are using it against Pakistan. "Terrorists have targeted places of military importance as well as easy targets. Attacks on travellers, laborers and common people, abductions and attacks on commercial, financial, and economic centers and security checkpoints indicate that Pakistan is currently facing a major war, and the entire nation must unite for its survival, freedom, and security. The sad fact is that in this war against Pakistan, Afghanistan has opened its doors to India. "Pakistani intelligence agencies are not unaware of the activities of Indian agents spread from Kabul to Kandahar. In the Jaffer Express hijacking case, there are also recorded calls that provide evidence of an Indian game in Afghanistan. Apart from this, Pakistani institutions have arrested many such groups who were involved in terrorism, violence, sabotage, and spreading of anarchy in the country with the support of Afghanistan and India. A few years ago, the national leadership was similarly united in response to the APS tragedy [i.e., the 2014 attack on the Army Public School in Peshawar that killed 149 people including 132 schoolchildren], and after that, the army chased the terrorists away from here. Pakistan Army has a lot of experience of fighting terrorists; as long as there is a relationship between the Pakistan Army and people, Pakistan cannot be defeated." "In These Circumstances, What Option Remains For Pakistan Except To Give A Mouth-Breaking Reply To Those Living On The Island Of Stupidity Who Are Trying To Bring Pakistan To Its Knees By Waging A Long War?" "In these circumstances, those conducting propaganda against the army are simply proving their enmity against the country. They should pay attention to the recent speech by [Balochistan Chief Minister] Sarfraz Bugti, who says that the state has done a lot for Baloch. "The Balochs also have the rights that any common citizen has, but the separatists do not need the protection of common Balochs but complete rule over them, and they are determined to go to any length for this; so, their treatment is not dialogue, but strict accountability and punishment. "The Baloch separatists also receive aid from Afghan soil, while the leadership of the TTP is also present in Afghanistan. The Afghan Interim [Taliban] Government has adopted a totally irresponsible attitude on this matter, due to which problems are increasing for Pakistan. "According to the spokesman of the Foreign Office, Pakistan is trying hard to solve the problem of terrorism without getting into a conflict with Afghanistan, but there are no people present on the other side who can seriously ponder this issue. In these circumstances, what option remains for Pakistan except to give a mouth-breaking reply to those living on the island of stupidity, who are trying to bring Pakistan to its knees by waging a long war? But they do not realize the damage they are doing to themselves by getting burned in this fire of revenge. "Along with the internal consensus, mutual unity, and full support for and cooperation with the army, the country's leadership should also make continuous efforts to consult with regional friendly countries and involve them in solving the problem because the fire of terrorism can also turn in the direction of other countries." "According to these groups, the unfair distribution of Balochistan's resources and the violation of the rights of local people have led to their struggle. Terrorist organizations active in Balochistan are trying newer methods, including suicide bombings. India is supporting separatists in Balochistan and promoting terrorism there so that Pakistan's internal security can be weakened. Although India denies these allegations, the red-handed arrest of terrorists like Kulbhushan [Jadhav] is irrefutable proof of Indian terrorism. "These incidents of terrorism have increased in recent times and the security forces are facing these challenges. Due to terrorist attacks in different areas of Balochistan, the local people, security forces, and the government have suffered. The solution to the problem of terrorism is dependent not only on the domestic policies of Pakistan's government and military but also requires cooperation and stable relations at the international level. "Political dialogue, protection of local people's rights and joint measures against terrorism are essential for establishing peace in Balochistan. Along with this, this matter should be raised in a concrete and effective manner with the neighboring countries. Along with diplomatic efforts, the voice should also be raised on international forums. "India was allowed to play openly in Afghanistan during the previous [pre-Taliban] puppet government there.
