Russian attacks kill 18 civilians in Ukraine as Zelenskyy seeks more western help

Russian forces have relentlessly blasted civilian areas of Ukraine throughout the war, which is now in its fourth year. More than 12,000 Ukrainian civilians have been killed, according to the United Nations. Ukraine has also launched long-range drones against Russia, hitting residential areas. Zelenskyy was set to meet Tuesday with western leaders attending a NATO summit in The Hague, Netherlands. He is keen to lock in additional military support for Ukraine's fight against Russia's bigger army, as recent direct peace talks have delivered no progress on a possible settlement. Key U.S. military commitments to Ukraine left over from the Biden administration are expected to run out within months, according to analysts, and there is uncertainty over whether U.S. President Donald Trump is willing to provide more. A Russian ballistic missile attack on Dnipro hit multiple civilian sites in the central Ukrainian city around midday on Tuesday, killing nine people and injuring at least 164 others, officials said. In the nearby town of Samar, an attack killed two people and injured 11, Dnipro's regional administration head Serhii Lysak wrote on Telegram. The barrage damaged 19 schools, 10 kindergartens, a vocational school, a music school and a social welfare office, as well as eight medical facilities, according to Dnipro Mayor Borys Filatov. One of the blasts blew out the windows of a passenger train carrying around 500 people. Zelenskyy, in a post on Telegram, said Russia requires foreign components to build its ballistic missiles and urged countries to deny the Kremlin access to them by cracking down on Russian 'schemes' to obtain them. 'Sanctions against Russia must also be significantly strengthened,' he said. Russia also shelled residential neighbourhoods and critical infrastructure across Ukraine's southern Kherson region, killing four civilians and wounding at least eleven others, according to Oleksandr Prokudin, head of the regional military administration. In the Sumy region of northeastern Ukraine, a drone attack late Monday killed three civilians, including a five-year-old boy, and injured six others, local authorities said. Among the injured were two 17-year-old girls and a 12-year-old boy, according to officials. Russian air defence forces overnight shot down 20 Ukrainian drones, the Russian Defence Ministry reported on Tuesday morning. It said 14 were downed over the Kursk region, which borders Ukraine, while two had been flying over the Moscow province. One drone slammed into a tower block on the outskirts of the Russian capital, sparking a fire on its 17th floor, local Gov. Andrei Vorobyov said Tuesday. He said a 34-year-old resident suffered shrapnel wounds to his arm and leg. Two other drones were shot down on the approach to Moscow, according to Mayor Sergei Sobyanin. A mass drone attack on the town of Nizhyn near the Russian border killed one person and damaged local infrastructure. Neither Russian nor Ukrainian officials specified how many people were involved in the exchange, the second in two days. Writing on X, Ukrainian President Volodymyr Zelenskiy said most of his country's POWs had been held by Russia for more than two years, and had been captured across various parts of the sprawling front line. Russia's defence ministry said the Russian POWs included in the exchange were currently in Belarus, which shares borders with both warring countries. The two countries have carried out a series of swaps of captured troops and the remains of dead soldiers since renewing peace talks in Istanbul last month after a gap of more than three years. Russia says it struck oil refinery that supplies Ukrainian army with fuel
MOSCOW (Reuters) -Russian forces carried out an overnight strike on the Kremenchuk oil refinery that supplies fuel to Ukrainian forces in the Donbas region, Russia's defence ministry said on Sunday. President Volodymyr Zelenskiy denounced the attack on the central Poltava region as a vile strike against Ukrainian energy infrastructure. "Unfortunately, there was damage to the energy infrastructure," Zelenskiy said in his evening address to the nation. "This is Russia's (effort to) spit on everything that the international community is trying to do to stop this war." He said it occurred "after the Americans asked us not to strike at Russian energy facilities." The Russian defence ministry's statement said that missiles had been fired at the refinery in Ukraine's Poltava region from both sea and air and that strike drones were also used in what it said had been a successful attack. Russia has claimed Ukraine's eastern Donbas region as its own and controls most of its two regions, Donetsk and Luhansk. Ukraine is fighting to stop Russia from taking control of the rest of Donbas and has said it plans to retake territory it has lost, through a combination of force and diplomacy. The Russian Defence Ministry said separately that its forces had taken control of the village of Malynivka in the Donetsk region, known in Russia as Ulyanovka. It also said its forces had advanced deep into enemy defences in Ukraine's Sumy region and inflicted heavy losses on Ukrainian units there. Sumy is not one of the regions Russia has formally claimed as its own, but it has spoken of creating a buffer zone there. Zelenskiy said on Saturday that Ukrainian forces had recaptured Andriivka village in northeastern Sumy as part of a drive to expel Russian forces from the area. He said Russia has amassed 53,000 troops in the vicinity.
