Kota Kinabalu: A just energy transition must ensure that the shift toward cleaner energy does not leave communities behind, said Sabah Energy Corporation (SEC) Chairman Datuk Annuar Ayub. He said that while the world is undergoing a major energy transformation, progress must be inclusive — one that protects livelihoods, enhances quality of life, and empowers communities across Sabah. 'We all agree that the world is transitioning. But a just energy transition must ensure that, as we shift towards cleaner energy, it does not leave communities behind,' Annuar said. He said this in his keynote address at the recent 12th Sabah Oil, Gas and Energy Conference and Exhibition (SOGCE), held at the Sabah International Convention Centre (SICC). As the largest natural gas supplier in Sabah, and one of the largest in Malaysia, SEC plays a pivotal role in driving this transformation. According to Annuar, the Corporation powers 86 percent of Sabah's electricity, supports over 45 industrial customers, and serves more than 500,000 households. Yet, he said SEC's impact extends beyond statistics — to powering the potential of youth, rural towns, and rising cities. Annuar stressed that natural gas remains a crucial transitional fuel in ensuring a stable and cleaner alternative to coal and diesel. It is especially vital in maintaining essential services such as hospitals, schools, and homes. He cited Esteel's green steel complex- an anchor project enabled by natural gas- as an example of how energy resources can catalyze large-scale industrial development and job creation. 'But we must be honest: this bridge cannot be long. It must lead us forward,' he said, adding that SEC is aggressively reinvesting gas-derived value into renewable energy. Annuar outlined several renewable projects currently spearheaded by SEC: A 15MW solar project in Tuaran is in advanced stages, A RM4billion hydroelectric project in Ulu Padas, Tenom, expected to contribute 15 percent to Sabah's grid capacity, integrates biodiversity offset plans such as floating solar and nature-positive engineering. Moreover, a 100MW utility-scale wind power project in Kudat is nearing the end of a detailed feasibility study. Once operational, it would mark Malaysia's first wind energy source, significantly reducing fossil fuel reliance. SEC is also the lead proponent of the wind energy initiative and is working closely with technical partners to ensure that development aligns with the interests of local communities. 'We prioritise respectful engagement and work collaboratively with village is not mere compliance. This is commitment,' Annuar said. These initiatives align with the SE-RAMP 2040 goal of having 35 per cent of Sabah's energy from renewable sources by 2035. Annuar said SEC's strategy goes beyond corporate social responsibility-it is about embedding ESG values into every layer of decision-making. The corporation has built partnerships with major entites including Petronas, Maybank, Cimb, Ambank, and Sabah Development Bank, as well as NGOs and civil society. On the ground, SEC is actively empowering Sabahans through the Skill Enchancement and Career Advancement (SECA) programme. The initiative targets underprivileged youth from B40 backgrounds, providing them with real work experience and allowances, with many securing employment post-training. 'Energy must empower. Otherwise, it is incomplete,' he said. SEC also supports local schools, clinics, and disaster preparedness efforts, reinforcing its commitment to equitable development. Reinforcing its commitment to sustainability, SEC holds a 30 percent stake in the Tabin Wildlife Reserve initiative. This partnership supports rewilding efforts and the conservation of ecological corridors. 'We believe that energy development and ecological preservation can and must coexist,' he said. Annuar said Sabah's energy transition must not mirror Western Models, but instead be localized, just,and inclusive to ensure every village and community shared its benefits. 'At SEC, we believe we are not just powering homes. We are powering heart and hope. 'The future is not something we wait for. KOTA KINABALU: Just over a year since assuming regulatory control, the Energy Commission of Sabah (ECoS) is beginning to see tangible progress in stabilising, reforming, and future-proofing the state's energy sector. ECoS chief executive officer Datuk Abdul Nasser Abdul Wahid ( pic ) highlighted that Sabah's energy landscape, once plagued by supply instability and limited rural access, is now moving towards a more resilient and inclusive system. "When we came in, the priority was to stabilise the grid. We had to put the house in order before we could talk about transformation," Nasser shared in an interview with Niaga Spotlight. The turnaround began with urgent interim measures: leasing 200MW of diesel and gas generation capacity, and deploying 100MW of battery energy storage systems (BESS). These initiatives were crucial in preventing outages and restoring confidence. Sabah is now on track to achieve a 25% reserve margin by the third quarter of 2025, with plans to phase out diesel systems and replace them with permanent gas plants by 2026–2027. "Electrification of remote areas is another area where progress is accelerating. With 96% rural electrification already achieved, ECoS is collaborating with federal and state agencies, including the Ministry of Rural and Regional Development (KKDW), UPEN Sabah, Sabah Electricity Sdn Bhd (SESB), and JELaS, to reach full access by 2030," he said. Nasser emphasised that innovative off-grid solutions powered by renewables and supported by local communities will be key. 'Electricity is not a luxury. It is a right. We want communities, especially those long left behind, to be part of this journey,' he explained in a statement on Wednesday (June 25). Under the Sabah Energy Roadmap and Master Plan 2040 (SE-RAMP 2040), Sabah aims to achieve 40% renewable energy by 2030 and 80% by 2050. So far, 600MW of renewable capacity, mostly hydropower, has been approved, with a total target of 2,000MW by 2040. 'These projects create jobs, build skills, and unlock business opportunities, especially for youth and indigenous communities,' he said, stressing that this green transition must benefit everyone. Major developments like the Upper Padas Hydropower Project will be guided by strict environmental and social safeguards, with early stakeholder engagement, environmental protection, and fair compensation at the core. Sabah's abundant bioenergy potential, estimated at over 800MW, is being positioned as a new growth area. ECoS is working on policies that cap biomass exports, encourage methane capture, and support Government Linked Companies-led aggregation, while introducing premium tariffs for green electricity. 'Bioenergy is a hidden gem for Sabah. It's sustainable, scalable, and it creates rural income,' Nasser noted. While ramping up renewables, ECoS remains clear-eyed about energy security. Natural gas will continue to serve as a key transition fuel, bridging the shift to a greener grid. Sabah's strategy supports both the National Energy Transition Roadmap (NETR) and SE-RAMP 2040, ensuring national alignment with local priorities. Through the TVET Angkat ECoS programme, the agency is investing in vocational training, aligning curricula with industry needs, and equipping local youth to participate in, and benefit from, the energy transition. 'We don't just want to build infrastructure. We want to build people,' said Nasser. Looking ahead, Sabah is poised to become a regional energy hub. The long-planned Sabah-Sarawak grid interconnection, expected to be completed by the end of 2025, will enable cross-border electricity trade and support ASEAN energy integration. 'Our goal is to make Sabah a model of a just and sustainable energy transition,' Nasser said.

Ecos CEO Datuk Abdul Nasser bin Abdul Wahid joined national energy leaders on a panel discussing Malaysia's sustainable growth and detailed Sabah's target of achieving 80 per cent renewable energy by 2050, up from its current 80 per cent gas dependence. Sabah's plans include Southeast Asia's largest Battery Energy Storage System (Bess) in Lahad Datu, operational by July 2025, alongside other projects to ensure a 25 per cent reserve margin by Q3 2025. Ecos, empowered by recent State energy laws, is also pushing for universal rural electrification, carbon neutrality by 2050, and improved reliability through strategic power plant development and interconnection with Sarawak. 'This close monitoring is vital to ensure all projects are on schedule and can increase generation capacity. Both of these new projects will contribute 200MW of energy to the grid upon completion,' said Nasser.
