Sabah United Chinese Chambers of Commerce praises 24-hour licensing move
Published on: Friday, July 18, 2025 Published on: Fri, Jul 18, 2025 Text Size: Kota Kinabalu: The Sabah United Chinese Chambers of Commerce (SUCCC) has praised the Sabah Commercial Vehicles Licensing Board (Sabah LPKP) for the full activation of its 24-hour Integrated Public Transport Licensing System (ISPKP), describing the initiative as a progressive step toward improving regulatory oversight and service delivery. The commendation came during a courtesy visit by SUCCC representatives to Sabah LPKP, led by Wong Thart Sin, Chairman of SUCCC's Logistics and Transport Committee (LTC) and former Deputy Chairman of the same committee under the Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM). Advertisement Wong represented SUCCC President Datuk Michael Lui Yen Sang, and was accompanied by LTC Deputy Chairman Koh Tze Eak and Secretary Amy Hiew Yen Mie. During the engagement, Sabah LPKP Director Dairin Unsir outlined the board's regulatory responsibilities, which include the licensing of all commercial vehicles in the state. In line with Sabah's autonomy and nationalistic economic priorities, LPKP Sabah requires applicants for commercial vehicle permits to meet a minimum local equity ownership of 70 percent. However, concerns were raised during the meeting over the presence of unlicensed commercial vehicles operating in Sabah, as well as the practice of heavy vehicles parking along roadsides, particularly in the Sandakan region, which undermines the board's safety compliance objectives. Wong stressed the importance of prioritising local logistics and transport operators, especially in underdeveloped regions of the state, to ensure the sustainability of SUCCC members' businesses in Sabah's growing transport sector. The session also touched on the expansion of safety and compliance systems such as ICOP and AIS, and discussed SUCCC's potential participation in LPKP Sabah's public engagement forums. Wisma Tionghua project nears final contract stage

Kota Kinabalu: The Wisma Tionghua joint development project between the United Sabah Chinese Communities Association of Kota Kinabalu (USCCAKK) and the Sabah United Chinese Chambers of Commerce (SUCCC) is nearing the final stage of contract negotiations. USCCAKK President Datuk Susan Wong Siew Guen said once contract details are finalised, the association's committee will be authorised to sign an agreement with SUCCC and developer Cahaya Riang Sdn Bhd. Advertisement 'The development will provide a sustainable financial base for USCCAKK, enabling us to continue our work in Chinese cultural, educational and community affairs,' she said at the association's 2025 Annual General Meeting (AGM), Parents' Day and 50th Anniversary celebration, here, Monday. She said USCCAKK hopes to reach a consensus with the joint venture partner and proceed with the signing to begin construction. The AGM also saw delegates unanimously support a resolution empowering the USCCAKK committee to proceed with the agreement. Also present were SUCCC President Datuk Michael Lui and Cahaya Riang Sdn Bhd representative SK Tan, who briefed members on the project's progress. Lui said he was pleased to see unity among USCCAKK members, adding that the long-delayed project could now move forward. 'Neither SUCCC nor USCCAKK owns a building. We hope this development will serve as a lasting base for both associations' operations,' he said, adding that SUCCC's AGM will be held in Tawau on July 19, where the update will be shared with 25 affiliate chambers. Tan, representing the developer, said the company is ready to begin once all agreements and approvals are in place. Susan noted that USCCAKK, established in 1975, marked its 50th anniversary this year, and paid tribute to early Chinese settlers in Sabah for their contributions. USCCAKK currently comprises 15 Chinese community associations, including Hokkien, Hin Ann, Nam Ann, Ann Koai, Foo Chow, Eng Choon, Lung Yen, Sze Yi, Kwong Siew, Hakka, Teo Chew, Tai Poo, Hainan, San Chiang and Northern Chinese. She said the association has been committed to preserving Chinese culture through annual events such as the Chinese New Year Unicorns, Dragons and Lions Dance Festival, Mid-Autumn Festival, International Women's Day, and others. Wisma Tionghua project close to realization
Representatives from the 15 USCCAKK member associations, SUCCC and Cahaya Riang hold hands to symbolize their aspiration to realize the Wisma Tionghua project. KOTA KINABALU (July 3): The United Sabah Chinese Communities Association of Kota Kinabalu (USCCAKK) president Datuk Susan Wong Siew Guen has announced that the Wisma Tionghua project, which is built on a piece of land the USCCAKK co-owns with the Sabah United Chinese Chambers of Commerce (SUCCC), has entered the final stage of negotiations on contract details. 'The realization of the Wisma Tionghua project will establish a solid financial foundation for USCCAKK, as revenue generated from the development will sustain our work in the promotion of Chinese culture, education and association's affairs.' Susan said at the annual general meeting (AGM) 2025, Parents' Day and 50th anniversary celebration of USCCAKK here on Monday. It was learned that the USCCAKK had passed a resolution at the AGM to authorize its committee to sign a joint development agreement with SUCCC and developer Cahaya Riang Sdn Bhd, once the contract details are finalized. 'As landowners, we hope to reach a win-win consensus with our joint venture partner, Cahaya Riang Sdn Bhd, as soon as possible, and to proceed with the signing ceremony for the project to commence construction.' Susan also expressed her gratitude to representatives of USCCAKK member associations for their continued support and for entrusting the negotiation team with full authority to realize the development of Wisma Tionghua, which will open a new chapter for both SUCCC and USCCAKK. Also present were SUCCC president Datuk Michael Lui and Cahaya Riang's representative SK Tan, who briefed the delegates on the progress of the proposed joint venture project. After the AGM, Lui was heartened to see that the USCCAKK has demonstrated the spirit of unity and amicability in the Wisma Tionghua matter, leading him to believe that the project that has been in the works for many years will finally approach realization. 'Neither SUCCC nor USCCAKK currently owns a building. We hope that once this project is completed, both associations can achieve the goal of sustaining their operations through this building,' he said. He also revealed that SUCCC will hold its AGM in Tawau on July 19, and he will share the evening's developments with its 25 affiliate chambers. Tan also expressed Cahaya Riang's eagerness to kick off the joint project as soon as possible and hopes to complete the signing ceremony, obtain necessary approvals, and commence construction in the shortest possible time. On a lighter note, Susan said USCCAKK was officially established 50 years ago in 1975. 'Today we are not only celebrating the anniversary of an association, but also honouring the legacy and perseverance of our early Chinese settlers on this land.' USCCAKK comprises 15 community associations, namely Hokkien, Hin Ann, Nam Ann, Ann Koai, Foo Chow, Eng Choon, Lung Yen, Sze Yi, Kwong Siew, Hakka, Teo Chew, Tai Poo, Hainan, San Chiang and Northern Chinese. Susan emphasized that the ancestors who crossed the sea and settled in Sabah worked tirelessly to build homes and raise families. Guided by the mission of fostering hometown ties and promoting cooperation, USCCAKK has long been committed to promoting Chinese culture and serving the local Chinese community through various public welfare initiatives. She said the USCCAKK shoulders the important mission of preserving and promoting Chinese cultural heritage through various signature events, including the Chinese New Year Unicorns, Dragons and Lions Dance Festival, Chinese Cultural Village Exhibition, Chinese New Year Children's Colouring Contest, Mid-Autumn Festival celebration, International Women's Day celebration, Double Ninth Festival hiking activity, Winter Solstice and Christmas celebration. These events have become well-recognized activities of USCCAKK, and require considerable financial and manpower resources. Susan thanked the 15 member associations and generous community members for their unwavering support and contributions over the years. DP World Sabah Berhad urged to put off new policy

Kota Kinabalu: The President of the Sabah United Chinese Chambers of Commerce (SUCCC), Datuk Michael Lui, has called on Sabah Ports Berhad and DP World Sabah Berhad to postpone the implementation of a new policy reducing the container berthing period from eight days to five days, scheduled to take effect on July 15, citing serious congestion at the Sepanggar Bay Container Terminal. He warned that current delays at the port have already slowed down loading operations from one to two hours per container to three to four hours, with transporters now only able to move an average of two to three containers per day. 'Hundreds of containers are left waiting. This is not just inefficient—it's disruptive to the entire supply chain,' he said. He stressed that implementing the five day berthing limit amid existing logistical bottlenecks would only worsen the situation. SUCCC is also urging port authorities to defer the imposition of demurrage, removal charges, and removal surcharges until the end of October 2025, giving time for improvements to be made. These proposals were raised during a courtesy visit by SUCCC's Logistics and Transportation Sub-Committee, led by Michael, to Sabah Ports and service contractor DP World Sabah. The group was received by Sabah Ports Managing Director Datuk Ng Kiat Min and DP World Sabah's Shafu Anbas, who both agreed to relay the suggestions to senior management. Michael said the congestion must be resolved urgently, noting that only through full cooperation between all stakeholders—including Sabah Ports, DP World, shipping lines, freight forwarders, transporters, and traders—can a long-term solution be found. He added that while the 17.2 per cent increase in container volume to 501,944 TEUs in 2024 and the total port throughput of 28.9 million tonnes reflect positive trade growth, the current infrastructure is not keeping pace. The root of the problem, he explained, lies in space constraints at the port. The federal-funded expansion project is only 26 per cent complete, and Michael urged the federal government to expedite the release of funds to speed up construction and ease congestion. 'In the meantime, we appreciate DP World's effort to introduce a vehicle booking system to help manage traffic, but that alone is not enough. 'We must implement short, medium, and long-term measures to boost capacity and improve efficiency,' he said. Michael, who is also President of the Kota Kinabalu Chinese Chamber of Commerce and Industry (KKCCCI), said the inefficiencies at Sepanggar have wider economic implications, affecting imports, exports, business operations, and ultimately the livelihood of Sabahans. ‘Don't let tourists abuse visa to do business in Sabah'
Michael Lui KOTA KINABALU (April 23): Sabah United Chinese Chamber of Commerce (SUCCC) and Kota Kinabalu Chinese Chamber of Commerce (KKCCI) president Datuk Michael Lui has expressed concern that tourists from China will abuse visa convenience to do business in the country. He welcomed the extension of the visa exemption between Malaysia and China allowing Chinese nationals to stay in the country for up to 90 days as tourists for five years. China will also give Malaysia the same treatment. 'This good news is one of the memorandums of understanding signed during Chinese President Xi Jinping's visit to Malaysia. It is a positive result of Malaysia and China celebrating the 50th anniversary of the establishment of diplomatic relations and jointly launching a new 'Golden 50 Years'! It is also the best portrayal of the friendly relations between Malaysia and China in the community of shared destiny reiterated by President Xi Jinping, which promotes global cooperation and common development, making the relationship between Malaysia and China increasingly close and solid,' he said in a statement on Wednesday. Lui called on the relevant government departments to take preventive measures against the abuse of visa convenience by tourists to do business in the country. 'Foreign merchants (not just from China) have been dumping products at low prices in Malaysia, which has severely hit local business community and made people worry that the Malaysian market will be monopolized by foreign merchants in the future,' he said. He also cited the recent emergence of Chinese tourists doing business in Semporna, from operating restaurants to providing one-stop services for boats and transportation. It has seriously affected the local businesses. 'We urge the relevant authorities to take immediate actions to curb it,' he said. Lui welcomed foreign investors or foreign businessmen to invest in Sabah. If they come in as tourists to dump and monopolize the market, and do not earn foreign exchange for Sabah it will lead to an unhealthy situation and hit local businesses. In view of this, he urged the Malaysian government to establish a mechanism to prevent foreigners from engaging in unfair competition and monopoly, so as to support and protect local businesses.
