PENAMPANG: The State Government has a dream to create a stable, sustainable oil and gas industry where Sabah companies can really participate, said SMJ Energy Sdn Bhd's Oil and Gas Services and Equipment (OGSE) and Corporate Executive Director Terry Biusing. He said this at the recent Kadazandusun Chamber of Commerce and Industry (KCCI) – Dayak Chamber of Commerce and Industry (DCCI) Oil and Gas Business Opportunities Forum at the ITCC Grand Ballroom, recently. Terry said in December 2021, the State Government inked the Commercial Collaboration Agreement (CCA) with Petronas which opened doors for Sabah companies to get a bigger slice of the pie in an industry that produces 40 per cent of Malaysia's oil and 20 per cent of its gas,'. The numbers speak for themselves. Since the agreement kicked in, Sabahan companies have seen their earnings shoot up by 300 per cent from 2021 to 2024. More recently, comparing May 2024 to May 2025, there was a 96 per cent jump in contracts awarded to Sabah companies, reaching RM603 million more than what they earned in the entire year of 2021. 'In just the first five months of 2025 compared to the same period in 2024, we have nearly doubled the revenue awarded to Sabahan companies,' Terry said, citing how the effort keeps getting better. The industry has also grown in size. The number of oil and gas service companies jumped 51 per cent from 263 to 396, while active companies nearly doubled from 79 to 151. This is not just about numbers, it means real jobs and real opportunities for Sabahans. How did they pull this off? Through smart policy changes made by a special committee led by local leaders. Their job was to increase Sabahan participation without compromising on safety, quality or costs. The key changes included raising the tender threshold to RM20 million for upstream work and RM10 million for downstream work. They also expanded the types of work reserved for Sabahan companies from 63 categories to 135, more than doubling the opportunities. 'What does prioritised mean for Sabah tenders? It means if there are more than three capable Sabahan companies bidding, it becomes a closed tender for Sabahan companies only,' Terry said. He said non-Sabahan companies must partner with local firms, with Sabahan companies required to hold at least 30 per cent ownership or do 30 per cent of the work. Perhaps the biggest game-changer was introducing the Kinabalu Activity Outlook (KAO), which brought transparency to an industry that was previously like a guessing game. 'In the past, companies applying for Petronas licenses were like buying lottery tickets. You never knew which numbers would come up or which licenses would be used. That is where the KAO comes in,' he said. Terry said the KAO gives companies a three-year forecast of opportunities across different sectors, covering all major operators including Petronas, Shell, Hibiscus and ConocoPhillips, among others. KOTA KINABALU: The Sabah government, in partnership with Petronas and industry players, plans to double the value of oil and gas services and equipment (OGSE) contracts awarded to Sabah-based firms in 2024. Chief Minister Datuk Seri Hajiji Noor announced the initiative during the 12th Sabah Oil, Gas, and Energy Conference and Exhibition. Hajiji emphasised the state's commitment to local participation, targeting full employment of Sabahans in non-technical roles and at least 80% in technical positions within the OGSE sector. 'This reflects our dedication to building a resilient energy ecosystem using local talent,' he said. The Chief Minister highlighted significant growth in contract values, from RM341 million in 2021 to over RM2 billion by the end of 2023. Sabah contributes nearly 40% of Malaysia's oil production and 20% of its gas output, reinforcing its pivotal role in the national energy sector. To strengthen Sabah's position as an OGSE hub, the state government, through SMJ Energy Sdn Bhd, has acquired stakes in key projects like the Samarang PSC and Sabah Ammonia Urea plant. Sabah Energy Corporation also expanded its role as Malaysia's largest domestic gas supplier after acquiring Petronas' onshore gas contracts. Hajiji acknowledged Petronas and industry partners for their support, citing the 2021 Commercial Collaboration Agreement as a key driver of progress. The state has also formed the Sabah Local Content Council and a Joint Task Force for Mandatory Sharing to ensure local firms remain competitive.

KOTA KINABALU: The Sabah government is moving to strengthen its sales tax framework through proposed amendments to the State Sales Tax (CJN). Finance Minister Datuk Seri Masidi Manjun said the amendments would be tabled during the two-day state assembly sitting next week, which is also meant for the tabling of the supplementary budget. The amendments aim to remove ambiguity in tax collection, streamline the appeal process, and improve enforcement. "We want the provision to be crystal clear, so there's no ambiguity. "We also want to ensure that taxpayers have ample opportunity and room to appeal if they are not satisfied with the tax. "We also want to improve governance and, of course, implementation by our tax officers, so that everyone's role is clearly defined and leaves no room for doubt," he told the media during the SMJ Energy Networking dinner here. When asked whether the state was pursuing increased oil and gas royalties to boost revenue, Masidi said the matter was still on the table. However, he said the Sabah government is also prioritising long-term economic gains by increasing local participation in the oil and gas sector. "If it's just about royalties, the money goes straight to the government. "But if we focus on building a vibrant oil and gas industry in Sabah, many local companies will benefit, and jobs will be created. "When SMJ Energy facilitates their entry into the market, the number of companies actively pursuing business opportunities continues to grow," he said, adding that oil and gas development is also planned for Sabah's east coast to further stimulate the economy. Sabah currently receives a 5 per cent royalty from Petronas under a 1976 agreement. However, the state has long maintained that the amount is insufficient and has called for it to be increased to 20 per cent. SMJ Energy Sdn Bhd, which is owned by the Sabah government, is tasked with increasing revenue sharing, securing greater participation, and expanding the state's influence in oil and gas production and its value chain.

"The success and dissemination of government policies rely on the media's ability to deliver clear and effective information to the people. "As an entity closely connected with the government, the media also plays a role in conveying information related to the state's development policies," he said. He added that the government remained fully committed to initiatives that would benefit the people and accelerate the development of Sabah through the Sabah Maju Jaya Development Plan. He also stressed the importance of strategic cooperation and strengthened relationships between media and the state, especially in delivering accurate development-related information to the public. "Media reports help the government understand what is happening on the ground and hear the concerns of the people. "Certainly, the government always welcomes such reporting as it acts as a bridge between the government and the people," he said. The Chief Minister also acknowledged the need for a reliable and ethical media to serve as a platform for fast and accurate information dissemination. He praised the KPA, organised by the Sabah Journalists Association (SJA) with support from the state and other sponsors, as a way to recognise and inspire excellence in journalism. "This ceremony serves as a platform to motivate media practitioners to remain driven, focused and responsible in producing ethical and transparent work. The state government values and understands this need. In fact, sponsorship support increases every year. "I congratulate all the winners. Continue your excellent work and let this achievement be a catalyst to further contribute to the state's development and the people's welfare through credible and ethical news reporting," he said. Meanwhile, SJA president Mariah Doksil shared that 268 entries were submitted this year and evaluated by experienced jurors from the Malaysian Press Institute (MPI). "Tonight, we not only recognise last year's outstanding work but also celebrate the spirit of journalism. "We often deliver the stories of others—struggles, hopes, achievements and change. But behind every byline, photo credit and recording, as storytellers, we have our own journeys too.
