HDB launches more than 5,500 BTO flats in July exercise
[SINGAPORE] A total of 5,547 Build-To-Order (BTO) flats across eight projects were launched for sale on Wednesday (Jul 23) by the Housing and Development Board (HDB) under its July BTO exercise. HDB also put up 4,662 Sale of Balance Flats (SBF) for sale under its July SBF exercise – the second SBF exercise this year. For this round, new flats in the Standard category are available under four projects across Bukit Panjang, Sembawang, Tampines and Woodlands. The projects are Bangkit Breeze in Bukit Panjang, Sembawang Beacon, Simei Symphony in Tampines, and Woodlands North Grove. For the Prime category, new flats are available under four projects across Bukit Merah, Clementi and Toa Payoh. The projects are Alexandra Peaks and Alexandra Vista in Bukit Merah, Clementi Emerald and Toa Payoh Ascent. Seven out of 10 of the BTO flats have waiting times of four years or less, HDB said. About 1,396 flats at Bangkit Breeze and Clementi Emerald have waiting times of less than three years. Another 775 flats at Sembawang Beacon will have a waiting time of three years. BTO flat types range from two-roomers to five roomers. Starting prices, excluding grants, range from S$148,000 for a two-room flexi under the Sembawang Beacon project to S$658,000 for a five-room unit at the Simei Symphony project. Eligible first-timer families may apply for the Enhanced Central Provident Fund Housing Grant (EHG) of up to S$120,000. HDB said this allows buyers to purchase a three-room Standard flat starting from S$162,000, or a four-room Standard flat starting from S$248,000. For SBF units, starting prices before EHG are S$81,000 for a 30-year lease community care apartment, S$111,000 for a two-room flexi, S$351,000 for a five-room unit and S$645,00 for an executive flat.

Come July 2025, the Housing and Development Board (HDB) is launching a bumper crop of homes: around 5,500 Build-to-Order (BTO) flats and more than 4,600 Sale of Balance Flats (SBF) will go on sale as part of its latest exercise, as announced by Minister for National Development Chee Hong Tat on July 16. Among the new BTO flats, about 1,400 units in Clementi Emerald and Bangkit Breeze (in Bukit Panjang) will come with waiting times of less than three years, a huge plus for buyers who don't want to wait for up to five years before getting their keys. Clementi Emerald will offer 753 units just a stone's throw from Clementi MRT. It's next to the redeveloped Clementi Polyclinic, two schools and other amenities like a minimart, eating house, and preschool. Expect a wait time of just 34 months. Over in Bukit Panjang, Bangkit Breeze will house 643 units near Bangkit LRT and Beacon Primary School, also with similar amenities and a slightly longer wait of 35 months. These aren't the only flats going on sale. This round also includes 775 units in Sembawang Beacon (announced earlier this month), located in a brand-new estate with two-room Flexi, five-room, and 3Gen options. There are also more than 4,600+ Sale of Balance Flats (SBF), including 1,733 ready-to-move-in homes, ideal for those who need housing as soon as possible. This pushes the total number of SBF units launched this year to over 10,000, surpassing previous estimates and giving more choices to buyers of all needs and budgets. This July launch is part of HDB's ongoing strategy to boost housing supply and cater to Singaporeans seeking faster, more flexible home ownership options. It's also in line with earlier promises to roll out 12,000 flats with shorter waiting times by 2027, exceeding what's been delivered in the last five years. The strategy seems to be working, with Singapore recently ranking 17th in the Demographia International Housing Affordability Index's 2025 edition, placing us as one of the more affordable housing markets in the world.

Over 10,000 new HDB flats for sale in July exercise, Singapore News
The Housing Board will offer over 10,000 new flats in the upcoming sales exercise this month. Over half of these will be Build-To-Order (BTO) units. Among them are about 1,400 BTO flats in Clementi and Bukit Panjang which will come with a shorter waiting time of under three years, Minister for National Development Chee Hong Tat announced in a Facebook post on Wednesday (July 16). Some 753 flats, consisting of two-room Flexi, three-, and four-room units, will be on offer at the Clementi Emerald project, with a waiting time of 34 months. The project — located at the intersection of Clementi Avenue 6 and Commonwealth Avenue West — will be near amenities such as schools, minimart, Clementi MRT station and Clementi Mall, which has a supermarket, shops and a food court. The Straits Times reported last December that construction for these units had begun on Sept 20, with a targeted completion date in the first quarter of 2029. There will also be 643 units for sale at the Bangkit Breeze project comprising two-room Flexi, three-, four- and five-room flats, said Chee on Facebook. They will have a waiting time of 35 months. Located along Bukit Panjang Ring Road, the BTO project is near Bangkit LRT station as well as amenities such as Beacon Primary School and Zhenghua Park. Other projects among the 5,500 BTO flats offered in the July sales exercise will be in Bukit Merah, Sembawang, Tampines, Toa Payoh and Woodlands. This total is more than the last BTO launch in February, which saw 5,032 flats for sale. The upcoming launch will also include the first flats in Simei in more than a decade. The project — which HDB classifies as part of Tampines — will offer 380 units of two-room Flexi, four- and five-room flats on a plot bounded by Simei Road and Upper Changi Road East. It is a five-minute walk to Upper Changi MRT station with the Singapore University of Technology and Design in the vicinity. The first BTO project in the new Sembawang North housing estate, and the second development in the new Woodlands North Coast precinct will also be on offer. HDB previously announced that 19,600 BTO flats will be launched in 2025, including 3,800 units with waiting time of under three years. More SBF units in July's exercise than 'initially committed' In his Facebook post, Chee said that HDB will put up over 4,600 balance flats in July — the second Sale of Balance Flats (SBF) exercise in 2025. "This is more than the 3,000 SBF units that we had initially committed to," he said, adding that more than one-third — or some 1,733 flats — are completed units, while the remaining units will be "completed progressively". The second SBF exercise will take the combined supply of such flats in 2025 to more than 10,000, according to Chee. The project, which will have a waiting time of about three years, will comprise 775 two-room flexi to five-room units, as well as third-generation flats. Analysts expect healthy demand for the Sembawang project, with some estimating an application rate of between three and four times for a four-room flat, and prices to start from S$300,000. The Housing & Development Board will also offer more than 4,600 balance flats. 'This is more than the 3,000 SBF units that we had initially committed to,' said Minister of National Development Chee Hong Tat in a social media post on Wednesday (Jul 16). 'More than one-third (1,733) are ready-to-move-in units, while the rest will be completed progressively,' he added. 'With this, we will have launched over 10,000 SBF units this year, including those offered in February 2025.'

'We will continue to ensure a strong supply of HDB flats, to support the home ownership aspirations of Singaporeans,' he said.
