Government to hand over centres for PWDs, elderly persons to corporate houses
BHUBANESWAR: The Odisha government has decided to hand over the management of integrated infrastructure complexes (IICs) developed for the rehabilitation of vulnerable populations to independent agencies, particularly selected corporate houses. The IICs have been established at a cost of Rs 1,200 crore in several districts to provide holistic care and rehabilitation facilities for the senior citizens, persons with disabilities and the mentally ill. Initially, it has been decided that these centres set up in Khurda, Cuttack, Puri, Bhadrak, Sambalpur, Kandhamal, Ganjam and Sundargarh districts will be handed over to selected corporate houses, which can engage non-profit organisations for management. Each IIC has been designed as a multi-purpose facility comprising homes for senior citizens and mentally ill, schools for the visually-impaired, hearing-impaired and intellectually disabled with separate units for early intervention and physiotherapy apart from the district disability rehabilitation centre. Sources said all expenses for the management of these complexes including the cost of electricity, water, contingencies and other charges will be met by the Social Security and Empowerment of Persons with Disabilities (SSEPD) department. The selected corporate houses can also provide top-up expenditure out of their CSR fund. Under the model, the selected corporate houses will oversee the entire management and maintenance of the IICs. Each complex is expected to support around 400 inmates initially, with the capacity subject to change based on local needs and additional services introduced. 'These homes and schools will be operated by various agencies while the corporate houses will be responsible for providing all specified common services,' said an official of the department. The state government will provide an annual operational cost o f `2.1 crore to the corporate house or its executing agency to support the operation and maintenance of each complex. The corporate houses will have to engage qualified personnel for the maintenance of all infrastructure, electrical equipment and sports facilities. 'A bid has been floated for selection of corporate houses. They will be held accountable for any mismanagement. If any of their action is found to be detrimental to the interests of the IICs, the partnership will be terminated with a one-month notice,' the official added.

Govt decides to hand over elderly services to NGOs, corporate houses
1 2 Bhubaneswar: To ensure smooth operation and management of the integrated infrastructure complex meant to provide quality services to the elderly and people with disabilities, the state govt has decided to hand over these facilities to corporate houses and NGOs. The social security and empowerment of persons with disabilities department has come up with a detailed guideline in this regard, forming high-level committees that will oversee selection of such NGOs and reputed corporate houses. As per the guidelines, a six-member committee headed by the department's director will look after the selection of corporate houses, which will see aspects like the track record of houses in terms of providing services in the social security sector. Similarly, a five-member committee, headed again by the director of the department, will look after the issuance of expressions of interest to select the NGOs. The NGOs should have a clean record along with experience of at least 10 years in the field of social security services. The social security department will provide a grant of Rs 2.10 crore annually for the operation and maintenance of these facilities. "The number of elderly persons increased from 22.81 lakh in 1991 to 30.39 lakh in 2001 and 39.8 lakh in 2011. The present proportion of 9.5% of senior citizens is estimated to reach 13.8%, numbering 62.69 lakh in 2026," the guideline reads. It mentioned that the number of persons with disabilities in Odisha increased from 10.21 lakh in 2001 to 12.44 lakh in 2011. "The estimated population of PwDs comes to 14.62 lakh in 2019. Different estimates show the current rate of prevalence of disability will be between 10% to 15%," it reads. "The state govt has taken up construction of such complexes, looking at these numbers and the need for such facilities in the future. Currently, eight such complexes have been grounded while four are in different stages of construction," said state commissioner, SSEPD, Bratati Harichandan. She said guidelines have been issued to ensure smooth operation and maintenance of these facilities. "The new guideline supersedes the previous one issued in 2021. Odisha to include people with disabilities in MGNREGS, job cards by May 31
BHUBANESWAR : People with disabilities (PwDs) seeking work under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) will be identified in a campaign mode and provided job cards by the end of this month. In a letter to all collectors, the department of Social Security and Empowerment of Persons with Disabilities (SSEPD) asked them to include all eligible and willing PwDs under the employment guarantee scheme by May 31. Besides, the collectors have also been asked to form village-level Divyang Shakti Groups that would comprise all MGNREGS workers with disabilities, by June 30. Aiming at financial security for all vulnerable groups of people, the Panchayati Raj department had last month asked collectors to bring PwDs, primitive and nomadic tribal groups, denotified tribes, women in special circumstances, senior citizens above 65 years of age, HIV positive people and internally displaced persons, under MGNREGA. As far as PwDs are concerned, persons (aged 18 and beyond) with benchmark disabilities, the severity of which is 40 per cent and above, will be considered as a special category of vulnerable persons for MGNREGA. Differently-abled persons as defined in the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 are also to be considered as disabled for inclusion under the scheme. As per the census-2011, Odisha has a population of 12.44 lakh differently-abled people. While MGNREGA aims to provide employment to all rural adults, the participation of differently-abled persons, including women, in the state's MGNREGA programme remains relatively low. The percentage of participation of PwDs in MGNREGS in the state stands at 0.3 per cent.
