Bengaluru/New Delhi: Chief minister Tuesday urged the Union govt to adopt a more development-focused tax devolution formula under the 16th Finance Commission, pointing out that Karnataka had suffered a massive revenue shortfall of Rs 80,000 crore under the previous award. Tired of too many ads? go ad free now During a meeting with Union finance minister , Siddaramaiah called for a "pro-growth approach" in allocation of central taxes among states and highlighted the adverse impact of the current formula on Karnataka's finances. He pointed out that Karnataka's share in central taxes declined from 4.7 % under the 14th Finance Commission to 3.6% under the 15th Finance Commission, amounting to a 23% reduction in real terms. A release from the CMO said: "The state was also not allocated Rs.11,495 crore special grants. As a result, the state lost a total of Rs.80,000 crore during the award period." Siddaramaiah attributed this decline to the 15th commission's over-reliance on the income-distance criterion, which received 45% weightage. He proposed a realignment of this formula. "The state has requested that the weightage for income-distance should be reduced by 20 percentage points under the 16th Finance Commission and reallocated to fiscal contribution — which is the state's share in national GDP," Siddaramaiah said. He also urged Sitharaman to discontinue revenue deficit grants in its current form. "They are against the principles of fiscal discipline as proposed in the Fiscal Responsibility and Budget Management (FRBM) framework," Siddaramaiah said. "We proposed that the same amount — which was 1.9% of gross Union receipts under the 15th Finance Commission — should be redistributed among all states using the horizontal devolution formula. Tired of too many ads? go ad free now " The CM raised region-specific concerns as well, highlighting developmental challenges of Bengaluru, Kalyana Karnataka and Malnad regions. "A fair and pro-growth devolution will accelerate the state's growth," Siddaramaiah told Sitharaman in the 30-minute meeting. Rejecting suggestions that Karnataka is demanding special treatment, Siddaramaiah said the proposals are aimed at strengthening the federal fabric. "On the contrary," he said, "It will improve overall national resource mobilisation and foster cooperative and competitive federalism." Siddaramaiah urged the Centre to incorporate these suggestions in the memorandum of the 16th Finance Commission. "A growth friendly devolution will ensure that all states are empowered to contribute their best to India's development journey," he said. Earlier on Tuesday, Siddaramaiah met President Droupadi Murmu at Rashtrapati Bhavan to seek assent for seven key bills passed by the state legislature. These bills span education, mineral taxation, procurement reform, and administrative streamlining, and require presidential approval under constitutional provisions. Major bills include the Right of Children to Free and Compulsory Education (Karnataka Amendment) Bill, 2025, and the Karnataka (Mineral Rights and Mineral Bearing Land) Tax Bill, 2024. Others focus on procurement transparency, registration processes, notary reforms, and regulation of religious institutions. These bills touch subjects in the Concurrent List or intersect with central laws, mandating Union govt clearance before implementation.

Adoni: A large number of Anganwadi workers under the aegis of the Centre of Indian Trade Unions (CITU) took out a rally in Adoni on Monday, demanding the extension of government welfare schemes to them. The rally commenced at the Municipal Grounds and proceeded through Bhima Circle before culminating in a protest in front of the Mandal Revenue Officer's (MRO) office. CITU town unit president Tippanna, secretary Gopal, and mandal leaders J Ramamjaneyulu and B Veerareddy addressed the gathering, along with Anganwadi union leaders Padma, Renuka, and Somakka. Speaking at the dharna, the leaders expressed serious concern that Anganwadi workers are being portrayed as government employees in online systems. This classification, they argued, is preventing them from receiving benefits under various welfare schemes. They pointed out that not a single welfare scheme was extended to Anganwadi workers during the tenure of the previous government. 'Despite repeated representations to the authorities, our pleas were ignored,' the leaders said. During a 42-day strike in the past, the then government had verbally assured them that they would be made eligible for welfare schemes. However, no official Government Order (GO) was issued in this regard. As a result, the current government's welfare programmes, many of which are based on the income eligibility criterion of Rs 12,000 per month, are not being extended to them. The workers noted that their current monthly honorarium stands at Rs.11,500 — which makes them eligible for these schemes — yet they are still being excluded. 'We urge the government to show compassion and ensure that all applicable welfare benefits are extended to Anganwadi workers without delay,' they appealed. At the conclusion of the protest, a formal representation outlining their demands and grievances was submitted to MRO Ramesh. A large number of Anganwadi workers participated in theprotest.

Visakhapatnam: Every employee should donate blood to protect Visakhapatnam Steel Plant (VSP) from getting privatised on June 14, called out Steel CITU honorary president J Ayodhya Ramu. Unveiling a poster for the blood donation camp here on Friday, Ayodhya Ramu mentioned that for the past 1,600 days, trade unions have been fighting against the 100 percent strategic sale of the VSP and appealing the Centre to change its decision on it. But the government is taking steps to privatise the plant, taking the lives of the workers for granted, he pointed out. It is time for the working class to unite and donate their blood and bring their prob-lems to the attention of the Central government, he mentioned that the recent financial package of Rs.11,440 crore given by the Centre was just an eye wash. The Steel CITU honorary president appealed to the employees and workers to participate in the blood donation camp and extend support to the agitation. Speaking on the occasion, blood donation camp organiser B Apparao explained, 'Through blood donation camps made in the past seven years, we have been able to meet the blood needs of several pa-tients.' He informed that the camp will be organised at Ambedkar Kalakshetram, Ukkunagaram (CWC-1) on the occasion of the World Blood Donation Day on June 14. Steel CITU president YT Das stated that steel workers have already been recognised for donating blood several times. Steel CITU leaders P Srinivasa Raju, K Gangadhar, V Prasad, VDV Poornachandra Rao, Srinivas and Suribabu were present.

Visakhapatnam: Expressing solidarity with agitating contract workers of Visakhapatnam Steel Plant who were terminated, the Human Rights Forum (HRF) demanded reinstating all the 3,000 of them with immediate effect. HRF AP state president KV Jagannadha Rao and HRF AP and TG coordination committee member VS Krishna emphasised that the management must abandon attempts to terminate a further 1,800 contract workers. 'We condemn the management's use of police to intimidate workers instead of engaging in dialogue and seeking democratic resolution of issues raised by them. Resorting to fear tactics instead of negotiation, particularly when production at the plant is being affected, is unacceptable,' they stressed. Contract workers are the backbone of daily operations at the plant but they continue to be denied basic rights, job security and dignity at the workplace. Their persistent demands for regularisation and fair wages remain to be unmet, the HRF representatives expressed concern. The Central government is orchestrating a systematic conspiracy to privatise the steel plant by granting Rs.11,440 crore package, waiving GST and other dues and making the plant lucrative for the private players, Jagannadha Rao and Krishna stated. 'We condemn this attempt to hand over a precious industrial asset built on the sacrifice of 32 lives and voluntary land donation by people belonging to 69 villages to corporate interests on a platter,' they said. In the 40-year history of the VSP, such intimidation tactics and huge police deployment were never witnessed. The suspension of protesting workers and the issuance of show-cause notices, the HRF representatives said, were in direct violation of the Industrial Disputes Act of 1948. HRF calls for immediate stoppage of punitive actions by the management and a democratic and peaceful resolution of grievances of employees and contract workers at the VSP and attempts to privatise the steel plant are halted.
