GDA finalises consultant for Harnandipuram township DPR, starts land purchase

The Ghaziabad Development Authority (GDA) has finalised and awarded work for the preparation of a detailed project report (DPR) for the authority's proposed Harnandipuram township to be developed near Delhi-Meerut road to a private consultant. The DPR for phase 1 is expected to be completed within two months, officials said on Tuesday. The Harnandipuram township will come up behind Raj Nagar Extension, and GDA also plans to connect it with a 2km elevated road which will further connect to existing 10.3km Hindon elevated road. (Sakib Ali/HT Photos) 'The GDA has selected a private agency and has also issued a work order for preparation of the DPR for phase 1. The GDA has also started direct purchase of land from farmers for phase 1 of the township,' said GDA's media coordinator Rudresh Shukla, adding that the GDA floated a request for proposal for hiring a consultant for the work of DPR in April. 'The consultant has assured us that the DPR for phase 1 will be completed within two months. The new township will have features like easy accessibility to nearby modes of transport like the Metro and the Regional Rapid Transit Systems (RRTS), smart street-lighting, power management, including the use of solar energy, and will also focus on women's safety,' said Shukla. In a move to incentivise cooperation, GDA had on March 29 announced that farmers would be compensated at four times the circle rate for land in the five villages earmarked for the first phase. The township is planned across approximately 521 hectares, with phase 1 involving the purchase of around 336.84 hectares from five villages — Mathurapur, Shamsher, Champat Nagar, Bhaneda Khurd, and Nagla Firozpur Mohan. In total, land will be procured from eight villages in successive phases. According to officials, the township's proximity to Delhi-Meerut Road and the RRTS corridor is expected to enhance its connectivity and appeal. To be sure, in order to boost the prospects of its proposed Harnandipuram township, the GDA is planning a new elevated road to facilitate smooth and signal-free movement of commuters to Delhi. The authority already has a four-lane 10.3km Hindon elevated road that starts from the Karhera rotary near Raj Nagar Extension and goes signal-free up to UP-Gate which is UP's border with East Delhi near Ghazipur. The travel time on the Hindon elevated road is about 10-12 minutes. The GDA officials said that they wish to give residents of Harnandipuram a direct connectivity to Delhi. The scheme will come up behind the Raj Nagar Extension. The new elevated road will take commuters from Harnandipuram to the Karhera Rotary, from where they can take the 10.3km Hindon elevated road to reach the East Delhi border.

Ghaziabad to continue mock security drills

Ghaziabad: The Ghaziabad district on Wednesday went ahead with its scheduled mock security drills, hours after the Indian Army carried out precision strikes on terror infrastructure at nine sites in Pakistan late Tuesday night. District officials said that although the drill was directed for a day, it will continue in the days to come. District magistrate Deepak Meena said that power blackout was also done at five high-rises. (Sakib Ali/HT Photo) Being conducted amid prevailing India-Pakistan tensions in the light of the deadly April 22 Pahalgam terror attack in Jammu and Kashmir, the mock drills were held in five high-rises and 10 schools. District magistrate Deepak Meena said that power blackout was also done at five high-rises. 'We have directed that the drills should continue further so that more students and other volunteers get inputs and get trained in safety measures. This is pertinent amid the developing scenario,' the DM added. Ghaziabad is among the 15 civil defence districts of Uttar Pradesh where the drills were scheduled to be conducted. Flights from the civil airport, near the Hindon airbase, were suspended for a day on Wednesday. The civil airport uses the runway of the airbase and operates civil flights to 15 different destinations. 'The suspension of flights was for a day on Wednesday, and further directions were awaited,' the DM added. Locals were trained how to conduct themselves during varying conditions. 'We learnt how to protect ourselves by covering our heads or moving to corners or under tables/chairs etc, in situation of air raids or natural calamities like earthquakes. We will now further impart the learnings to our family and friends,' said Umera Hasan, a student of MB Girls College, Navyug Market. Meanwhile, residents also came out in large numbers to mark the late night Indian defence forces' strikes. 'The response by the Indian army is admirable and people of India are thankful and happy about the strikes in Pakistan. Many of us distributed sweets and also celebrated after the news of the strikes came in. If anyone dares to indulge in misadventure, our army will respond similarly,' Shakoor Ahmad Ansari, a resident of Kaila Bhatta. 'We gathered and distributed sweets after the strikes. Our army has reduced terror camps to dust. We always had faith in our army to do it,' said Zakir Saifi, former councilor from Prem Nagar.

Ghaziabad: 2 residents move Allahabad high court over human-monkey conflict

Ghaziabad: Two residents of Ghaziabad have moved the Allahabad high court in a public interest litigation (PIL) to highlight the issue of human-monkey conflict due to an alleged uncontrolled, and exponential rise of monkey population in the city. The petition has sought directions with respect to relocation/rescue of monkeys to forests/forest-like areas in vicinity in a time-bound manner. (Sakib Ali/HT Photo) The PIL, according to the high court's cause list, was listed for hearing at the Allahabad high court on Tuesday, and further directions are awaited. The petition that identifies 12 respondents, including the Ghaziabad district magistrate, was filed by Raj Nagar residents Vineet Sharma, a social activist, and Prajakta Singhal, a BTech student. 'The petition raises the issue of health and safety risk to residents, especially the persons with disabilities, senior citizens, women, and children who are vulnerable and unable to defend themselves against any aggression or attack by the monkeys in residential areas. The residents also face damage to household items, vegetation, plants, and other items during aggression by monkeys. Different agencies have basically failed to address the issues,' said Sharma. The plea has also referred a June 25, 2016 report of the Hindustan Times, titled, 'More monkeys in urban areas of Ghaziabad than rural parts' that talked of the presence of 5,341 sightings of monkeys during a census conducted by the forest department in 2016, and reported 1,683 sightings of monkeys (Macaca speciosa) in the rural area of Modi Nagar and 3,658 in the urban, Ghaziabad range. The petition has also listed the affected areas including Raj Nagar, Kavi Nagar, Vaishali, Vasundhara, Shastri Nagar, Kamla Nehru Nagar, Govindpuram, Avantika, Chiranjeev Vihar, Vivekanand Nagar, Nehru Nagar, Gandhi Nagar, Navyug Market, Bajaria, Vijay Nagar, Patel Nagar (I and II), Lohia Nagar, Arya Nagar, Nand Gram, Sahibabad, Brij Vihar, Surya Nagar, Shyam Park, Lajpat Nagar, Rajendra Nagar, Shalimar Garden, Kaushambi, Raj Nagar Extension, Loni, Murad Nagar, Modi Nagar and Khoda. The petition contends that there are about 55,000 monkeys in Ghaziabad and the number is on the rise. It added that monkey (Rhesus macaque) was delisted/denotified as a wild animal via a notification dated December 19, 2022, of the Wildlife (Protection) Amendment Act, and no census was constituted thereafter. The petition has sought directions with respect to relocation/rescue of monkeys to forests/forest-like areas in vicinity in a time-bound manner; drawing of a plan for afforestation, with primary focus on fruit-bearing trees, along river Hindon and other stretches; to arrange/provide for adequate feed/food for monkeys and set up adequate number of modern infirmaries and veterinary health-care centres/hospitals with latest equipment and well-trained manpower. When contacted about filing the petition, officials of the Ghaziabad district administration said that they were seeking clear directions after the monkey was denotified as a wild animal. Officials aware of the development said that the local bodies do not have clear directions to act in such circumstances, while the forest department has issued a circular that the local bodies will look after the issue. 'I have asked different departments to assess the situation and take required measures in this regard. As of now, there is also no survey of monkeys at present to assess the number of monkeys. We are working in this regard,' said district magistrate Deepak Meena.
