Andhra Pradesh Census to begin on March 2027
Amravati (Andhra Pradesh) [India], July 11 (ANI): The government of Andhra Pradesh announced the process of population enumeration in the State will commence from March 1, 2027. Chief Secretary in the general administration department S Rawat issued a government order on Thursday to republish the notification issued by the Centre and published in the Gazette of India, in the AP Gazette with regard to conduct of population census in the state. The Central Government has decided to conduct a nationwide census in 2027. This aligns with the Centre's nationwide census schedule. The last census in Andhra Pradesh was conducted in 2011 as part of a larger Census of India. The Union Home Ministry had announced the dates for the country's population census. The Central Goverment will carry out the census in two phases, starting March 1, 2027. The first phase of 2027, which will focus on listing operations, is scheduled to begin on October 1, 2026, in Ladakh, Jammu and Kashmir, Himachal Pradesh, and Uttarakhand. This phase will collect data on housing conditions, assets, and amenities. However, the second phase will include phase and population enumeration, which will commence on March 1, 2027, for the rest of the country. Meanwhile the Himachal Pradesh State Election Commission (SEC) has taken a strong exception to the state government's move to postpone the Urban Local Body (UBC) election reservation roster, asserting the the Urban Development Department has no legal mandate to alter a schedule issued by a constitution authority, as per an official statement. In the letter dated July 10, the SEC said, 'Your kind attention is invited towards clause (g) of Article 243P of the Constitution of India read with Section 2(31) of the Himachal Pradesh Municipal Corporation Act, 1994 and Section 2(38) of the Himachal Pradesh Minucipal Corporation Act, 1994, which in unambiguous terms provides that 'population as ascertained at the last preceding census of which the relevant figures have been published' shall be used for the reservation purpose.' The order, signed by Special Secretary (Urban Development) Saurabh Jassal, had instructed that no reservation notification be issued or implemented 'until such time as the updated Census data is officially released.' Copies of the letter were marked to the Secretary, State Election Commission, and Director, Urban Development. (ANI)

Himachal: State election commission pulls up state for postponement of reservation roster
The Himachal Pradesh state election commission (SEC) has pulled up state government over the postponement of Urban Local Body (ULB) election reservation roster and has asked the state to immediately withdraw the order. The elections in all the municipal bodies in Himachal Pradesh except Shimla municipal corporation, are scheduled to be held this year. (File) In a letter written to chief secretary, the state election commission has asserted that the urban development department has no legal mandate to alter a schedule issued by a constitutional authority. The letter of the SEC came on Thursday, hours after the state's urban development department issued a letter postponing the finalisation of the ULB reservation roster due to the non-availability of updated Census data. The elections in all the municipal bodies in the state except Shimla municipal corporation, are scheduled to be held this year. These elections are to be held in 7 MC's , 29 municipal councils and 37 nagar panchayats apart from this elections are also to be held in more than 3,600 panchayats. For the municipal elections, the election commission released the schedule for deciding the ward division, delimitation, reservation roster 2 months ago. According to this, reservation of all the wards has to be done by Friday, July 11. Complete information of the reserved wards has to be given to the Election Commission by July 15. On Thursday, the Himachal government directed a postponement of the reservation process for ULBs due to absence of updated demographic data from the delayed national Census. Himachal EC rejects state govt move to postpone ULB reservation roster citing census delay
Shimla (Himachal Pradesh) [India], July 10 (ANI): The Himachal Pradesh State Election Commission (SEC) has taken strong exception to the state government's move to postpone the Urban Local Body (ULB) election reservation roster, asserting that the Urban Development Department has no legal mandate to alter a schedule issued by a constitutional authority, according to an official statement. The response from the SEC came on Thursday, hours after the state's Urban Development Department issued a letter postponing the finalisation of the ULB reservation roster due to the unavailability of updated Census data. In its letter dated July 10, 2025, the SEC said, 'Your kind attention is invited towards clause (g) of Article 243P of the Constitution of India read with Section 2(31) of the Himachal Pradesh Municipal Act, 1994 and Section 2(38) of the Himachal Pradesh Municipal Corporation Act, 1994, which in unambiguous terms provides that 'population as ascertained at the last preceding census of which the relevant figures have been published' shall be used for the reservation purpose.' According to the Commission, the Census 2011 data remains the relevant and legitimate basis for the reservation of seats in the upcoming ULB elections, as it is the last published Census data available. Quoting statutory provisions, the Commission reminded the state government that 'the superintendence, direction and control for delimitation of wards, reservation and allotment of seats by rotation vests in the State Election Commission under Section 281 of the Himachal Pradesh Municipal Act, 1994 and Section 9 of the Himachal Pradesh Municipal Corporation Act, 1994.' Asserting its authority, the SEC directed that the Urban Development Department's letter must be withdrawn forthwith. 'Urban Development Department has no legal mandate to postpone the schedule issued by a Constitutional Authority,' the letter stated. Earlier in the day, the Himachal Pradesh Government had directed a postponement of the reservation process for ULBs due to the absence of updated demographic data from the delayed national Census.
