Uproar in House as Sena (UBT) comes down heavily on Shinde for ‘corruption in BMC' remark

The Maharashtra Assembly on Thursday descended into chaos after Deputy Chief Minister Eknath Shinde launched a scathing attack on the erstwhile Shiv Sena-led administration over alleged corruption in the BMC, sparking protests from the opposition Shiv Sena (UBT) and a 10-minute adjournment. Besides, the Opposition was also upset over the fact that Sena UBT party leader Bhaskar Jadhav was denied an opportunity to reply . Replying to a debate under Rule 293 on urban development and housing, Shinde — who also holds the urban development portfolio — said the Mahayuti government had accelerated stalled redevelopment projects in Mumbai and promised that the 'Marathi manoos' who had left the city due to lack of affordable housing would now return. He announced the clearance of 21 cluster redevelopment schemes and assured completion of several long-pending projects in partnership with state-run utilities. Referring to the Dharavi Redevelopment Project (DRP), Shinde rejected criticism about private control being given to Adani group, saying the state government was actively involved through the Slum Rehabilitation Authority and dismissed claims that the Adani Group had been handed the project without safeguards. He also announced an online portal for pothole-related complaints and incentives for redevelopment in airport funnel zones. However, his sharp remarks accusing the previous BMC administration — controlled by Uddhav Thackeray's Sena — of large-scale irregularities triggered a furore from the Opposition benches. After Shinde's speech, Sena (UBT) MLA Bhaskar Jadhav rose to respond but was denied the opportunity by Speaker Rahul Narwekar, who maintained that only Aaditya Thackeray, who had initiated the debate, could exercise the right to reply — and he was not present in the House at the time. The decision led to loud protests from the Opposition, with Sena (UBT) members accusing the Speaker of bias and siding with the ruling alliance. Amid the din, the Speaker adjourned the House for 10 minutes. When proceedings resumed, Cabinet Minister Shambhuraj Desai (Shiv Sena) and Shinde objected to the alleged gestures made by Jadhav and Thackeray towards the Chair. Shinde also accused Jadhav of daring the Speaker to suspend him — calling it 'unacceptable conduct.' Ajay Chaudhari, leader of the Sena (UBT) in the Assembly, defended his colleague, arguing that the right to reply was not restricted to a single member and that Thackeray had momentarily stepped out due to official commitments. Outside the House, Jadhav accused the Speaker of acting like a government functionary. 'The Speaker has abandoned neutrality. He denied the Opposition the basic right to reply. Shinde's speech was full of falsehood, and we were not allowed to counter it,' he said, alleging that several critical issues, including civic concerns in Thane and other cities, education, anganwadis, and water supply, were ignored in Shinde's response. Outside the house, Aaditya Thackeray further criticised Shinde and challenged him for a one-hour public debate on the working of the urban development department. 'I will ask pointed questions, and I expect straight answers,' he told reporters, calling Shinde 'ungrateful and shameless,' and accusing him of betraying the very party that gave him political space and position.

Mumbai: A verbal duel took place in the Legislative Assembly on Thursday between Maharashtra Deputy Chief Minister Eknath Shinde-led Shiv Sena camp ministers and SS-UBT legislator Aditya Thackeray. Assembly Speaker Rahul Narwekar expressed his displeasure over the gesture and language used by Shiv Sena-UBT legislators Aditya Thackeray and Bhaskar Jadhav in the House. 'If an irregularity has happened in the past, it should happen again. I told Bhaskar Jadhav in clear words that the right to 'right to reply' belongs to the member who initiated the discussion. No matter how many accusations you make against me, I will not allow irregularity to happen in this House," said Assembly Speaker Narwekar expressing strong displeasure. After Deputy Chief Minister Eknath Shinde replied to the opposition's motion for discussion under Rule 293, SS-UBT legislator Bhaskar Jadhav sought permission from the Speaker to ask some questions again (right to reply). However, the Speaker refused permission, saying that Thackeray had initiated the discussion, and that he was no longer in the House, so he would not give this opportunity to anyone else. After being denied permission, Jadhav became aggressive and started making gestures towards the Speaker and speaking loudly. Jadhav's action made Shinde camp ministers and MLAs jump into the Well. Amid all the chaos, Aaditya Thackeray entered the House gesturing towards Shinde Sena ministers that led to pandemonium in the house. Shinde Sena ministers were also engaged in making gestures towards Thackeray and speaking loudly, while Uddhav Sena MLAs also became aggressive. In this chaos, the proceedings of the Assembly were adjourned for 10 minutes. After the proceedings resumed, Minister Shambhuraj Desai demanded Jadhav's suspension. Jadhav made derogatory statements about the Speaker. Deputy Chief Minister Eknath Shinde said that everyone should respect the dignity of the House, questioning whether Bhaskar Jadhav's move to make gestures and his style of speaking was appropriate.

The necessary reforms in the Urban Development and Housing Department will complete the stalled redevelopment projects and move towards a slum-free Mumbai, he stated in his reply to a discussion held under Rule 293 in the state Assembly. 'We are working to connect Mumbai with the world. We are doing the makeover of Mumbai in the true sense. Most of the Mumbai transformation work was done during the Mahayuti government. These works are bringing about radical changes in the lives of Mumbaikars. We are doing the biggest development of Mumbai after the country's Independence. Mumbai is being transformed in every sense,' he said while rebutting the charges of the Opposition in this regard. 'We are working to speed up the stalled redevelopment projects in Mumbai. In this, a developer has been appointed for the cluster development project in Motilal Nagar Goregaon and GTP Nagar. This will provide houses to 4,900 residents. "The bidding process for the cluster development in Kamathipura Abhyudaya Nagar is underway and will be completed by September 2025. Nearly, 11,441 tenants will benefit from the redevelopment. The cluster will benefit 2010 residents in Adarsh Nagar Worli and Bandra Reclamation, the bidding process is also underway,' he said. Dy CM Shinde said that the redevelopment project of BDD chawls is underway in Worli Naigaon and N.M. Joshi Marg and a total of 15,600 tenants will be rehabilitated in this. "Out of which, we will allocate 556 flats in Worli by August 15. We have planned to allocate 25 per cent of the total flats by December 2025. We are rehabilitating the Ramabai Ambedkar Nagar slum. The work of the East-opening road passing through this area is being done by Mumbai Metropolitan Region Development Authority (MMRDA). In the first phase, 6144 slum dwellers are being rehabilitated and MMRDA has issued a tender,' he added. He said that a new housing policy has been prepared for affordable housing and 35 lakh houses will be built by investing Rs 70,000 crore. "The common man will get the affordable, environmentally friendly houses he deserves. The issue of redevelopment of old buildings in Mumbai is also very big. When I was the Chief Minister, the BrihanMumbai Municipal Corporation Act 1888 (Act 1976) was amended and now the unfinished projects can be completed quickly. The stalled SRA schemes are being completed through government agencies, making the dream of Hindu Hruday Samrat Balasaheb Thackeray a reality,' he expressed. Refuting the Opposition's charges about Mumbai roads being in a poor shape, Dy CM Shinde said the roads in Mumbai are being concretised and wherever the work is incomplete and there are complaints, the BrihanMumbai Municipal Corporation is taking action by appointing zone-wise dedicated agencies. The cost of filling potholes every year has been reduced by 50 per cent this year, he stated and added that an online portal for pothole complaints has been set up as well as an agreement has been signed with IIT Mumbai for inspection.

Nagpur: Maharashtra is set to develop Gadchiroli into a major industrial hub with a Rs1 lakh crore steel project, which will foster a wider steel industry ecosystem in Chandrapur, Gondia, and Bhandara districts, industries minister Uday Samant said in the state legislature on Monday in response to a resolution under Rule 293. "Maharashtra has emerged as the leading state in implementing agreements signed during the World Economic Forum at Davos. We are executing 85% to 87% of those commitments—more than any other state," Samant said. "Over the past three years, the state saw an increase in foreign direct investment (FDI), leading to the creation of 62,000 new entrepreneurs under the Chief Minister's Employment Generation Programme. This industrial momentum reflects our pro-business climate and balanced development policy," Samant said. Mumbai: Criticising senior bureaucrats for skipping key discussions in the assembly related to their own departments, BJP MLA Sudhir Mungantiwar on Tuesday said that if secretaries do not attend even after being summoned, they should be tied up and brought to the legislature like it was done in the British Parliament. Panel Speaker Chetan Tupe mentioned that often, officials watch the proceedings on television, so their TV sets should be switched off so that they come to the House. Mungantiwar raised the issue of the absentee senior IAS officers after around 50 MLAs moved a motion for discussion on important public issues in the legislative assembly under Rule 293. He said: "When I was an MLA in 1995, the department secretaries used to sit in on important discussions. If the secretaries do not attend even after being called, can we give them some directions, like the way such officials were tied up and brought in the British Parliament?"
