DoT launches Sanchar Mitra scheme nationwide to empower youth as 'Digital Ambassadors'

New Delhi: The Department of Telecommunications (DoT), Ministry of Communications on Friday, launched the Sanchar Mitra Scheme nationwide, aiming to harness the potential of student volunteers as " Digital Ambassadors " to promote telecom awareness and digital literacy . Assam LSA, the DoT's field office, hosted the first outreach session under the expanded scheme at BSNL Bhawan, Guwahati, bringing together representatives from premier engineering institutions, including IIT, IIIT, and NIT. The interactive session focused on onboarding institutions and students into the initiative, designed to bridge the gap between citizens and the telecom ecosystem. The event was chaired by Sunita Chandra, Advisor, Office of DG Telecom, who emphasised the importance of youth in connecting telecom services with public welfare. "The aim of the system was to build a bridge between DoT initiatives, telecom services, and various citizen-centric efforts. It's about ensuring that our users, customers, and the public function better. We also wanted to harness the energy and services of young students from universities and colleges," she said. Suresh Puri, Additional Director General, Assam LSA, highlighted the three core pillars of the scheme, Connect, Educate, Innovate, underlining the need for secure, responsible, and inclusive telecom use. Hemendra Kumar Sharma, Deputy Director General (Media), elaborated on the role of telecom in shaping India's transition from a consumer to a global provider of cutting-edge technologies. Launched by Union Minister Jyotiraditya M. Scindia, the revamped Sanchar Mitra Scheme has evolved from a pilot into a scalable national movement. Volunteers will be trained to spread awareness on digital safety, cyber fraud prevention, EMF radiation, and responsible mobile usage. They will also gain exposure to emerging telecom technologies like 5G, 6G, AI, and cybersecurity. Students selected as Sanchar Mitras will undergo structured training by experts from the National Communications Academy-Technology (NCA-T) and DoT's Media Wing. Top performers will be rewarded with internships, national project participation, and opportunities at platforms such as India Mobile Congress. This youth-centric initiative underscores India's commitment to building a digitally empowered society, aligning with the country's leadership in Democracy, Demography, digitisation, and Delivery.

Under the scheme, student volunteers — designated as Sanchar Mitras — will be empowered to raise awareness among the people about key telecom issues such as digital safety, cyber fraud prevention, and EMF radiation concerns, while also promoting responsible mobile usage and digital literacy. Assam LSA on Friday convened an interactive session with heads and representatives from premier engineering institutions, including IIT, IIIT, NIT, and other engineering colleges across Assam, at BSNL Bhawan here. The focus of the session was to inform about and expand the Sanchar Mitra Scheme that aims to engage student volunteers as digital ambassadors to bridge the communication gap between citizens and the telecom ecosystem. It's about ensuring that our users, customers, and the public function better. We also wanted to harness the energy and services of young students from universities and colleges." Sanchar Mitra Scheme, which was initially piloted in select institutions, has now been scaled up for nationwide implementation following an enthusiastic response and promising impact in its pilot phase. The expanded Sanchar Mitra Scheme aims to enhance public awareness and also provide participating students with exposure to cutting-edge telecom technologies, including 5G, 6G, artificial intelligence, and cyber security. The focus of the session was to inform and expand the recently launched Sanchar Mitra Scheme, an innovative initiative aimed at engaging student volunteers as digital ambassadors to bridge the communication gap between citizens and the telecom ecosystem. According to a release, the session was chaired by Sunita Chandra, Advisor, DG Telecom, New Delhi. 'The aim of the system was to build a bridge between DoT initiatives, telecom services, and various citizen-centric efforts. It's about ensuring that our users, customers, and the public function better. We also wanted to harness the energy and services of young students from universities and colleges,' Sunita Chandra said. Representatives from various institutes actively participated in the discussions and exhibited enthusiasm for associating with the Scheme, the release said. Jyotiraditya M Scindia, Union Minister for Communications and Development of North East Region, launched the revamped 'Sanchar Mitra Scheme', transforming it from a pilot initiative into a robust, scalable, and incentive-driven national movement. The scheme is designed to mobilise the power of India's Yuva Shakti -- student volunteers -- to become informed ambassadors of telecom awareness, cybersecurity, and digital empowerment. Scindia had described the scheme as a vision that symbolises India's leadership in the four Ds -- Democracy, Demography, Digitisation, and Delivery. The Sanchar Mitra Scheme was initially piloted in select institutions. It has now been scaled up for nationwide implementation 'following an enthusiastic response and promising impact in its pilot phase'. Under this scheme, student volunteers--designated as Sanchar Mitras--will be empowered to raise awareness among the public about key telecom issues such as digital safety, cyber fraud prevention, and EMF radiation concerns, while also promoting responsible mobile usage and digital literacy. While speaking at the CII Annual Business Summit 2025 on Thursday (May 29), Jyotiraditya Scindia said that India is leading a digital-first economy, with the telecom revolution being the driving force. 'India, I believe, in the next five years, will become the data capital of the world,' Scindia said. The minister informed that the telecom subscriber base in India has expanded from 800 million a decade ago to 1.2 billion this year, a level where India is now the second largest mobile market. He added that the broadband base in the country has also grown to 940 million. STORY CONTINUES BELOW THIS AD The minister highlighted how connectivity costs have fallen drastically over the past decade, recalling days when tariffs were as high as Rs 16 per minute. 'When we talk about data, 11 years ago, 1 GB of data would cost you Rs 287. Today, 1 GB of data costs you Rs 9. There is a 97 per cent reduction in the cost of communication,' Scindia was quoted as saying by news agency PTI. The minister concluded by stating that India's cost of data communication is currently just 5 per cent of the global average. Sanchar Mitra Scheme Meanwhile, the government has also launched the Sanchar Mitra Scheme, which aims to improve the connection between the telecom industry and everyday citizens. When asked about whether satellite communication service would be available in India, Scindia said it was up to telecom companies to decide how to go about it after they get necessary permission from the government. He emphasised that the government's role is to issue these licenses as long as the companies meet specific requirements. Currently, two companies have already qualified, and a third is close to qualifying. Scindia reaffirmed the government's commitment to granting licenses to companies that comply with the rules. He also mentioned that once companies receive the necessary spectrum to operate their services, they must chart their own course based on the regulations set by the Telecom Regulatory Authority of India (TRAI).
