SBKS application process cut from 510 to 53 days starting Sept
JOHOR BAHRU: The state government has allocated RM500,000 for the development of the e-SBKS (Serah Balik Kurnia Semula) system, which aims to expedite matters related to SBKS, land status amendments, boundary subdivisions, and ownership transfers. The system is expected to be launched in September. Johor Menteri Besar Datuk Onn Hafiz Ghazi, in a Facebook post, said the initiative will significantly reduce the SBKS application processing time from 510 days to just 53 days. 'The state government also allocates RM1.55 million to upgrade the e-submission, e-search and e-consent functions of the Computerised Land Registration System (SPTB) portal. Online private search for strata titles is available and will be expanded to include land title search for landed property,' he said. He also stated that he had the opportunity to inspect the ongoing upgrade works at the Johor Land and Mines Office, which is expected to be completed by July 31, including 12 new counters dedicated to strata title matters and the creation of 54 new positions. 'Before these upgrades, the processing capacity for strata titles was around 120 folders per day. With the new initiatives, that capacity has increased fivefold to 600 folders daily, significantly speeding up service delivery and reducing the backlog,' he added.

Application Process For Affordable Homes, Land Matters In Johor Easier Now
JOHOR BAHRU, May 24 (Bernama) -- The application process for affordable houses and land matters in Johor will now be far easier and more efficient following the implementation of the Bureaucratic Red-Tape Reform (RKB) under the initiative of the MADANI Government. The Malaysia Productivity Corporation (MPC) said in a statement today that the improvement will benefit the people and the business community, in line with the government's commitment to raise the public service efficiency level. It added that applications for Johor's affordable houses currently require five documents compared to 17 previously, whereby all these documents can also be submitted digitally, without the need for a hard copy and being physically present at the government office. "Not only can the public save time and energy but the government can also save RM15.3 million in operational expenses annually. "This is a direct reflection of increased public sector productivity which provides actual benefits to the people,' it added. For the property and investment sectors, the MPC said that the Serah Balik Kurnia Semula (SBKS) process period has now been shortened to just three-and-a-half months compared to 17 months previously, thus leading to an estimated compliance cost savings of RM290 million a year. "More importantly, investments can be approved faster, development projects can start earlier and the level of trust towards the government's service delivery system will rise,' it added. In conjunction with the 2025 MADANI Rakyat Programme (PMR) held at the Toppen Shopping Centre here, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar was present to present the certificates of appreciation to the Johor Housing Development Corporation (PKPJ) and Johor Land Administration on their success in implementing the improvement. "When we prioritise the people and facilitate business dealings, we will find ways to speed up the processes, save costs and improve productivity. This is clear proof that the level of efficiency in public service can always be improved,' Shamsul Azri said in the same statement.

RMMJ: Five housing developers blacklisted, 10 under watch
ISKANDAR PUTERI: The Johor state government has taken firm action by blacklisting five housing developers who failed to comply with the Johor Affordable Housing Scheme (RMMJ), while placing ten others under close scrutiny. State Housing and Local Government Committee chairman, Datuk Mohd Jafni Md Shukor, said punitive measures include the registration of land caveats against developers who fail to meet RMMJ obligations, construct fewer affordable units than required, or miss deadlines set by the Evaluation, Planning and Design Committee (PDRC). 'The Johor State Housing Development Corporation (PKPJ), together with the Land and Mines Office (PTG) and local authorities (PBT), has blocked new applications from developers that breach these requirements. 'Caveats have also been placed on land owned by offending developers, including subsidiaries and related companies with common board members,' he said. Under the Johor Affordable Housing Policy 2023, projects on land of five acres or more must allocate 40 per cent of units for affordable housing, while developments on plots between three and five acres must set aside at least 20 per cent. 'This policy is not a guideline but a mandatory condition for all planning applications submitted to local authorities. Any application that fails to comply will be rejected outright,' Mohd Jafni said during the state legislative assembly sitting at Kota Iskandar today, in response to a question from Selamat Takim (BN-Sungai Balang) on compliance and enforcement. Mohd Jafni, who is also the Bukit Permai assemblyman, added that PKPJ is working closely with PTG to block approvals for land title returns (SBKS) if developers have not started their RMMJ projects as promised. Similarly, local authorities are suspending planning permission (KM) for non-compliant developers, who are required to submit revised development plans for review by the PDRC and technical verification by PKPJ. Since PDRC Johor was established in 2022, 29 meetings have been held, resulting in commitments from 115 developers to build 18,568 affordable housing units across 151 projects statewide. These projects are being monitored by 16 local authorities, reflecting a comprehensive and coordinated approach to achieving Johor's goal of becoming an inclusive and prosperous state 'I want to stress that the implementation of the RMMJ agenda is a collective responsibility involving PKPJ, PTG, PLANMalaysia, PBTs, and all stakeholders in the housing ecosystem. 'To date, no housing project has been approved without fulfilling the affordable housing quota. Any violations are met with strict action, as seen in other districts. 'I assure the people that the state government will continue strengthening monitoring and enforcement efforts to meet our target of delivering 100,000 affordable homes by 2030 with integrity and determination. This goal can only be achieved through collective commitment,' he added.
